'..J', '" ~...f- We, therefore, recommend that ordinance No. 8931 be amended to exclude merchandise vending machines and that the question of licensing vending machines in general be further studied by the Committee and be reported on to the Council at a later date." It was moved by Bailey, seconded by Crumbaker that the report be received and placed on fiie and that the recommendations contained therein be adopted. Motion carried. A report from the- City Manager was submitted and read as follows: 5 "On March 6th, this office submitted to the C.P.A. a formal application for permission to construct. the Eugene Memorial Swimming Pool.. This application was supported by letters from local and state health authorities, the Eugene Chamber of Commerce, Central P.T.A. and other groups. As you are aware, we have the completed plans, specifications and contract documents prepared and will re- quest permission of the Council to call for bids on the pool if and, when approval of the C.P.A. is returned. We also have on hand plans and specifications for the proposed Franklin Blvd. interceptor sewer which are being held in abeyance at the-present time pending a stUdy on the possibilities of re-routing this projected line to better serve the future needs of the community. It is anticipated that a formal report with reference to such relocation will be ready to submit to the Council next months. I We have likewise been informed by the consulting engineers that final plans and specifications are nearing completion on the second and final unit of the Amazon Trunk Sewer. It is hoped that we can call for bids on this unit early in May. At the last regular meeting of the Council this office was instructed to , contact two veterans organizations that are planning carnival showings this summer. I have been advised by the Veterans of 1!'oreign Vvars and Disabled American War Veterans that commitrnents have been made with the companies wherein the local organizations ask that any fee assessed for licenses on these showings be held to a minimum. The V.F.W. informed me that in the past years, when no city licenses were assessed that the earnings to the V.F.W. varied from $400.00 minimum to a maximum of $1,000.00. With reference to our plans for the development of the park-playground area at 19th and Washington, commitments have been made by local organizations for the sponsorship of all but one of the playground projects. These organizations are prepared to furnish materials and/or labor as soon as weather conditions per- mit the completion of th~ ground work and a start on the several projects, in- cluding wading pool, tennis court, bleachers, plantings and other items. Preliminary studies are now being made on the tentative City budget for the fiscal year 1947-1948. Following adjournment of the State Legislature, several bills pertaining to cities financial needs are still pending. Meetings of the Council's Finance Committee will be called to discuss certain budget items, particularly those involving salaries and wages. Among items of purchase made recently by the City, attention is called to the addition of a new type life saving net for the Fire Department. This net is of modern design and replaces old and inadequate life saVing equipment formerly used by the department." It was moved by Crumbaker, seconded by Davis that that the report be received and placed on file and that the matter of carnival license fees be referred back to the City Manager for further study and report to the Council.
