<br />19 :: Mr. E. A. Miner addressed the Council stating that he represented one of the I
<br />~ churches, and asked that the license not be granted, stating that the church I
<br />;: organizations were back of him. He mentioned the fact that so many of the auto
<br />~ accidents were caused by drunken drivers.

<br />20 i! W. A.Countryman also addressed the Council, stating that he was Superintendent
<br />:1 of the Baptist Sunday School and had been working hard to better the morals of
<br />!~ the children. He also stated that the juvenile conditions were very bad and that
<br />~ these places made it easier for the teen age to secure liquor and asked that the
<br />~ license be denied.

<br />I 21 I; Leo Deffenbacher addressed the Council stating that this was a University town
<br />j: and that the public generally expected the town to maintain a high standard of
<br />;l morals and asked that the license be, denied. .

<br />!I the financial records of the City of Eugene for the;~:months of July" August and
<br />!: September, 1945. In connection with this work we have assisted and instructed the

<br />::.1 which was set up as of July 1. We find that ail moneys have been properly accountedl
<br />I,: for, and'that the new system is working satisfactorily.

<br />24 (\ . The Ci ty Manager submitted the following report on departments for the
<br />(month of November together with several recommendations for your consideration.

<br />I II . The Police Department in November was brought to full strength with !
<br />~; departme4t personnel consisting of 29 persons.' The traffic situation continues :
<br />i." to be an acute problem with accidents.and injuries on the increase. This despite I)
<br />~.the repo~t of the Secretary of State that the City of Eugene has shown greater
<br />!,J improvement in this respect than any City in the State over 10,000 population.
<br />;' Traffic ~rrests are show~ng corresponding increases and our municipal court has I
<br />~recently scheduled one night session per week ~s a means of expediting the heavy II
<br />::volume of work. With an increased number of officers assigned to traffic detail
<br />,i the addition of a utomobile equipment replacement of several of the present police :
<br />:: department cars w ill become a necessity as soon as new cars are available for i
<br />: delivery.
