FRANK KINNEY REQUESTED PERMISSION TO CONNECT TO THE CITY SEWERS IN THE SOUTH <br />AMAZON AREA. HE STATED THAT HE PLANNED TO INSTALL SANITARY SEWERS IN THAT AREA FROM THE <br />CITY LIMITS ON SOUTH 30TH AVENUE ALONG THE AMAZON AREA AS FAR SOUTH AS DILLARD ROAD AND <br />THAT HE DESIRED TO CONNECT THESE SANITARY SEWERS TO THE TRUNK LINE SEWER OF THE CITY OF <br />EUGENE RUNNING ADJACENT TO THIS AREA. HE REQUESTED PERMISSION TO CONNECT ON TO THE CITY <br />SEWERS AND STATED THAT HE WOULD BE WILLING TO PAY A FAIR SEWER CHARGE, EITHER METERED OR <br />FLAT RATE FOR EACH HOUSE CONNECTION. THE COMMITTEE FELT THAT IT WOULD BE DIFFICULT TO SET <br />UP ADEQUATE SEWER CHARGES FOR SEWERS OUTSIDE THE CITY LIMITS AND SUGGESTED THAT IF SEWERS <br />ARE INSTALLED IN THIS AREA AS FAR SOUTH AS DILLARD ROAO THAT MORE CONSIDERATION MIGHT BE <br />GIVEN AS TO ANNEXATION OF THIS AREA." <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY HAWN THAT THE REPORT BE ADOPTED. REID, 390 W. 19TH AVENUE; JACK EDWARDS, <br />1992 WASHINGTON. <br /> <br />THE MEETING WAS CALLED TO ORDER BY MR. W. RILEY MATSLER WHO INTRODUCED MR. QREN L. KING. <br />MR. KING DISCUSSED THE PAST HISTORY OF SOFTBALL AND THE EFFORTS OF THE CITY COUNCIL TO <br />SOLVE OUR PROBLEM. HE STATED THAT AFTER THE JOINT MEETING HELD LAST FALL WITH THE RESIDENTS <br />OF THE WASHINGTON PARK AREA, THE HEALTH AND RECREATION COMMITTEE OF THE CITY COUNCIL, THE <br />BOARD OF DIRECTORS OF THE EUGENE RECREATION COMMISSION AND OTHERS, IT WAS DECIDED THAT <br />NIGHT SOFTBALL WOULD NO LONGER BE PLAYED AT WASHINGTON PARK AND THE LIGHTS AND FENCE WOULD <br />BE REMOVED. <br /> <br />THE BUREAU OF PARKS AND PUBLIC RECREATION PRESENTED PLANS AT THIS MEETING RECOMMENDING <br />THE DEVELOPMENT OF THE AREA SOUTH OF THE PROPOSED EUGENE HIGH SCHOOL FOR USE FOR NIGHT <br />SOFTBALL. MR. KING SJATED THAT DUE TO THE ENORMOUS COSTS INVOLVED AND LACK OF TIME, IT <br />WAS NOT POSSIBLE TO DEVELOP THIS FIELD FOR PLAY DURING THE SUMMER OF 1950 AND THAT W. <br />RILEY MATSLER, SUPERINTENDENT OF PARKS, HAD ASKED SCHOOL DISTRICT #4 TO USE THE CIVIC <br />STADIUM FOR THE SUMMER OF 1950, WHICH REQUEST THE SCHOOL DISTRICT GRANTED. THESE PLANS <br />AND ARRANGEMENTS WERE DISCUSSED BY THE HEALTH AND RECREATION COMMITTEE OF THE CITY COUNCIL <br />AND WERE RECOMMENDED BY THE COMMITTEE FOR COUNCIL ADOPTION. <br /> <br />AT THE FEBRUARY 27TH MEETING OF THE CITY COUNCIL, THESE RECOMMENDATIONS WERE UP FOR <br />COUNCIL APPROVAL. AT THIS COUNCIL MEETING THE RESIDENTS OF THE SOUTH WILLAMETTE AREA <br />PROTESTED THE USE OF THE CIVIC STADIUM FOR SOFTBALL. As A COUNTER PROPOSAL, MEMBERS OF <br />THE EUGENE SOFTBALL ASSOCIATION SUGGESTED THAT SOFTBALL BE PLAYED AT BOTH THE CIVIC <br />STADI~M AND WASHINGTON PARK THEREBY CUTTING DOWN THE NUMBER OF GAMES AT EACH PARK AND THE <br />LATE HOUR PLAY OR USE OF LIGHTS. IT WAS POINTED OUT BY MR. KING THAT THIS PROPOSAL WAS <br />ADOPTED BY THE COUNCIL WITH THE FEELING, FOR THE PRESENT, THAT THIS WAS A JUST AND FAIR <br />DECISION AND AN ATTEMPT TO ELIMINATE LATE GAMES IN EITHER AREA. <br /> <br />RESIDENTS OF THE AREA BROUGHT OUT THE FOLLOWING OBJECTION TO THE USE OF WASHINGTON <br />PARK AS FOLLOWS: <br /> <br />I. PARKING OF CARS IN DRIVEWAYS, PARKING AND 80TH SIDES OF THE STREET MADE IT <br />DIFFICULT FOR RESIDENTS TO FIND PARKING OR TO GET INTO DRIVEWAYS. PARKING ALSO <br />CREATED A FIRE HAZARD. <br />2. DRAGGING OF THE FIELD RAISEDDUST WHICH BLEW INTO HOMES, MAKING CLEANING VERY <br />DIFFICULT. <br />3. BOTTLES AND DEBRIS WAS THROWN FROM PARKED CARS, LITTERING PARKING AND LAWN ON <br />ADJOINING PROPERTY. <br />4. THE PUBLIC ADDRESS SYSTEM WAS TOO LOUD AND VERY OBJECTIONABLE. <br />5. DUE TO USE OF T~E PARK FOR NIGHT SOFTBALL, PROPERTY OWNERS COULD NOT SELL <br />THEIR PROPERTY. <br />6. THE GROUP ALSO OBJECTED TO THE USE OF WASHINGTON STREET AS A SPEED-WAY BY <br />PEOPLE LEAVING THE PARK AREA. <br /> <br />MR. MATSLER AND MR.
