THE CORPS Of ENGINEERS' PRIMARY INTEREST IN THIS MATTER IS TO INVESTIGATE AND <br />RECOMMEND A JUSTlrlED AND ACCEPTABLE SOUND ENGINEERING PLAN WHICH WILL COMPLY WITH THE <br />SPIRIT AND INTENT Of EXISTING LEGISLATION. <br /> <br />IN THE DEVELOPMENT Or A~Y PROJECT, EXCEPT POSSIBLY THOSE Of AN EXTREMELY LOCAL <br />NATURE, IT IS EXPECTED THAT SOME OBJECTIONS WILL BE VOICED WHICH MUST BE CONSIDERED <br />AS TO THE LOCAL EffECT AND THE EFFECT ON THE PROBLEM AS A WHOLE. IT IS BELIEVED, THEREFOR, THAT THE <br />MOST LOGICAL PROCEDURE WOULD BE TO CONSIDER THAT THE CITY WOULD MAKE A CASH CONTRIBUTION <br />TO THE UNITED STATES fOR THAT PORTION Or THE WORK. ON THE BASIS Of SUCH PROCEDURE THE <br />CASH CONTRIBUTION BY THE CITY WOULD AMOUNT TO 865,900. THE REMAINING COST TO THE CITY, <br />COMPRISED IN LANDS AND RIGHTS-Or-WAY AND RECONaTRUCTION OF BRIDGES AND UTILITIES, WOULD <br />AMOUNT TO 154,200. <br /> <br />SHOULD THE tlTY Of EUGENE BE AGREEABLE TO ASSUME THE RESPONSIBILITY FOR THE LOCAL <br />COOPERATION WITHIN THE €ITY AND THE DIVERSION CANAL TO FERN RIDGE RESERVOIR, AN EXPRESSION <br />BY THE elTY COUNCIL TO THAT EfFECT WOULD fACILITATE PROCESSING Of THE REPORT BY THIS <br />OfrlCE AS WELL AS HIGHER AUTHORITY.
