They shall bear a rate of interest not greater than 3 per cent per annum and shall be sold for not less than 98% of their,par value and accrued interest. Section 4. The Common Cou~cil of the City of Eugene is hereby authorized and directed to include in its General Municipal Tax Levy each year such 'sufficient special levy as shall aggregate together with any other available funds, an amount sufficient to pay the interest on the bonds and to pay the serial maturities as the bonds fall due. ......... ..,.... Section 5. The Common Council is hereby authorized and directed to issue and sell said bonds from time to time as they may be needed for the pur- poses herein specified, but before any of them shall be sold, they shall be advertised for sale according to law. Section 6. That the money derived from the sale of said bonds shall constitute a special fund to be denominated SPECIAL HIGHWAY FUND, and shall be used for no other purpose than herein provided. ! i 50 i I , Section 7. It was moved by Johnson, seconded by Allen that the resolution be ~dopted. Motion carried. 'A resolution -- Re: Ballot proposal for'general tax levy of 1 7/10 mills for recreational purposes within the City of Eugene, was submitted and read. It was moved by Hawn, seconded by Johnson that the resolution be held over and referred to Committee for further investigation and report. Motion carried. NEW BUSINESS I 51 : A deed from Emerson and Helen Abbott to the City of Eugene of the following described property for street and highway purposes (description of prope ty), was submitted by the City Manager. Upon motion the deed was ordered accepted and the proper city officials were instructed to file the same. UPON MOTION THE COUNCIL ADJOURNED.
