Motion carried. <br /> . <br />17 The Police Committee submitted the following report: <br /> "Your Committee on Police to whom was referred the matter of limi- <br /> tation of beer licenses within the City and the application of Kenneth LiQhty. <br /> for beer license on West 11th Avenue. begs to report as follows: <br /> I , <br /> Your Committee finds that there are 26 retail beer outlets now <br /> licensed in the City exclusive of package store and restaurant licenses. <br /> We reco~end that the Common Council limit the total number of. Class <br /> A, B & C Ret'ail Beer licenses to 30 and that the four additional licenses be <br /> confined to the annexed area, West of Chambers Street within the City limits. <br /> We recommend that further applications for licenses other than Class <br /> A, B & C Beer licenses be considered on the merits of the individual appli- <br /> cations. <br /> We further recommend that the application of Mr. Lichty be given <br /> preliminary approval by the Council with final approval to be subject to re- <br /> quirements of building, sanitation and police authorities of the City. ,,' <br /> I <br /> It was moved by Hawn, seconded by Davis that the report of the Committee be <br /> adopted. Motion carried. <br /> . <br /> REPORTS OF OFFICERS, <br /> . <br />18 The City Manager submitted the following report relating to proposed <br /> change of bu~ routes in the downtown area, together with petitions carrying 507 <br /> signatures protesting the removal of busses from Willamette Street. <br /> . <br /> "Several weeks ago, as a result of a study of downtown traffic con- <br /> ditions and several conferences with the management of the Oregon Motor Stag~s, <br /> it was suggested that the re-routing of City busses from Willamette Street to <br /> Olive and Oak Streets be arranged for a trial period of 60 days to Qbse,rve the <br /> effect of such a program in relieving vehicular traffic congestion on Willam~tte <br /> Street. . <br /> This suggested move resulted in a ~ather wide publiQ reaction with <br /> arguments presented pro and con and alternate suggestions offered. As a result, <br /> the Chief of Police in his departmental report for the month of October has <br /> reviewed the situatiop and sets forth three alternative proposals in this con-, <br /> nection. <br /> 1. To re-route all bus travel off Willamette to Oak <br /> and Olive Streets. <br /> I 2. Re-route North bound busses only on Oak and Olive _ <br /> .1 <br /> I with South bound busses continuing on Willamette St. <br /> I <br /> i <br /> I 3. The establishment of a central loading and unloading <br /> I <br /> area in the business district for all bus routes. <br /> The objections to removing bus routes from Willamette Street haye I <br /> come from two sources.
