SAID SURVE Y CONDUCTED ON Au GU S T 27 FOR A 12 HOUR PERIOD <br /> BETWEEN NOON AND MIDNIGHT, AND ON SEPTEMBER I FOR AN 8 HOUR PERIOD FROM 4:00 O'CLOCK P.M. TO <br /> 12:00 O'CLOCK MIDNIGHT. THE SURVEY INDICATED A 41.6% INCREASE OVER MA Y, 1947 FOR A .TO.T AL, Of' <br /> 880 VEHI CU:S AN HOUR OVE R A 12 HOUR PERIOD, WITH A HI STOR Y OF' 12 ACCIDENTS FOR 1947. THIS <br /> VOLUME INDICATES T HA T NOTHING LESS THAN TRAF'FIC LIGHT-MOTOR BE USED FOR CONTROL. <br /> OUR FIRST RECOMMENDATION WOULD BE THAT PEARL STREET BE OPENED TO 19TH FROM THE NORTH, I <br /> WHICH WOULD MOVE CONSIDERABLE TRAFFIC FROM THIS INTERSECTioN. AN YOTHER f YPE OF' CONTROL THAN <br /> THE TRAFFIC LIGHT-MOTOR AT THE INTERSECTION WOULD BE CONSIDERED TEMPORARY. OUR RECOMMENDATION <br /> FOR ANYTHING THAT W OU L D NOT INCUR ExPENSE WOULD BE TO PLACE A STOP SIGN ON THE SOUTH SIDE Of' <br /> 19TH ON WILLAMETTE TO STOP THE NORTHBOUND TRAFFIC FLOY/, ALLOVlING RIGHT HAND TURNS AT ALL TIMES <br /> WITHOUT STOPPING. ALSO TO ALLOW THE WESTBOUND TRAFFIC ON 19TH TURNING NORTH ON WILLAMETTE, TO - <br /> MOVE WITHOUT STOPPING. ALSO TO LINE THE INTERSECTION SO THAT SOUTHBOUND TRAF'FIC, TURNING <br /> EAST ON 19TH, WILL BE CONTROLLED.
