HEALTH AND RECREATION COMMITTEE WAS HELD ON fRIDAY, OCTOBER 14, <br />1949 IN THE OSBURN HOTEL WITH THE FOLLOWING PRESENT: COU~CILMEN ~LLEN, DAVIS, BOOTH; CITY <br />MANAGER, KING; PARKS SUPERINTENDENT MATSLER; RECREATION DIRECTOR, COFFEL; CITY RECORDER, <br />BEISTEL; DR. HELTERLINE AND ELLIS RACKLIFF. <br /> <br />THIS MEETING WA~'DIV~DED INTO TWO SECTIONS, THE FIAST BEING RECREATION. <br /> <br />A. A DEFICIT OF APPROxIMATELY $1,200.00 FROM THE. SOFTBAL( lEAGUE WAS PRESENTED BY <br />SUPERINTENDENT OF PARKS MTASLER FOR A RECOMMENDATION AS TO WHAT PARTICIPATION IF ANY THE <br />CITY SHOULD ENTER INTO RELATIVE TO THE SOFTBALL PROGRAM. IT WAS BROUGHT OUT THAT THE CITY <br />FURNI~HED ~HE FACILITIES INCLUDING THE FIELD AND LIGHTS, AND ITS MAINTENANCE. AND ~HAT UNDER <br />THE PRESENT BUDGET THERE WERE NO FURTHER FUNDS TO PAY THIS DEFICIT FROM THE PAST YEARS <br />OPERATIONS. IT WAS AGREED THAT THE CITy'WOULD BE HAPPY TO COOPERAT.E IN A PROGRAM SPONSORING 1--- <br />SOME ACTIVITY IN AN ENDEAVOR TO RAISE FUNDS WITH WHICH TO PAY THIS DEFICIT AND THAT THE <br />CITY'S POLICY SHOULD BE MAINTAINED RELATIVE TO THE FURNISHING OF THE FACILITIES AS MENTIONED <br />ABOVE BY NOT PARTICIPATING IN THE OPERATIONAL EXPENSES OR DEFICITs AS OU~LINED ABOVE. <br /> <br />B. PROGRESS OF THE PROPOSED CHANGE OF THE SOFTBALL PLAYING FIELD FROM THE 19TH AND <br />LAWRENCE AREA TO THE SOUTH WILLAMETTE AREA WAS PRESENTED WITH MAPS SHOWING THE PROPOSED <br />DEVELOPMENT OF THE ENTIRE AREA. THERE WAS NO ACTION BY THE COMMITTEE EXCEPT THE CON-' <br />CURRENCE THAT PLANS TO MOVE MUST PROCEED SO THAT THE,SE FACILITIES WILL BE AVAILABLE NEXT <br />SPRING. <br /> <br />C. A BRIEF RESUME WAS SUBMITTED BY THE PARKS AND RECREATION DEPARTMENT TO THE HEALTH <br />AND RECREATION COMMITTEE COVERING THE PAST QUARTER'S ACTIVITIES, INCLUDING THE SUMMER. <br />RECREATIONAL PROGRAM, OPERATION OF THE MUNICIPAL SWIMMING POOL>> AND A RESUME OF THE FALL <br />AND WINTER PROGRAM. <br /> <br />D. THE SECOND SECTION WAS THAT PERTAINING TO MILK AND MEAT INSPECTIONS AND DR. HELTER- <br />. , <br />LINE ~XPLAINED THE SHORTAGE OF MILK IN THIS VICINITY AND THE ARRANGEMENTS MADE WITH THE. <br />EUGE~E CREA~E~Y ASSOCIATION WHEREIN 1000 TO 1500 GALLONS OF GRADE A SKiM MILK WOULD BE <br />BROUGHT IN FROM ASTORIA EVERY OTHER DAY AND THAT THE INSPECTION EXPENSE OF THIS MILK <br />FROM ASTORIA WOULD BE BPRNE BY THE EUGENE CREAMERY ASSOCIATION UP TO 3200 PER MONTH <br />WHICH WAS STATED WOULD COVER TH~ ADDITIONAL EXPENSE INCURRED. THIS $200 FROM THE EUGENE <br />CREAMERY ASSOCIATION WOULD BE PAID DIRECTLY TO THE CITY OF EUGENE. IT WAS RECOMMENDED BY <br />THE COMMITTEE THAT THIS ARRANGEMENT BE -APPROVED BY THE CITY COUNCIL. <br /> <br />E. THE CITY ~F SPRINGFIELD IS DESIROUS OF OBTAINING MEAT AND MILK INSPECTION THROUGH <br />THE CIT~ ~F EUGENE MEAT AN~ MI~K ~NSPECTION DEPARTMENT AND HAVE AGREED TO PAY &1,200.00 <br />PER YEAR FOR THIS SERVICE. IT WAS BROUGHT OUT THAT IN THE INSPECTION OF OUR OWN MILK 1 <br />SUPPLY wi ARE ALREADY INSPECTING THAT OF THE CITY OF SPRINGFIELD AND THAT THE ADDITIONAL <br />WORK INCURRED rN INSPECTING THE MEAT FOR THE CITY OF SPRINGFIELD WOUtD BE AN AVERAGE OF . . <br />ONLY TWO OR THREE TRIPS A WEEK AND THAT THE &100.00 PER MONTH WOULD ADEQUATELY COVER THIS <br />EXPENSE... DISCUSSION TOOK PLACE INTO THE PREVIOUS INVESTIGATION OF SUCH AN ARRANGEMENT <br />WHEREIN IT WAS BROUGHT OUT THAT A FAIR PROPORTIONATE AMOUNT WHICH SPRINGFIELD SHOULD PAV <br />UPON A PO'PULAT.ION BASIS WOULD BE APPROXIMATELY $3.000 PER VEAR, BUT THAT INASMUCH AS OUR <br />DEPARTMENT WOULD INCUR VERY LITTLE ADDITIONAL EXPENSE IN THESE ADDITIONAL INSPECTIDNS AT <br />THIS TIUE THAT IT BE RECOMMENDED THAT WE ACCEPT THIS PROPOSAL OF &100 PER MONTH FOR A <br />TRIAL PERIOD OF THE REMAINDER OF THIS F'IS'CAL YEAR ENDING JUNE 30, 1950 AND rHAT THE MONEY <br />BE PAI6 DIRECTLY TO THE CITY OF EUGENE~ <br />t. COUNCIL BILL NO. 663 PERTAINING TO THE CLASSIFICATION OF MEAT MARKETS AND THE PREPA- <br />RATION OF MEATS WHICH WAS REFERRED TO THE HEALTH COMMITTEE AT THE LAST COUNCIL MEETING WAS <br />'ANALYZED BY DR. HELTERLINE WHO EXPLAINED THAT THIS ORDINANCE COVERS MEAT MARKETS WITHIN <br />THE CITY AND THE INSPECTION OF ALL MEAT WHICH COMES INTO THE CITV. CARCASSES FOR LOCAL <br />INSPECTION NOT COMING THROUGH RECOGNIZED SLAUGHTER HOUSES WILL BE INSPECTED INCLUDING <br />VEAL, ~HEEP, HOGS AND GOATS, AND ALL OTHER CARCASSES MUST COME THROUGH STATE INSPECTED <br />SLAUGHTER HOUSES WHERE STATE OR fEDERAL INSPECJION IS MAINTAINED. THIS REVISED ORDINANCE <br />; I , . ' <br />WOULD BRING OUR MEAT INSPECTION SERVICES UP TO DATE AND IT WAS RECOMMENDED BY THE COMMITTEE <br />THAT THE COUNCIL ADOPT IT AT ITS REGULAR MEETING OCTOBER 24, 1949. IT WAS ALSO BROUGHT <br />OUT THAT SPRINGFIELD HAD AGREED TO ADOPT THE SAME ORDINANCE SO THAT THE TWO CITIES MIGHT <br />HAVE COMPARABLE MILK AND MEAT INSPECTION SERVICES. <br /> <br />THE DATE OF TUESDAY, OCTOBER 18, AT 6:30 P.M. AT THE EUGENE HOTEL WAS SET FOR A <br />MEETING OF THE COMBINED CITIES OF EUGENE. SPRINGFIELD AND ALL ADJACENT WATER! DISTRICTS AND <br />COUNTY AND CITY HEALTH DEPARTMENTS FOR A DISCUSSION ON THE FEASIBILITY OF A METROPOLITAN <br />SEWAGE DISTRICT.- 1 <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY DAVIS THAT THE REPORT BE ADOPTED.
