The meeting was called to order by his Honor, Mayo~, Earl~cNutt. <br />Councilmen present at rollcall were : Davis, Crumbaker" B~i.ley ,''Johnson, Allen, <br />Wells," Hanns. Hawn absent~ <br /> <br />Upon motion the minutes of the last regular meeting held Febru~ry 9, 1948 <br />were considered read and approved. <br /> <br />I <br /> <br />::'~ <br />,.(.,;; <br /> <br />:-!: <br /> <br />I <br /> <br />1 <br /> <br />In the matter of bids submitted for the paving of the aQiey between Third <br />and Fourth Avenues from Jefferson to Madison Streets, considered by the Common <br />Council at its regular meeting January 12 and referred to the City Manage~, the <br />Manager reported that remonstrances previously filed with the Council in ,con- <br />nection with this improvement had been withdrawh and recommended that the low <br />bid of F. W. Riddle in the amount of $2,681.25 be accepted. ' <br /> <br />It was moved by Crumbaker, seconded by Davis that the bid of F. W. Riddle in the <br />amount of $2,681.25 for the improvement of the alle~"between Third and Fourth <br />Avenues from Jefferson to Madison Streets by pavingb'e "accepted and that the <br />proper city officers be authorized to enter into a contract with Mr. Riddle for <br />this work. Motion carried. <br /> <br />REPORTS OF COMMITTEES <br /> <br />2 <br /> <br />A report of the Public Works Committee re: Sewage Treatment Plant was sub- <br />mitted and read as follows: <br /> <br />"Your Committee on Public Works to whom was referred various matters begs to <br />report as follows: <br /> <br />At a meeting held Thursday, February 19 your Committee inspected the final <br />revised plans and specifications for the Sewage Treatment Plant and discussed the <br />same with the consulting engineer, Mr. R.C. Stockman. The projected disposal <br />plant, designed for the city's current needs and providing for normal city growth <br />within the next 20 years will cost approximately ~700,000 according to the esti-, <br />mates contained in the engineer's report. The plant design would meet with the <br />basic minimum requirements of the Oregon State Sanitary Authority. <br /> <br />I <br /> <br />.; <br /> <br />Considerable discussion was given at this meeting to two phases of the pro- <br />posed plant design. One involves comparative costs of drying and/or burning of <br />sludge residue as compared to the operation of open sludge drying beds and the <br />other involving a proper breakdown of plant ~ost with, reference to the handling <br />of cannery wastes. At the Committee's request the engineers will submit a sup- <br />plemental report covering these two matters. <br /> <br />Your Committee recommends that further action on the report be held in <br />abeyance by the Council pending receipt of the additional ~nfornlation requested. <br /> <br />It was moved by Crumbaker, seconded by Wells that the report of the Public Works <br />Committee be received and placed on file and,that the recommendation contained <br />therein be approved. Motion carried. <br /> <br />A report of the Finance Committee re: admissions tax ordinance was submitted, <br />3 and read as follows: <br /> <br />"Your Committee on Finance to whom was referred CQuncilBill No. 86 being the <br />proposed ordinance to levy an amusement admissions tax, begs to',report as follows: <br /> <br />That your committee has further 'considered the matter and has conducted a <br />hearing with interested parties and begs to report as follows: <br /> <br />That we recommend to the Common Council that Council Biil No. 86 be brought <br />on for consideration and be given third reading and final passage." <br /> <br />I <br /> <br />It was moved by Davis, seconded by Crumbaker that the report of the Finance Com- <br />mittee be receive~ and placed on file and that the recommendation contained <br />therein be approved. Motion carried. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> <br />I <br /> <br />A report of the Board of Appeals was submitted and read as follows: <br /> <br />4 <br /> <br />"A meeting of the Board of Appeals was held 1!'riday February 20, 1948 to <br />consider the petition of Dale H.
