THE COMMON COUNCIL OF THE CITY OF EUGENE WAS HELD ON MAY 23, 1949 AT <br />P.M. THE MEETING WAS CALLED TO ORDER BY HIS HONOR, MAYOR V. l. JOHNSON. COUNCILMEN PRESENT <br />DAV)S, CRUMBAKER, ALLEN, BOOTH, GODLOVE ANO SMITH. COUNCILMEN HAWN AND WELLS WERE ABSENT. <br /> <br />""'-J <br /> <br />THE MINUTES OF THE LAST MEETING, HELD MAY 9, 1949, WERE READ AND APPROVED. <br /> <br />I <br /> <br />REPORTS OF OFFICERS <br /> <br />A REPORT FROM THE CITY MANAGER - RE: STEEL BLEACHERS FOR THE BALL PARK AT 19TH AND LAWRENCE <br />STREETS WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />UTHE SOFTBALL ASSOCIATION OF THE CITY OF EUGENE WOULD LIKE PERMISSION OF THE CITY <br />COUNCIL TO PURCHASE STEEL BLEACHERS FOR THE BALL PARK AT 19TH AND LAWRENCE STREETS. <br /> <br />THE TOTAL COST OF THE BLEACHERS IS $5,300.00, AND REQUIRES A DOWN PAYMENT OF <br />$1,450.00, A PAYMENT OF $1,925.00 BY SEPTEMBER I, AND THAT THE BALANCE aE PAID ~Y THE <br />END OF THE 1950 SEASON. THERE WOULD BE NO MONEY INVOLVED BY THE CITY, BUT THE CON- <br />TRACTOR WOULD DO THE WORK THROUGH THE CITY FOR THE SOFTBALL ASSOCIATION.u <br /> <br />IT WAS MOVED BY. CRUMBAKER, SECONDED BY SMITH THAT THE REPORT OF THE CITY MANAGER BE RECEIVED <br />AND PLACED ON FILE AND THAT THE CITY MANAGER BE AUTHORIZED TO ENTER INTO AN AGREEMENT WITH THE <br />ASSOCIATION WHEREBY THE BLEACHERS WILL BE ACQUIRED AT NO COST TO THE CITY AND THAT THEY BECOME <br />THE PROPERTY OF TH~ CITY. MOTION CARRIED. <br /> <br />REPORTS OF BOARDS & COMMISSIONS <br /> <br />2 A REPORT OF THE BOARD OF ApPEALS - RE: VARIANCES OF ZONING ORDINANCE WAS SUBMITTED AND READ <br />AS FOLLOWS: <br /> <br />I <br /> <br />UA MEETI~G OF THE BO~RD OF ApPEALS WAS HELD IN THE CITY HALL ON MAY 20, 1949 TO CONSIDER <br />THE FOLLOWING REQUESTS FOR VARIANCES FROM THE ZONING ORDINANCE. <br /> <br />I. MR. ROY SWENSEN WHO OWNS PROPERTY AT 690 WEST BROADWAY MADE APPLICATION FOR PERMIT <br />TO CONSTRUCT ANOTHER DWELLING ON HIS LOT; THIS WAS DENIED UNLESS SAID DWELLING WAS A PART <br />OF THE EXISTI~G DWELLING IN ORDER TO COMPLY WITH THE DUPLEX ZONING. MR. SWENSEN PRESENTED <br />A PETITION WITH SIGNATURES OF FIVE ADJOINING PROPERTY OWNERS WHO VOICEO NO OBJECTION. <br /> <br />AFTER CAREFUL STUDY OF THE ADJOINING PROPERTIES, THE INVESTIGATION SHOWED SIMILAR <br />CONDITIONS TO EXIST AND THE BOARD AGREED TO GRANT THE REQUEST OF MR. SWENSEN. <br /> <br />2. <br />FRONT OF <br /> <br />REQU I RED <br /> <br />WOULD BE <br /> <br />MR. HOWARD STENSHOEL OF 1397 LINCOLN STREET WAS DENIED A PERMIT TO ENLARGE THE <br />HIS ,OUSE DUE TO THE PROPOSED WIDENING OF LINCOLN STREET. THE FRONT SET-BACK AS <br />WOUL) BE 22 FEET; MR. STENSHOEL'S RESIDENCE IS NOW 23 FEET. AFTER WIDENING THERE <br />A 12-FOOT SET-BACK ESTABLISHED. <br /> <br />SHOULD MR. STENSHOEL BE PERMITTED TO BUILD THE FOUR FOOT ADDITION HE REQUESTS, IT <br />WOULD BE NECESSARY FOR HIM TO EXTEND THREE FEET INTO THE PROPOSED SET-BACK AREA AND HE WOULD <br />HAVE A NINE FOOT SET-BACK FROM THE NEW ALIGNMENT. <br /> <br />THE BOARD OF ApPEALS DID NOT DEEM IT ADVISABLE TO SET A PRECEDENT WHICH MIGHT <br />RESULT IN OTHER PROPERTY OWNERS ASKING THE SAME PRIVILEGE, THEREFORE ADDING MORE COSTS TO <br />THE EVENTUAL WIDENING. THIS PROPERTY IS IN THE R-2 DUPLEX ZONE. REQUEST WAS DENIED.u <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY bODLOVE THAT PARAGRAPH ONE OF THE REPORT PERTAINING <br />TO PROPERTY OF MR. ROY SWENSEN BE ADOPTED. MOTION CARRIED. <br /> <br />I <br /> <br />IT WAS MOVED BY DAVIS, SECONDED BY ALLEN THAT THE MATTER CONTAINED IN PARAGRAPH TWO OF THE <br />REPORT PERTAINING TO MR. HOWARD STENSHOEL BE REFERRED TO THE PUBLIC WORKS COMMITTEE. MOTION <br />CARRIED. <br /> <br />PETITIONS AND COMMUNICATIONS <br /> <br />3 <br /> <br />THE FOLLOWING APPLICATION FOR ROOMING HOUSE GICENSE AS APPROVED BY THE POLICE, FIRE AND <br />HEALTH DEPARTMENTS WAS SUBMITTED AND READ. <br /> <br />I <br /> <br />MRS. S. F. OLDON, 731 IILLAMETTE STREET. <br /> <br />IT WAS MOVED 13Y DAVIS, SECONDED BY SMITH THAT THE APPLICATION AS APPROVED BY THE POLICE, FIRE <br />AND HEALTH DEPARTMENTS BE ENDORSED. MOTION CARRIED. <br /> <br />4 <br /> <br />THE FOLLOWING PETITION TO REZONE WAS SUBMITTED AND READ. <br /> <br />BERT M. & LIDA M.
