<br />The regular meeting of the Common Council of Eugene, held February 11,
<br />1946 at 7:30 P.M. The meeting was called to order by his Honor, Mayor Earl
<br />McNutt. Councilmen present at rollcall were Koppe, Hawn, Hurley, Johnson and
<br />Allen.

<br />Upon motion the minutes of the last regular meeting held January 14,
<br />1946 were considered read and approved.

<br />REPORTS OF COMMITTEES

<br />The Finance Committee submitted the following report relative to
<br />offers of purchase and sale of City owned property:
<br />
<br />Lillian S. and Edward T. Stelle offer $720.00 for Lot 13, Block 6, Fairmount
<br />Heights Addition.
<br />Appraisal: $1200.00
<br />Committee Recommendation: Acceptance of this offer.
<br />
<br />Geo. and Flora Belle Crick offer for a strip of property 21 feet wide at the
<br />Northwest corner of Third and Taylor Streets $40.00.
<br />Committee Recommendation: That the offer be accepted with the purchaser to
<br />assume the cost of title insurance.

<br />9 "Your Committee on Police to whom was referred various matters, begs
<br />to report as follows:

<br />We recommend that the following steps be initiated by the Common
<br />Council as a part of Eugene's traffic control problem:
<br />
<br />1. The extensibn~, of the one-hour parking limit to Lincoln Street on
<br />the West, High Street on the East, 5th Street on the North and 13th Street on the
<br />South, all limits to be exclusive of the streets named with one-hour parking on
<br />Willamette Street extended to 14th Street.

<br />/ 2. The purchase, 'placing and maintaining of parking meters on Oak,
<br />i. Olive, 7th Street and the so-called park blocks and the completion of metering
<br />on 8th Street, Broadway, 10th and 11th Streets between Oak and Olive Streets.

<br />3. The placing of 12-minute parking meters on Broadway adjacent to the
<br />First National Bank and/or 8th Street adjacent to the U. S. National Bank ~nd on
<br />Wil1amette Street in front of the U. S. Post Office.
<br />
<br />4. Provisions for two-hour metered parking on Oak and Olive Streets
<br />and in the park blocks.
<br />
<br />5. The placing of stop signs controlling North-South and East-West
<br />traffic at the intersection of 17th and Olive Streets and stop sign to control
<br />North-South traffic at the intersection of Lawrence and 17th Streets.

<br />intersections of 8th and Wil1amette and 10th and Willarnette.
