Motion <br />carried. <br /> <br />A report from the- City Manager was submitted and read as follows: <br /> <br />5 "On March 6th, this office submitted to the C.P.A. a formal application <br />for permission to construct. the Eugene Memorial Swimming Pool.. This application <br />was supported by letters from local and state health authorities, the Eugene <br />Chamber of Commerce, Central P.T.A. and other groups. As you are aware, we have <br />the completed plans, specifications and contract documents prepared and will re- <br />quest permission of the Council to call for bids on the pool if and, when approval <br />of the C.P.A. is returned. <br /> <br />We also have on hand plans and specifications for the proposed Franklin <br />Blvd. interceptor sewer which are being held in abeyance at the-present time <br />pending a stUdy on the possibilities of re-routing this projected line to better <br />serve the future needs of the community. It is anticipated that a formal report <br />with reference to such relocation will be ready to submit to the Council next <br />months. <br /> <br />I <br /> <br />We have likewise been informed by the consulting engineers that final <br />plans and specifications are nearing completion on the second and final unit of <br />the Amazon Trunk Sewer. It is hoped that we can call for bids on this unit early <br />in May. <br /> <br />At the last regular meeting of the Council this office was instructed to <br />, contact two veterans organizations that are planning carnival showings this summer. <br />I have been advised by the Veterans of 1!'oreign Vvars and Disabled American War <br />Veterans that commitrnents have been made with the companies wherein the local <br />organizations ask that any fee assessed for licenses on these showings be held to <br />a minimum. The V.F.W. informed me that in the past years, when no city licenses <br />were assessed that the earnings to the V.F.W. varied from $400.00 minimum to a <br />maximum of $1,000.00. <br /> <br />With reference to our plans for the development of the park-playground <br />area at 19th and Washington, commitments have been made by local organizations <br />for the sponsorship of all but one of the playground projects. These organizations <br />are prepared to furnish materials and/or labor as soon as weather conditions per- <br />mit the completion of th~ ground work and a start on the several projects, in- <br />cluding wading pool, tennis court, bleachers, plantings and other items. <br /> <br />Preliminary studies are now being made on the tentative City budget for <br />the fiscal year 1947-1948. Following adjournment of the State Legislature, several <br />bills pertaining to cities financial needs are still pending. Meetings of the <br />Council's Finance Committee will be called to discuss certain budget items, <br />particularly those involving salaries and wages. <br /> <br />Among items of purchase made recently by the City, attention is called <br />to the addition of a new type life saving net for the Fire Department. This net <br />is of modern design and replaces old and inadequate life saVing equipment formerly <br />used by the department." <br /> <br />It was moved by Crumbaker, seconded by Davis that that the report be received and <br />placed on file and that the matter of carnival license fees be referred back to <br />the City Manager for further study and report to the Council. <br /> <br />I <br /> <br />~ <br />
