FURTHER STUDY THE POSSIBILITIES OF SOUTHERN PAClrlC PARTICIPA- <br /> TION IN THE PROPOSED FEARY STREET OVERPASS. THE OFFICIALS OF THE SOUTHERN PACIFIC HAVE <br /> I ADVISED THE STATE HIGHWAY DEPARTMENT THAT THEY WOULD RECOMMEND PARTICIPATION OF THE SOUTHERN <br /> PACIFIC UP TO 10% OF THE COST OF THE STRUCTURE ACTUALLY PERT~INING TO THE OVERPASS STRUCTURE <br /> PROVIDED HOWEVER, THAT THE CITY OF EUGENE WOULD CLOSE PEARL AND HIGH STREETS. <br /> MR. PAXTON STATED THAT IN HIS OPINION THE RE WERE THREE ALTERNATIVES FOR THE C I T Y TO <br /> CONSIDER. <br /> I. To PROCEED WITH THE PETITION PREVIOUSLY FILED UNDER DATE OF APRIL B, 1948 WHEREIN <br /> THE CITY REQUESTS THE SOUTHERN PACIFIC TO PROVIDE THE CITY WITH AN EASEMENT FOFl THE <br /> OVER-CROSSING STRUCTURE ITSELF. INCLUDING THE NECESSARY RIGHT-OF-WAY FOR THE EXTENSION <br /> OF THE STREET AND HIGHWAY ACROSS THE RAILROAD RIGHT-OF-WAY; TO PROVIDE BY SUPPLEMENTAL <br /> AGREEMENT. OR OTHER PROPER MEANS, AN EASEMENT RELATING TO THE ROAD AC.ROSS THE TRACKS OF <br /> THE SOUTHERN PACIFIC COMPANY LEADING INTO THE EUGENE WOOLEN MILL SO AS TO C H AN GE THE <br /> LOCATION THEREOF IN ACCO ROAN CE WITH PLANS ATTACHED MARKED EXHIBIT "A"; TO GRANT THE CITY <br /> RIGHT BY ME ANS OF AN ENCROACHMENT AGREEMENT B Y 'I H I C H T HE CITY WILL HAVE THE RIGHT TO <br /> ENCROACH UPON THE RIGHT-OF-WAY OF THE COMPANY FOR A WIDTH NOT IN EXCESS OF FIVE FEET <br /> RUNNING ALONG THE SOUTH SIDE OF THE RIGHT-OF-WAY FROM RAILROAD STATION 280/00 TO AN <br /> INTERSECTION WITH THE REVISED EASEMENT FOR THE ROAD INTO THE EUGENE WOOLEN MILL; TO <br /> REPLACE EXISTING RAILROAD TRESTLE OVER THE MILLRACE AT RAILROAD STATION 983/00 WITH <br /> EMBANKMENT. <br /> 2. To ENDEAVOR TO NEGOTIATE WIT H THE SOUTHERN PACIFIC FOR 10% ON THE FUNDS (APPROXIMATELY <br /> 840,000 TO #50.000) AND IN CONSIDERATION THEY WOULD PROCEED TO HAVE PEARL AND HIGH STREETS <br /> CLOSED AT THE PROPER TIME. IN THI S CONNECTION IT "AS BROUGHT OUT THAT IT MIGHT BE <br /> DESIRABLE TO HAVE AN AGREEMENT WITH THE SOUTHERN PACIFIC WHEREIN THE CITY COULD TAKE <br /> I ADVANTAGE OF THIS 10% I F AND WHEN THE CITY CLOSED PEARL AND HIGH WITHIN A FIVE YEAR <br /> PERIOD. <br /> 3. To PETITION THE PUBLIC UTILITIES COMMISSION TO REQUEST THE 10% PARTICIPATION BY <br /> THE SOUTHERN PACIFIC WITHOUT CLOSING PEARL AND HIGH. JUSTIFICATION FROM WHICH WOULD <br /> COME FROM THE DIVERSION OF PRESENT TRAFFIC OVER THESE STREETS TO THE NEW OVERPASS <br /> DIVERTfNG THEREBY 6,473 OF THE PRESENT 9,780 CA RS PER DAY FROM PEARL TO HIGH TO THE <br /> NEW OVERPASS (TRAFF I C COUNTS AS SHOWN IN THE OREGON STATE HIGHWAY DEPARTMENT TRAFFIC <br /> COUNT OF JUNE 22, 1949.) <br /> IT SEEMED TO BE AGREED BY THOSE PRESENT AT THE MEETING THAT THE PRESENT PE TIT I ON (SET <br /> FOR SEPTEMBER 19. 1949) TO THE PUBLIC UTILITIES COMMISSION BE CONTINUED WITH FURTHER ENDEAVORS <br /> TO DEAL WI TH THE SOUTHERN PACIFIC WHEREIN AN A4REEMENT MIGHT BE EFFECTED TO CLOSE PEARL AND <br /> HIGH Af WHICH TIME THE SOUTHERN PACIFIC WOULD PAY THE A B OV E MENTIONED 10%OF THESE CO S T S IF' <br /> SUCH ACTION WERE TAKEN WITHIN A PERIOD OF FIVE YE A RS . IT WAS AGREED THAT A HEARING OF THE <br /> PEOPLE EFFECTED IN THE DISTRICT NORTH OF THE SOUTHERN PACIFIC TRACK BE HELD BY THE C I T Y OF <br /> EUGENE IN AN ENDEAVOR TO ASCERTAIN THEIR OPINIONS OF CLOSING PEARL AND HIGH. MR~ PAXTON <br /> BROUGHT OUT THAT RIGHT-HAND MOVEMENT AT THE END OF THE OVERPASS COULD BE CONSTRUCTED WHICH <br /> WOULD TURN THE TRAFFIC UNDERNEATH THE OVER-PASS ON 4TH STREET AFFORDING ACCESS TO THE ENT IRE <br /> AREA WHICH WOULD BE EFFECTED BY THE CLOSING OF PEARL AND HIGH AND THAT COSTS OF THIS SHOULD <br /> NOT BE TOO HIGH. ADVANTAGES AND DISADVANTAGES OF CLOSING PEARL AND HIGH WERE DISCUSSED WITH <br /> THIS NEW ACCESS ROAD IN MIND WHICH WOULD ELIMINATE ALL TRAFFIC IN THAT AREA FROM RAILROAD <br /> CROSSINGS ENTIRELY. SUCH A PROGRAM WOULD HAVE BEN~FICIAL EFFECTS TO CITY TRArFIC AS WELL <br /> AS THAT OF- THE SOUTHERN PACIFIC. <br /> I THE MEETING WAS ADJOURNED AT 2:00 O'CLOCK P.M. <br /> A ROUGH PRELIMINARY ESTIMATE WAS RECEIVED BY TELEPHONE AUGUST 8, 1949 FROM MR. PAXTONS <br /> OFFICE FOR CONSTRUCTION OF THIS UNDERPASS ROAD FROM THE SOUTH END OF THE FERRY STREET BRIDGE <br /> IN A CLOVERLEAF MOVEMENT AROUND AND UNDER THE OVERPASS TO CONNECT WITH FOURTH WHICH IS AS <br /> FOLLOWS: <br /> ESTIMATE - UNDERPASS - 15 · CLEARANCE <br /> I 42' PAVING (55' RADIUS MINIMUM) 8 32,600.00 <br /> GRADING 11,000.00 <br /> FILL AND RIP-RAPPING 3,600.00 <br /> 200 - 30" PIPE 2,200.00 <br /> 49,400.00 <br /> R.O.W. ESTIMATE 40,600.00 <br /> 8 90,000.00 <br /> IT WAS ALSO MENTIONED THAT THIS UNDER-PASS WOULD BE SUBJECT TO FLOODS IN EXTREME HIGH <br /> WATER TO GE T THE DESIRED 15' CLEARANCE. ASSURANCE OF ARMY ENGINEERS, HOWEVER, IS THAT WITH <br /> THE COMPLETION OF THE MERIDIAN THIS FLOOD HAZARD WILL BE RELIEVED. " <br /> ..J <br />
