MOTION CARRIED. <br /> <br />21 <br /> <br />A COMMUNICATION FROM ALTA HASSELROOTH - RE: PROTE~TING WIDENING OF WILLAMETTE WAS SUBMITTED <br />AND READ AS FOLLOWS: <br /> <br />"I AM THE OWNER OF THE FIFTY FOOT FRONTAGE PROPERTY KNOWN AS THE WILLAMETTE STREET <br />MARKET, ACROSS FROM THE CITY HALL. <br /> <br />I WISH IN THE FIRST INSTANCE TO PROTEST AGAINST THE WIDENING OF WILLAMETTE STREET WIDER <br />THAN ITS CONNECTING STREETS. I CANNOT CONCEIVE ANY ADVANTAGE IN CREATING A BULGE IN THIS <br />STREET BETWEEN 11TH AND 19TH STREETS. <br /> <br />IN CASE THIS IS TO BE FORCED UPON US MY POSITION IS THIS:- <br /> <br />My BUILDING HOUSES THE WILLAMETTE STREET MARKET AND EIGHT LIVING QUARTERS FOR A TOTAL <br />RENTAL VALUE UNDER RENT CONTROL OF $490.00 A MONTH. <br /> <br />IN CASE THE WIDENING EXTENDS INTO THE BUILDING AS PROPOSED IT WOULD DESTROY THE <br />WILLAMETTE STREET MARKET AND THE APARTMENTS ABOVE. IN ADDITION TO THIS THERE WOULD BE <br />THE COST OF REMODELING THE ENTIRE BUILDING, THE VALUE OF THE GROUND TAKEN, AND THE LOSS OF <br />REVENUE DURING RESTORATION. <br /> <br />IN ADDITION TO THIS THERE WOULD BE THE SEPARATE SETTLEMENT WITH MR. WALSH FOR THE VALUE <br /> <br />OF HIS LEASE. <br /> <br />IN CASE IT WAS DEEMED NECESSARY AS THE MORE ECONOM1C WAY, THE BUILDING WOULD HAVE TO BE <br />MOVED BACK, THE CONCRETE FLOORS TAKEN UP AND REPLACED, A NEW BASEMENT COMPLETED, THE ADJUSTMENT <br />WITH THE TENANTS FOR THE TIME THAT THEY WOULD BE REQUIRED TO VACATE (INCLUDING THE WILLAMETTE <br />STREET MARKET), AND THE COST OF THE LAND TAKEN. <br /> <br />You WILL NOTE THAT IN CASE OF MOVING, WATER, LIGHT, SEWAGE AND GAS UTILITIES WOULD HAVE <br />TO BE REMOVED AND REINSTALLED SO THAT IT WOULD BE IMPOSSIBLE FOR ANY TENANTS TO REMAIN <br />DURING THE PERIOD OF TRANSITION. <br /> <br />BELIEVE THAT THE COSTS OF EITHER ALTERNATIVE WOULD BE VERY GREAT AND IT SEEMS TO ME <br />THAT THE GENERAL COST ON THE STREET WOULD BE PROHIBITIVE. IN CASE EITHER ALTERNATIVE WERE <br />FORCED UPON ME I WOULD EXPECT FULL COMPENSATION. <br /> <br />I AT ONE TIME SIGNED A PETITION FOR A SiX FOOT WIDENING OF THE TRAVEL PORTION OF THE <br />STREET, BUT HAVE SINCE WITHDRAWN MY NAME." <br /> <br />IT WAS MOVED BY HAWN, SECONDED BY DAVIS THAT THE COMMUNICATION BE RECEIVED AND PLACED ON FILE. <br />MOTION CARRIED. <br /> <br />A REPORT OF THE MILLRACE ASSOCIATION WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"THE MILLRACE ASSOCIATION OFrlCERS AND MILLRACE COMMITTEE MET SATURDAY APRIL 4, AND MADE <br />CERTAIN RECOMMENDATIONS AND CONCLUSIONS. SO I HEREBY GIVE THiS REPORT IN BEHALF OF THE ABOVE <br />GROUP. <br /> <br />WE FEEL THAT BESIDES THE MILLRACE ADDING CHARACTER AND DIGNITY TO EUGENE, IT HAS A GREAT <br />ECONOMIC VALUE TO THE PEOPLE OF THIS COMMUNITY. fEW PERSONS ARE AWARE OF THE FACT THAT THREE <br />STORM DRAINS EMPTY INTO THE MILLRACE, THESE TAKE CARE OF THE EXCESS WATER IN TIMES OF RAIN OR <br />FLOODS. IF THE MILLRACE WERE NOT HERE THESE STORM DRAINS WOULD HAVE TO BE EXTENDED TO THE <br />WILLAMETTE RIVER OR NEW ONES CONSTRUCTED. THE COST OF THiS OPERATION WOULD BE AS MUCH OR <br />MORE AS THAT REQUIRED TO REINSTATE THE RACE. <br /> <br />AT PRESENT WE HAVE A DEPLORABLE SITUATION WHERE THESE STORM DRAINS EMPTY IN THE OLO RACE <br />BED. WE FEEL THAT IF A SANITATION INSPECTOR WERE TO RUN A TEST ON THE CONTENT OF THESE POOLS-- <br />THE REPLACEMENT MILLRACE RESTORATION MIGHT BE DEEMED AN EMERGENCY MEASURE. <br /> <br />SINCE WE HAVE OBTAINED BETTER THAN EIGHTY PER-CENT or THE REQUIRED EASEMENTS, WE FEEL <br />THAT TO OBTAIN THAT LARGE A PERCENTAGE OF VOLUNTARY EASEMENTS FOR ANY PROJECT THIS LARGE IS <br />TO SAY THE LEAST VERY SUCCESSFUL. WE COME TO YOU ASKING THAT FIRST, THE COUNCIL GO ON RECORD <br />AS STATING OR ~PPROVING THE RESTORATION OF THE WATER IN THE RACE AS SOON AS THE MATCHING FUND <br />MONEY IS TURNED OVER, BY WHATEVER MEANS THE COUNCIL DEEMS BEST.
