REPORTS OF"C01@fiTTEES 3 A report of the Public Works Comrnittee re: various matters was submitted and read as follows: "Your 'Committee on Public Works to whom:was referred various matters begs to ~eport as follows: 1. In the matter of requested street vacations for a portion of Pine ?tr~et (~ixteenth Avenue E~st) and a portion of: 28th Avenue East, your committee r~com- mends that the requ~st be not favorably acted upon by the Common Council. It is the opinion of the Committee that neither vacation would ?erve the pUblic interest:, and that no action should be taken in view of future stree't and/or sewer improve- : ments for the areas in question. . . . . 2. Your committee recommends that the sum of $32.15 representing 50% of the assessment against Raymond E. and Leta M: Huffman for sidewalk improvements on the East side of Filmore Street between West Broadway and 11th Avenue be refunded to the proper'ti owner, such refund to be" made from contingency funds. Your committee has examined Council Bills No. 294 and 293 pertaining to amendments to the City Plumbing Code and" the licensing of persons engaged in con- s~ruction or reconstruction of sewers and recommends that both Council Bills as amended be given favorable action by the"Council. " . . I 4. Your committee recommends that the matter of reserved parking,zones in residential areas' be held in the committee for further consideration." . In the matter of a request filed by business firms for installation of parking meters on West 8th Avenue between Olive and Charnelton Str~ets, we,recom-: mend that the request be granted and the"necessary meters be purchased and installed. .0 ...:'r 1 2. Your committee further recommends that designated lo~ding zones in the business districts be metered,- such zones to be limited to cOIDlllercial vehicle loading and unloading until 12 noon on w~ek days, and to be 9pen'for general public use as a metered parking space after 12 noon. Your committee has examined recent reports of traffic accidents ,and arrests for violations and recommends that the Municipal Court be requested. by. the :: Council to favorably consider a proposal" that the minimum bail for violation of .' stop signs and/or signals be increased t~ $lO.nO for each such violatiop. 4. Your committee has been advised' that private firms are now offering armored car and motorcycle escort service in the City of Eugene, and we therefore recommend that such services, except in cases of emergency, be no longer furnished: bt the Eugen~ Police Departm~nt.' . ~ I 5. It is recommended by your Commi~tee that prohibition of right hand turns fC)r vehicular traffic during. peak traffi9 hours be fhstituted at downtown street intersections where deemed necessary to ~xpedite the movement of traffic in the business area."
