SEPTEMBER 20, 1950 WITH
THE fOLLOWING PRESENT: CHAIRMAN BOOTH; COUNCILMAN GODLOVE; CITY MANAGER AND AIRPORT I
MANAGER. ALSO PRESENT WERE: PHIL TILLMAN; BOYD BAKER; BERT EBERHARDT AND FRED BRENNE
Of THE CHAMBER Of COMMERCE AIRPORT COMMITTEE AND AL FROMAN, ASSISTANT DISTRICT AIRPORT i
I ENGINEER AND JIM MCCLELLAND, TERMINAL AIDS SECTION FACILITIES, BOTH Of THE CIVIL I
AERONAUTICS ADMINISTRATION. :
I THE MEETING WAS CALLED TO fURTHER CONSIDER THE STUDY BEING MADE TO fACILITATE ROOM
fOR THE C.A.A. AND WEATHER BUREAU AT THE MAHLON SWEET AIRPORT. As REVIEWED BY PREVIOUS
i MEETING Of THESE COMBINED COMMITTEES, UNITED AIRLINES THROUGH THEIR TREME~DOUS GAINS IN
!I
THE VOLUME Of MAIL, EXPRESS AND PASSENGERS DURING THE LAST SIX YEARS, NECESSITATING THE
11 USE Of ALL Of THE SPACE IN THE UNITED AIRLINES TERMINAL. IN UTILIZING THIS SPACE, IT
MEANS THAT THE WEATHER BUREAU AND C.A.A. MUST BE MOVED TO OTHER QUARTERS AT THE EARLIEST
I
, POSSIBLE DATE.
I ,
I THE STUDY Of THE PERMANENT DEVELOPMENT fOR MAHLON SWEET AIRPORT INCLUDING AN ADMINIS-
i
I TRATION BUILDING SINCE THIS PREVIOUS MEETING HAS RESULTED IN THE fOLLOWING INfORMATION:
II I . THAT UNITED AIRLINES AND WEST COAST AIRLINES ARE DESIROUS Of ~EMAINING AND I
I
OPERATING fROM THEIR PRESENT fACILITIES ON THE SOUTH SIDE Of THE fiELD AND i
IN THIS CONNECTION, UNITED AIRLINES HAS MADE PROVISIO~S fOR,AREA TO THE WEST
Of THEIR PRESENT TERMINAL fOR fUTURE AIR fREIGHT OPERATIONS. UNITED AIRLINES ;
I
OffiCIALS HAVE STATED THAT THEY CANNOT fORESEE AT ANY fUTURE DATE UP TO TEN I
I I
, YEARS OR MORE THE POSSIBILITY Of THEIR BEING ABLE TO MOVE THEIR fACILITIES !
II
!I fROM THE PRESENT LOCATION TO THE EAST SIDE Of THE AIRPORT AS SHOWN ON THE :
II PROPOSED MASTER PLAN.
I
I, I
2. THAT DEVELOPMENT Of THE EAST SIDE Of MAHLON SWEET AIRPORT, ACCORDING TO THE I
II I
I
MASTER PLAN, BY THE INSTALLATION Of ADDITIONAL ROADWAYS AND RAMP AREAS I
WOULD ENTAIL A GREAT DEAL MORE COST THAN DEVELOPING THE AREA AROUND THE
:/ PRESENT OPERATIONS ON THE SOUTH SIDE Of MAHLON SWEET AIRPORT. ,
I
!
I AfTER REVIEWING BOTH Of THESE PLANS
IT WAS DETERMINED THAT THE GREATER fREQUENCY
I Of SERVICE WOULD NOT JUSTifY THE SEGREGATION Of THE ABOVE fACILITIES AND THAT IT WOULD
BE MORE ECONOMICAL AND BETTER fROM THE OPERATIONS STANDPOINT Of BOTH UNITED AIRLINES AND
I WEST COAST AIRLINES TO DEVELOP THE AIRPORT ADMINISTRATION BUILDING ADJACENT TO THE PRESENT
UNITED AIRLINES TERMINAL ON THE SOUTH SJDE Of THE fiELD. IN THIS CONNECTION IT WAS
! SUGGESTED THAT ENDEAVORS BE MADE TO CLEAN UP THE PRESENT MISCELLANEOUS STRUCTURES THROUGH-
OUT THIS AREA AND COMBINE THEM IN THE PROPOSED ADMINISTRATION BUILDING INCLUDING fACILITIES
!I fOR C.A.A. AND WEATHER BUREAU, AND WEST COAST AIRLINES WITH fUTURE PLANNING fOR CONTROL
II TOWER, ADMINISTRATIVE OffiCES, RESTAURANT AND LOBBY. IN PLANNING fOR fUTURE DEVELOPMENT
II IT WAS BROUGHT OUT THAT THERE IS OVER 1,000 fEET AVAI LABLE fOR fl XED 'BASE OPERATORS TO
II UTI LI ZE IMMEDIATELY EAST Of THE PRESENT APRON ON THE SOUTH SIDE Of THE fiELD WHICH WOULD
Ii
II ALSO fiT IN WITH UTILIZING THE PRESENT fACILITIES SURROUNDING THE PRESENT UNITED AIRLINES
I TERMINAL.
!I THE AIRPORT ADMINISTRATION BUILDING RECENTLY COMPLETED AT SALEM COST $37,000 AND
I IT
I IS ESTIMATED THAT THE fiRST STAGES Of THE ABOVE PROGRAM COULD BE DONE fOR APPROXIMATE~Y
I THIS AMOUNT Of MONEY WHICH WOULD GIVE THE HOUSING NOW NEEDED fOR C.A.A. AND WEATHER
II BUREAU AND WEST COAST AIRLINES AND THE REMAINDER Of THE BUILDING COULD BE COMPLETED WHEN i
I IT WAS BROUGHT OUT THAT $10,000 WAS NOT UTILIZED LAST YEAR I
fUNDS ARE AVAILABLE. IN AIRPORT
II IMPROVEMENTS AS BUDGETED AND THAT WITH COUNCIL APPROVAL THIS $10,000 WHICH WAS CARRIED
I fORWARD AS UNBUDGETED fUNDS JULY I , 1950 COULD BE IDENTifiED fOR THIS PURPOSE UNDER THE
I
I 1951-52 BUDGET PLUS ENOUGH ADDITIONAL fUNDS AS RECOMMENDED BY THE BUDGET COMMITTEE TO
I
I, MATCH FEDERAL AID ON A 56% - 44% BASIS TO COMPLETE THE ABOVE WORK ~STIMATED TO BE LESS
THAN $20,000 rOR THE CITY'S SHARE.
I IT WAS RECOMMENDED BY THE COMMITTEE THAT THE CITY COUNCIL AUTHORIZE THIS PROJECT TO
! PROCEED TO AffORD THESE NEEDED fACILITIES fOR C.A.A. AND WEATHER BUREAU ADJACENT ON THE
EAST TO THE PRESENT UNITED AIRLINES TERMINAL AND THAT THE CITY MANAGER BE INSTRUCTED TO
,EMPLOY AN ARCHITECT TO PREPARE ESTIMATES Of COSTS COVERING THIS PROPOSED PROJECT TO BE
SUBMITTED TO THE CITY COUNCIL AND TO THE C.A.A. fOR THEIR APPROVAL.
I
I
IT WAS ALSO RECOMMENDED BY THE COMMITTEE THAT SENATORS MORSE AND CORDON, AND
REPRESENTATIVE ELLSWORTH BE ADVISED BY WIRE THAT THE EUGENE MAHLON SWEET AIRPORT IS
AVAILABLE fOR MILITARY AND DEfENSE PURPOSES IN CONNECTION WITH THE NATIONAL EMERGENCY i
AND THAT THEY BE ADVISED THAT IN DEVELOPING THE AOMINISTRATION fOR SCHEDULED OPERATIONS I
AS ~UTLINED ABOVE ON THE SOUTH SIDE Of MAHLON SWEET AIRPORT THAT THE EAST SIDE STILL i
I
REMAINS AVAILABLE fOR A CANTONMENT AREA AND MILITARY TRAINING PROGRAM.
IT WAS ALSO BROUGHT OUT THAT IN THIS CONNECTION THE C'TY OF EUGENE ALSO OWNS 240 I
I
I
ACRES IMMEDIATELY ADJACENT TO THIS CANTO~MENT AREA ON THE EAST WHICH WOULD ALSO BE
AVAILABLE fOR NATIONAL EMERGENCY AND DEfENSE PURPOSES. THE CITY MANAGER AND CHAMBER
Of COMMERCE MANAGER WERE REQUESTED TO PREPARE TELEGRAMS Of THIS NATURE TO SEND TO THE
ABOVE CONGRESSMEN.
MEETING ADJOURNED AT 4:00 P.M."
I IT WAS MOVED BY BOOTH, SECONDED BY GODLOVE THAT THE REPORT Of THE AIRPORT COMMITTEE BE
I ADOPTED. ROLLCALL VOTE. MOTION CARRIED.
,~
~ ~~ ~ .~... ." -_"_.- ..."---"-.~...L"""",,,,-"~"_. -C.~C~'_'. ---~-'-'--~'
