Motion <br />carried. <br /> <br />A report of the City Manager re: <br />submitted and read as follows: <br /> <br />appointment of department heads, was <br /> <br />"I should like to formally report to you the appointment of Don B. <br />January to the position of superinteJIDdent of parks and recreation for the City of <br />Eugene and the appoint~ent of Ed L. Surfus as Fire Chief. <br /> <br />~ <br /> <br />Both appointees were selected from a group of applicants on the basis <br />of their respective records and other locations. I feel that both men are very <br />well qualified and are capable of performing their duties in an efficient manner. <br /> <br />Both appointments become effective as of May 1, 1947". <br /> <br />It was moved by Davis, seconded by Hawn that the report be received and placed <br />on file. <br /> <br />Communications from the Eugene Pageant Association, containing a request <br />for waiver of fees for carnival attractions and exclusive rights to street vending <br />I concessions were submitted and read to the Council. <br />:,1 <br />~i <br />j;:i. <br />!i: <br />i. <br />I <br /> <br />"The Eugene Pageant Association hereby requests of the City Council of <br />Eugene the.exclusive right to operate Carnival Attractions within the city of <br />Eugene during the months of June and July, 1947. The two months period requested <br />represents the period .of preparation and production of the Oregon Trail Pageant-- <br />Eugene Centennial--l~47. The Eugene Pageant_Association further requests that <br />, the license fee specified under City Ordinance 8519, Section q be waived in <br />t deference to the Associations organization which is of a non-profit nature "the <br />!iI purpose of which is to sponsor and produce community celebrations and pageant$"-. <br />The Eugene Pageant Association feels th~t the artistic anf financial success of <br />the 1947 Oregon Trail Pageapt is dependent to a great extent upon its exclusive <br />control of the carnival type of attraction during the period -above specified. The D.A. V. represented by Mr. Harold Barnes, 151 <br />Main Street, Springfield (Phone 485) reports that that organization has as, yet made <br />r no specific request for licensing dates to the City Council of Eugene. . He further <br />r states t'hat their contract is with the West Coast Shows and should that concern <br />I: play in -this region under the auspices of the ~ugene Pageant Association that the <br />II D.A.V. w"ill not sponsor a carnival this year. - The V.F.W., represented by Mr. <br />I',.., George Reddinger, Eugene (Phone 14) reports tnat that organization has requested <br />of the City Council of Eugene the dates of June 16 through 21. He further states <br />I that his' organization has not as yet been succ'essful in finding a site for their <br />I' carnival: In the event that the City Council -of Eugene wishes to grant the request <br />I',: of the V:F.W. for the dates of June 16-21 the Pageant Association will accept <br />; exclusive rights for the periOd of June and JUly with- that reservation." <br />t, " _. <br />I. _ <br />I - "In my recent letter requesting waiv'er of license fees to the Eugene <br />I: Pageant Association for a carnival attraction wh~ch it proposes'to bring to Eugene <br />" during the period of the show, I failed to spe-cify that we should also like to <br />secure eiclusive rights to the vending 6f novelties within the city limit~.
