<br />SWEEPERS HAS BEEN MADE BY THE CITY MANAGER AND MEMBERS OF THE STREET AND FINANCE DEPART-
<br />MENTS, AND UPON THE RECOMMENDATION OF THE CITY MANAGER, THE COMMITTEE RECOMMENDS THAT
<br />THE COUNCIL AWARD THE BID TO THE NELSON EQUIPMENT COMPANY FOR PURCHASE OF AN ELGIN "81 "
<br />SWEEPER, COMPLETE WITH CAB AND THREE CUBIC YARD HOPPER, AT A PRICE OF $8,550, AFTER
<br />ALLOWANCE OF $2,100 FOR THE AUSTIN-WESTERN SWEEPER, NOW OWNED BY THE CITY OF EUGENE,
<br />PROVIDED IMMEDIATE DELIVERY CAN BE MADE. ATTACHED IS A TABULATION OF THE BIDS ON

<br />2. THE TABULATION OF BIDS ON DUMP TRUCKS, OPENED AT 10:00 A.M., WEDNESDAY, JANUARY 3,
<br />1951, WAS REVIEWED BY THE COMMITTEE. THE CITY MANAGER RECOMMENDED THAT THE BID OF THE
<br />KENDALL MOTOR COMPANY IN THE AMOUNT OF $9,569.40 BE ACCEPTED FOR THE IMMEDIATE DELIVERY
<br />OF THREE, 1951 FORD TRUCKS F-6, Two TON CHASSIS AND CAB, 134-INCH WHEEL BASE, 8 CYLINDER,
<br />100 HORSE-POWER. THE COMMITTEES CONCURRED IN THIS RECOMMENDATION TO THE CITY COUNCIL.

<br />3. THE AMOUNT OF THE STREET SWEEPER AND THE THREE TRUCKS RECOMMENDED FOR PURCHASE AS
<br />OUTLINED ABOVE AMOUNTS TO $18,224.40. THE FINANCE COMMITTEE CONCURRED IN THE RECOMMENDATION:
<br />OF THE CITY MANAGER THAT THE BALANCE OF $10,421.90 IN THE STREET DEPARTMENT EQUIPMENT FUND
<br />BE UTILIZED FOR THIS PURPOSE AND THAT DUE TO THE PRESENT NATIONAL EMERGENCY THAT THt
<br />REMAINING $7,803.31 BE TAKEN FROM THE EMERGENCY FUND FOR IMMEDIATE PURCHASE OF THE ABOVE
<br />EQUIPMENT. THE CITY ATTORNEY'S OPINION WAS THAT UNDER THE PRESENT NATIONAL AND INTER-
<br />NATIONAL EMERGENCY THAT THE PURCHASE OF THIS EQUIPMENT WAS OF AN EMERGENCY NATURE FOR
<br />THE HEALTH AND SAFETY OF THE CITY OF EUGENE.

<br />FURTHER EVIDENCE RELATIVE TO THE MERITS OF THE VARIOUS LUBRICATING OILS FOR FUTURE USE

<br />LEGISLATURE AUTHORIZING THE STATE OF OREGON TO PAY A PROPORTIONATE SHARE FOR THE
<br />UNIVERSITY OF OREGON OF THE PROPOSED SEWAGE DISPOSAL PLANT AND OUTFALL LINE CONSTRUCTION.
<br />IT WAS SUGGESTED THAT THIS SHARE FOR STATE OWNED PROPERTIES WITHIN THE CITY OF EUGENE BE
<br />BASED ON A POPULATION BASIS FOR SEWAGE DISPOSAL PURPOSES AS PREVIOUSLY AUTHORIZED BY THE
<br />STATE FOR THE CITIES OF PENDLETON AND SALEM.' BASING THIS APPORTIONMENT UPON THE 1950-51
<br />ENROLLMENT OF 5,183, AND THE 1950 CITY POPULATION AS PUBLISHED BY THE CENSUS BUREAU OF
<br />35,672, THE STATE WOULD PAY 14,53% OF THE CONSTRUCTION AND OPERATION AND MAINTENANCE
<br />COSTS. THE ESTIMATED AMOUNT FOR THE CONSTRUCTION OF THE SEWAGE TREATMENT PLANT AND
<br />OUTFALL LINE AS ESTIMATED BY THE CONSULTING ENGINEERS UNDER DATE OF JANUARY 4, 1951 IS
<br />$1,050,500, AND APPLYING THE RATIO OF 14.53% TO THIS FIGURE WOULD AMOUNT TO $152,637.65,
<br />PAYMENT BY THE STATE, FOR CONSTRUCTION PLUS THE SAME PERCENTAGE OF ANNUAL OPERATIONS AND
<br />MAINTENANCE. IT WAS RECOMMENDED THAT THE CITY MANAGER AND CITY ATTORNEY BE INSTRUCTED
<br />BY THE COUNCIL TO PREPARE AN APPROPRIATE BILL FOR LEGISLATIVE ACTION APPROPRIATING THIS
<br />AMOUNT FOR USE DURING THE COMING BIENNIAL PERIOD.

<br />6. ~HE CITY MANAGER ADVISED THAT A FURTHER CHECK WITH THE SECRETARY OF STATE'S OFFICE
<br />UNDER DATE OF JANUARY 3, '951, THAT I T 'HAD NOT BEEN DETERMI NED YET WHETHER THE 10%
<br />GASOLINE APPORTIONMENT AND OTHER STATE SHARED REVENUES WOULD BE DISTRIBUTED UPON THE
<br />1950 CtNSUS. AT PRESENT THESE APPORTIONMENTS ARE BEING MADE ON THE 1940 CENSUS. THE
<br />COMMITTEE RECOMMENDED THAT THE CITY MANAGER AND CITY ATTORNEY FOLLOW
<br />THROUGH ON THIS APPORTIONMENT ON THE NEW CENSUS AND tHAT IF THE ATTORNEY GENERAL AND
<br />SECRETARY OF STATE'S OFFICES DO NOT AUTHORIZE THE APPORTIONMENT UPON THE NEW CENSUS
<br />THAT AN APPROPRIATE BILL BE PRESENTED TO THE LEGISLATURE AUTHORIZING SUCH ACTION AND
<br />THAT A SUIT FOR DECLARATORY JUDGMENT BE INSTITUTED.
<br />
<br />7. THE CITY MANAGER AND CITY ENGINEER PRESENTED A PLAT SHOWING TWO ADDITIONAL EASE-
<br />MENTS TO BE OBTAINED ON THE EAST SIDE OF THE FERRY STREET APPROACH FOR FILE PURPOSES.
<br />IT WAS ESTIMATED THESE EASEMENTS WOULD COST $350 AND IT WAS THE RECOMMENDATION OF THE
<br />COMMITTEE THAT THE CITY ENGINEER BE INSTRUCTED TO PROCURE THESE EASEMENTS FOR HIGHWAY
<br />PURPOSES."
