<br />THE PROBLEM OF RESTORING THE MILL RACE.

<br />ATTACHED HERETO IS A PRELIMINARY REPORT OF THE ENGINEER, TOUCHING UPON THE VARIOUS PRO-
<br />POSALS THAT HAVE BEEN ADVANCED FOR RETURNING THE FLOW QF WATER TO THE MILL RACE CHANNEL AND
<br />CONTAINING A PRELIMINARY RECOMMENDATION THAT THE WATER BE RE-INTRODUCED INTO THE MILL RACE
<br />BY PUMPING RATHER THAN TO ATTAMPT THE RESTORATION OF THE HEAD GATES AND THE RISK OF COSTLY
<br />FURTHER MAINTENANCE ON'THE UPPER MILL RACE WALL WHICH HAS BADLY DETERIORATED IN SEVERAL
<br />LOCATIONS.

<br />AT M~~REQUEST, MR. CUNNINGHAM HAS SUBMITTED A PROPOSAL TO FURNISH THE NECESSARY ENGINEERING
<br />SERVICES FOR DESIGNING THE RESTORATION PROJECT AND SUPERVISING CONSTRUCTION AND/OR INSTALLATION ,
<br />OF FACILITIES, THESE SERVICES TO BE RENDERED ON THE BASIS or ACTUAL PAYROLL COST PLUS 50% OF
<br />FEES TO COVER OVERHEAD. AS.AN ALTERNATE CHARGE THE ENGINEER WOuLD PERFORM THESE SERVICES FOR I
<br />7% OF'CONSTRUCTION COST, BUT UNDER THE CIRCUMSTANCES I FEEL THAT"THE FIRST PROPOSAL WOULD BE
<br />TO THE BEST INTEREST OF THE CITY.

<br />I AM INFORMED THAT THE MILL RACE ASSOCIATION GROUP HAS OBTAINED PLEDGES IN THE SUM OF
<br />$13,000 FOR MATCHING FUNDS, AND AT THE PRESENT TIME THE CITY TREASURER INFORMS ME THAT
<br />S2,215.00 HAS BEEN TURNED OVER TO HIS OFFICE AND SET UP IN A SPECIAL CONTINGENT FUND. IT IS
<br />MY OPINION THAT SOME DEFINITE STEP WITH REFERENCE TO THE COMPLETION OF DESIGN, PLANS AND SPECI-
<br />FICATIONS SHOULD BE TAKEN BY THE COUNCIL AS SOON AS POSSIBLE If WE'ARE TO BE IN A POSITION TO
<br />PROCEED WITH THIS WORK AT SUCH TIME AS THE PRESENT HIGHWAY PROJECT IS COMPLETED."
