Rental Housinq Code Administrative Rules Posted <br />Over the past several months, City staff has been working on the implementation of the City Rental <br />Housing Code which goes into effect on July 1,2005. The Administrative Rule and the Administrative <br />Order for registration and appeal fees have been drafted and will be posted for public comment on May <br />2, 2005. The public comment period will be for 30 days. <br /> <br />The administrative rule supports the Rental Housing Code as adopted by specifying procedures for rental <br />property registration, filing complaints, investigation of complaints, and assessment of civil penalties <br />where applicable. The administrative order for fees proposes a $10 per unit annual fee to support the <br />housing code program and a $250 appeal fee, consistent with other zoning and building appeal fees. <br />The order also provides for a late fee if the registration fees are not paid in a timely manner. The <br />documents can be viewed on the city's website at www.ci.eugene.or, us anytime after May 2. The <br />group, ranging in age from 3 to 77, worked at <br />Stream Team's volunteer-run native plant nursery <br />at Alton Baker Park, as well as along the river. <br />Volunteers built four new garden beds from cedar <br />wood, did the back-breaking work of scalping <br />1,220 square feet of sod to make way for these <br />new beds, and installed seven beds in total. They <br />also planted several beds (see photo at right) and <br />transplanted seedlings. Down by the river, <br />another crew of volunteers removed blackberries <br />from around the new boat ramp and added chips <br />to the 1,300 trees and shrubs that were planted by <br />volunteers in the Whilamut Natural Area of Alton <br />Baker Park last February. <br /> <br />"Everyone appeared to be having a good time regardless of the non-stop rain" said Lorna Baldwin, <br />Stream Team Coordinator. "The hands-on involvement, which followed weeks of discussion about water <br />and the environment, came as a much needed and welcomed contribution to the new nursery." <br /> <br />Stream Team provides the opportunity for people of all ages to learn more about the city's waterways <br />and natural areas, do hands-on environmental work, and improve water quality and fish and wildlife <br />habitat in the city. LRAPA is the intergovernmental agency that strives to protect public <br />health, community well being, and the environment as a leader and advocate for the improvement and <br />maintenance of air quality in Lane County. <br /> <br />There are currently seven members on the board of directors. Due to the increase in population in the <br />city of Eugene, a new, citizen at-large representative has been added to the board of directors. Other <br />members of the board include elected officials from the City of Eugene, City of Springfield, Lane County, <br />City of Oakridge and several at-large citizen members.
