<br />of Eugene, Oregon, held May 21, 1946 at 7:00 P.M. in the Co'uncil Chambers. The
<br />meeting was called to order by his Honor, Mayor Earl L. McNutt. Councilmen
<br />present at rollcall were - Koppe, Hawn, Bailey, Crumbaker, Hurley, Davis,

<br />This being the date and time set for consideration of Council Bill
<br />Nos. 99, 100 and 101', the sa.me, were brought on for consideration,.

<br />A report of the Police Committee in connection with the same was

<br />"Your Committee on Police to whom was referred Council Bills No.
<br />99, 100 and 101, relating to the licensing and control of taxi cabs and drive-
<br />yourself vehicles, begs to report as follows,:

<br />That we have studied the contents of the proposed ordinances and
<br />recommend the following:
<br />
<br />That a section of Council Bill No. 99, to be known as Section 33 be
<br />added as foll,ows: "Q.UARTERLY REPORT: Each holder of a taxicab license shall
<br />file quarterly with the Police Department of the City a report Showing the
<br />number of licensed taxicabs in operation, those out of service and the reason
<br />therefor, and also the number of fares ca.rried during the quarter."
<br />
<br />That section 6 be amended, requiring applicant to furnish the Chief of
<br />Police a record showing the applicant to be legal owner of each taxicab to be
<br />licensed;

<br />That Section 16 be amended by changing the line - "For each additional
<br />passenger ten. cents (lOst)" to read "For each additional passenger bound for the
<br />same destination 'ten cents (lOct)";

<br />I That Section 16 be further amended to read - "For each two minutes of
<br />!; waiting time or fraction thereof a charge should be made of not more than ten
<br />! cents (lOst)".

<br />We further recommend that Council Bill No. 101, relating to drive-
<br />I~ yourself, vehi,cles be amended, by adding the following section:
<br />
<br />"Section 9: Each drive-yourself service shall file with the police
<br />department monthly a certificate of a qualified inspector as to each of the
<br />, licensed cars, which reports shall show the condition of the equipment and
<br />II~
<br />particularly as to brakes, lights and tires."

<br />We further recommend that Council Bill No. 100 relating to taxi
<br />~ driver licenses be adopted as written."

<br />It was moved by Hawn, seconded by Crumbaker that the report of the Committee be
<br />adopted. Motion carried.

<br />It was moved by Bailey, seconded' by Crumbaker that the proposed ordinance be
<br />further amended to delete all reference to the number of passengers carried in
<br />the front seat of a taxicab. Motion carried.

<br />Council Bill No. 99 -- Re: Taxicab Licenses (Fees, Fares, Regulations),
<br />i.~ read the first time May 13th was given second reading.

<br />r consent and the ordinance as amended given third reading and placed on final
<br />passage. All Councilmen present voting AYE the ordinance was declared passed
<br />\: and numbered 8906. Allen absent.
