<br />MEETING OF THE COMMON COUNCIL WAS HELD IN THE COUNCIL CHAMBERS OF THE CITY
<br />WITH THE FOLLOWING COUNCILMEN PRESENT: HAWN, CRUMBAKER, DAVIS, WELLS, BOOTH,
<br />COUNCILMAN GODLOVE WAS ABSENT.

<br />IN CALLING THE MEETING TO ORDER, MAYOR JOHNSON EXPLAINED THAT THIS HEARING WAS SET FOR
<br />TONIGHT AS A RESULT OF PETITIONS FILED WITH THE CITY RECORDER REGARDING THE ANNEXATION OF
<br />PROPERTY IMMEDIATELY TO THE WEST OF THE CITY LIMITS.

<br />P~TITIONS OPPOSING THIS ANNEXATION WERE PRESENTED, CONTAINING 148 NAMES. THE PETITIONS
<br />PREVIOUSLY RECEIVED IN FAVOR OF ANNEXATION, BEARING 144 NAMES WERE REFERRED TO THE PUBLIC WORKS
<br />COMMITTEE TO CHECK AND REPORT BACK TO THE COUNCIL. THE REPORT OF THE PUBLIC WORKS COMMITTEE
<br />WAS SUBMITTED AND READ AS FOLLOWS:

<br />WERE MAYOR JOHNSON; (CHAIRMAN COUNCILMAN CRUMBAKER)i COUNCILMEN WELLS, BOOTH AND SMITHi
<br />CITY MANAGER, CITY ATTORNEY AND CITY RECORDER, TO STUDY AND CONSIDER PETITIONS RECEIVED
<br />REQUESTING ANNEXATION OF THE AREA LYING TO THE WEST OF EUGENE.

<br />THE COMMITTEE REVIEWED THE PETITIONS REQUESTING THE ANNEXATION AND INVESTIGATED THE
<br />AREA INVOLVED BY DRIVING OVER THE ENTIRE DISTRICT. AFTER THOROUGH DISCUSSION OF THE
<br />RELATIVE MERITS OF SUCH AN ANNEXATION, BOTH TO THE TERRITORY INVOLVED AND TO THE CITY OF
<br />EUGENE, IT WAS DECIDED TO SET A COUNCIL MEETING AT THE CITY COUNCIL CHAMBERS FOR 7:00
<br />P.M. TUESDAY, FEBRUARY 21, 1950, FOR A HEARING OF ALL INTERESTED PARTIES IN CONNECTION
<br />WITH THIS ANNEXATION."

<br />IT WAS MOVED BY CRUMBAKER, SECONDED BY HAWN THAT THE REPORT OF THE PUBLIC WORKS COMMITTEE
<br />BE ADO PTED. MOT ION CAR R I EO.

<br />MAYOR JOHNSON STATED THAT THE COUNCIL WAS INTERESTED IN HEARING FROM THE PEOPLE IN THE
<br />ANNEXED AREA BOTH FOR AND AGAINST ANNEXATION.
<br />
<br />MR. A. W. SORG OF 2209 ROOSEVELT STATED HE HAD SECU8ED 135 SIGNERS TO PETITIONS FOR
<br />ANNEXATION OF THIS PROPERTY, THAT THESE SIGNERS WERE TAX PAYERS AND LEGAL VOTERS. HE HAD BEEN
<br />ADVISED BY THE PLANNING COMMISSION THAT THERE WERE 138 HOUSE NUMBERS IN PROPERTY INVOLVED.

<br />IN ADDITION TO THE PETITIONS FOR AND AGAINST THIS ANNEXATION, THE COUNCIL WAS PRESENTED
<br />WITH 13 LETTERS FROM FIRMS LOCATED IN THE SENECA DISTRICT IN OPPOSITION TO THE ANNEXATION.

<br />GEORGE TODD TOLD THE COUNCIL HE DID NOT LIVE WITHIN THE AREA IN QUESTION, BUT HE DID WORK
<br />WITH ONE OF THE PETITIONS. HE SAID THERE WAS A SECTION OUT ON WEST 11TH THAT IS STARTING TO
<br />BE A SLUM AREA. A FEW YEARS ~GO THE WEST 11TH COMMUNITY WAS A PART OF THE BAILEY HILL SCHOOL
<br />DISTRICT OF WHICH MR. TODD WAS A MEMBER. HE STATED THEY WERE PROUD OF THEIR SCHOOL, WERE NOT
<br />IN DEBT AND HAD A SMALL BU~LDING FUND. SUDDENLY A GROUP OF INDIVIDUALS MOVED INTO THE AREA,
<br />LOOKING FOR A PLACE TO LIVE CHEAPLY AND FOR LAND TO BUY CHEAPLY. THE ONLY ANSWER WAS TO GO
<br />TO SCHOOL DISTRICT NO.4 AND ACCEPT THE AREA TO SOLVE THE PROBLEM AS FAR AS SCHOOL WAS
<br />CONCERNED. HE TERMED THE PEOPLE IN THAT AREA'AS "STEPCHILDREN" OF THE CITY OF EUGENE, THAT
<br />AREA AS A PART OF THE FAMILY OF THE CITY OF EUGENE, AND A RESPONSIBILITY OF THE CITY OF EUGENE.
<br />HE STATED HE HOPED THE GREAT WHITE FATHER IN WASHINGTON WOULD RELIEVE THE AMAZON SITUATION, BUT
<br />IF HE DIDN'T, IT CERTAINLY WAS THE PROBLEM OF THE CITV OF" EUGENE. THESE PEOPLE ARE LIVING
<br />WITHOUT SEWERS, WITHOUT WATER, AND WI THOUT BEING ABLE TO GET THESE FACILITIES IMMEDIATELY OR
<br />IN THE LONG FUTURE. HE THEN DESCRIBED THE INDUSTRIAL AREA, THE "CHILD BEAUTIFUL" AS JUST AS
<br />MUCH A PART OF THE CITY OF EUGENE AS WEST 11TH. THE PEOPLE OF EUGENE HAVE MADE THAT AREA
<br />DEVELOP, THE RAILROAD HAS DEVELOPED, THE MILLS HAVE DEVELOPED, BECAUSE OF THE CITY BEING HERE.
<br />SO THERE ARE TWO CHILDREN THAT ARE A PART OF EUGENE AND SHOULD BECOME UNDER THE FOLD OF THE
<br />CITY OF EUGENE, UNDER ITS PROTECTION AND THE ~ITY SHOULD ALSO HAVE THE RIGHT TO TAKE THAT
<br />CHILD AND HELP DEFRAY THE EXPENSES OF THAT SECTION.

<br />MR. SORENSON, 233 BETHEL DRIVE SAID HE HAS LIVED AT THAT ADDRESS FOR 22 YEARS, AND
<br />DEFINITELY WAS AGA NST ANNEXATION INTO THE CITY. HE SAID THE REASON MOST PEOPLE LIVED IN THAT
<br />DISTRICT WAS BECAUSE THEY WANTED TO LIVE OUTSIDE THE CITY. THEY HAVE PROVIDED THEIR OWN FIRE
<br />PROTECTION AND WATER AND ARE GETTING ALONG VERY NICELY. HE STATED THERE WERE NO PLANS F"OR THE
<br />PRESENT OF FORMING THEIR OWN COMMUNITY. HE IS A COMMISSIONER OF THE BOARD AND A MEMBER OF THE
<br />LANE COUNTY PLANNING ~OMMISSION. HE ASKED THE COUNCIL IN ALL FAIRNESS TO REJECT THESE
<br />PETITIONS FOR ANNEXATION.

<br />A QUESTION WAS ASKED WHY EUGENE WOULD LIKE TO ANNEX ALL THESE ROUGH ENDS WHEN BETHEL CAN
<br />PAY THEIR OWN WAY, HAVE THEIR OWN SCHOOLS AND EVERYONE IS SATISFIED IN BETHEL, WHAT SHOULD
<br />EUGENE WANT WITH US? MAYOR JOHNSON ADVISED THAT THIS HEARING WAS CALLED TO FIND OUT WHETHER
<br />THE COUNCIL SHOULD GO AHEAD AND SET AN ELECTION DATE.
