Inasmuch as the City plans to utilize the area for public park and playground pm'poses when the housing units are removed, I can see no objection to allowing an Army installation and would recommend that the Council authorize the proper City officers to enter into an agreement with the 6th Army Organized Re- serve Corp for the use of this land until such time as the housing project is abandoned." v .,.. II 'i 181: It was moved by Crumbaker, seconded by Davis that the report be received and placed on file and that the City Manager be authorized to conduct negotiations with the 6th Army Organized Reserve Corp for a rental contract to be presented to the Common Council for its consideration at its next regular meeting. Motion carried. A report of the City Manager re: submitted and read as follows: appointment of department heads, was "I should like to formally report to you the appointment of Don B. January to the position of superinteJIDdent of parks and recreation for the City of Eugene and the appoint~ent of Ed L. Surfus as Fire Chief. ~ Both appointees were selected from a group of applicants on the basis of their respective records and other locations. I feel that both men are very well qualified and are capable of performing their duties in an efficient manner. Both appointments become effective as of May 1, 1947". It was moved by Davis, seconded by Hawn that the report be received and placed on file. Communications from the Eugene Pageant Association, containing a request for waiver of fees for carnival attractions and exclusive rights to street vending I concessions were submitted and read to the Council. :,1 ~i j;:i. !i: i. I "The Eugene Pageant Association hereby requests of the City Council of Eugene the.exclusive right to operate Carnival Attractions within the city of Eugene during the months of June and July, 1947. The two months period requested represents the period .of preparation and production of the Oregon Trail Pageant-- Eugene Centennial--l~47. The Eugene Pageant_Association further requests that , the license fee specified under City Ordinance 8519, Section q be waived in t deference to the Associations organization which is of a non-profit nature "the !iI purpose of which is to sponsor and produce community celebrations and pageant$"-. The Eugene Pageant Association feels th~t the artistic anf financial success of the 1947 Oregon Trail Pageapt is dependent to a great extent upon its exclusive control of the carnival type of attraction during the period -above specified. V. represented by Mr. Harold Barnes, 151 Main Street, Springfield (Phone 485) reports that that organization has as, yet made r no specific request for licensing dates to the City Council of Eugene. . He further r states t'hat their contract is with the West Coast Shows and should that concern I: play in -this region under the auspices of the ~ugene Pageant Association that the II D.A.V. w"ill not sponsor a carnival this year. - The V.F.W., represented by Mr. I',.., George Reddinger, Eugene (Phone 14) reports tnat that organization has requested of the City Council of Eugene the dates of June 16 through 21. He further states I that his' organization has not as yet been succ'essful in finding a site for their I' carnival: In the event that the City Council -of Eugene wishes to grant the request I',: of the V:F.W. for the dates of June 16-21 the Pageant Association will accept ; exclusive rights for the periOd of June and JUly with- that reservation." t, " _.
