THE TWO MAIN <br /> DEVELOPMENTS IN THIS MASTER PLAN CONSTITUTED THE lENGHENING OF THE NORTH-SOUTH RUNWAY I <br /> FOR HEAVY AIRCRAFT OPERATION AND THE DEVELOPMENT OF THE A OM I N 1ST RAT I V E AREA, PROVIDED <br /> SPACE FOR FIXED BASE OPERATORS, FIRE STATION, PRIVATE PLANES, COMMERCI Al A I RLI NES AND <br /> MILITARY TRAINING AND AN ADMINISTRATION BUilDING WHICH WOULD' PROVIDE FACILITIES FOR <br /> COMMERCIAL AIRLINES, C.A.A., WEATHER BUREAU, AIRPORT ADMINISTRATION, RESTAURANT, ETC. <br /> IT WAS EXPLAINED BY MR. DONALD HARPER, DISTRICT AIRPORT ENGINEER THAT THE PRESENT <br /> PLAN OF FEDERAL AID FINANCING WHICH AFFORDED 55.9% OF FEDERAL FUNDS FOR IMPROVEMENTS, <br /> 75% FOR HIGH INTENSITY LIGHTING AND 25% IN THE ACQUISITION OF GROUND WOULD EXPIRE JUNE 30, <br /> 1953 AND THAT IF THE CITY OF EUGENE. WISHED TO TAKE ADVANTAGE OF THIS PROGRAM, A DEFINITE <br /> FINANCING ARRANGEMENT SHOULD BE CONTRACTED FOR SO THAT FEDERAL FUNDS CAN BE ALLOCATED FOR <br /> AND CONTRACTED FOR PRIOR TO JUNE 30, 1952. <br /> . . <br /> It WAS RECOMMENDED BY THE AIRPORT COMMITTEE THAT THE C I T Y INVESTIGATE THE COST OF <br /> THE AC,QU I S'I T I ON OF THE ADDITIONAL LAND NEEOED FOR THE EXTENSION OF THE NORTH-WOUTH RUNWAY <br /> . TO THE SUGGESTED 7200 FEET. <br /> THE USE OF THE MAHLON SWEET AIRPORT FOR SMALL AIRCRAFT WAS DISCUSSED AND THE DANGERS <br /> OF COMBINED FACILITIES OF SMALL AND LA R GE AIRCRAFT OPERATING FROM THE SAME AIRPORT AND <br /> THAT SUCH OPERATIONS MIGHT NECESSITATE THE EXPENSE OF" A CONTROL TOWER WHICH OPERATIONS <br /> ARE VERY EXPENSIVE BOTH FOR THE CONSTRUCTION AND OPERATION AND THAT I T WOULD PRO BABl Y <br /> BE MORE ECONOMICAL TO CONTINUE TO MAINTAIN THE EUGENE AIRPARK TO HANDLE THE SMALL AIR- <br /> CRAFT RATHER THAN TO ATTEMPT TO COMBINE THEM ALL ON ONE LARGE A I RP 0 RT. <br /> . <br /> 2. DONALD HARPER THAT THE PRESENT ALLOCATION .OR THE Eu GENE <br /> AIRPARK'FOR THE IMPROVEMENT OF THE RUNVlA Y AND DRAINAGE FACILITIES WOULD EXPIRE BY JANUARY I <br /> 23, 1950 IF NOT CONTRACTED PRIOR TO THAT TIME. THIS TOTAL PROJECT AMOUNTING TO APPROXI- <br /> MATELY $24,000 OF WHICH THE CITY WOULD PAY $11,000 AN'D THE FEDERAL GOVERNMENT 813,000.00. <br /> UPON PREVIOUS RECOMMENDATION OF THE AIRPORT COMM I TYEE THIS PROJECT HAD BEEN DELAYED UNTIL <br /> AN OVER-ALL PROGRAM COULD BE OUTLINED AND THE EXPENDITURES COORDINATED IN A MASTER PLAN <br /> INCLUDING BOT H THE MAHLON SWEET AIRPORT AND THE EUGENE AIRPARK. IT WAS FELT BY THE <br /> COMMITTEE THAT THIS MONEY SHOULD BE ExPENDED ON THE MAHLON SWEET AIRPORT IN AN ENDEAVOR <br /> TO KEEP UP WITH CURRENT COMMERCIAL NEEDS RATHER THAN SPENDING ANY MORE MONE Y ON THE EUGENE <br /> AIRPARK AT THIS TIME; <br /> MR. HARPER AN D MR. KAGY BOTH SPOKE ON, THE VALUE OF RETAINING THE EUGENE AIRPARK AND <br /> THE ADVANTAGES OF K E E PIN G THE SMALLER AIRCRAFT OPERATIONS SEPARATED FROM THE COMMERCIAL <br /> AIRLINES AND ALSO STATING THAT NOISELESS AIRCRAFT WAS BEl NG DEVELOPED WHICH WOULD NOT BE <br /> SO UNDESIRABLE WI THIN THE CITY LIMITS. <br /> FUTURE PLANNING rOR AN AIRPARK NORTH OF THE RIVER WAS DISCUSSED AND THE RELATED <br /> FLOOD AREAS AND FLIGHT ANGLES.' IT SEEMED"THAT THI S PtAN HAD A GREAT DEAL OF MERITS <br /> AND THAT POSSIBLY THE PLAN C OU L 0 BE DEVELOPED IN THE FUTURE IN CONNECTION WITH THE <br /> DEVELOPMENT OF THAT AREA NORTH DF THE RIVER, AND WOULD BE ABLE TO SERVE BOTH EUGENE AND <br /> SPRINGFIELD. HOWEVER, I TWAS RECOMMENDED THAT PRESENT AVAILABLE CAPITAL OUTLAY FUNDS BE <br /> CONCENTRATED FOR THE DEVELOPMENT OF MAHLON SWEET AIRPORT UNTIL MORE DEFINITE PLANS CAN <br /> , BE FORMULATED CONCERNING THE EUGENE AIRPARK AND THE POSSIBILITY OF A NEW AIRPARK NORTH <br /> OF THE RIVER.
