<br />A SPECIAL MEETING OF THE COMMON COUNCIL WAS CALlED TO ORDER BY HIS HONOR, MAYOR V. E.
<br />JOHNSON, WITH THE FOLLOWING COUNCILMEN PRESENT: CRUMBAKER, BOOTH, GODLOVE, SMITH, KOPPE,
<br />WATSON, AND SIEGENTHALER.

<br />MAYOR JOHNSON READ A LETTER FROM THE VETERANS MEMORIAL ASSOCIATION PREPARED AFTER THE
<br />SPECIAL VETERANS BOARD MEETING ON JANUARY 10, 1951 AS FOLLOWS:
<br />
<br />"AT A SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THIS ASSOCIATION THIS DATE
<br />THE FOLLOWING RESOLUTION WAS UNANIMOUSLY PASSED, TO-WIT:-
<br />
<br />1- THE VETERANS" MEMORIAL ASSOCIATION OF EUGENE, INC. DOES NOT BELIEVE IT IS IN
<br />THE INTEREST or THIS ASSOCIATION TO DISPOSE OF THE WEST SEVEN (7) FEET OF ITS PROPERTY
<br />FOR ANY PURPOSE, BECAUSE THE DESIGN OF ITS BUILDINGS AND ITS PLANS FOR fUTURE DEVELOPMENT
<br />AS WELL AS MAXIMUM PRESENT UTILIZATION OF THE WHOLE OF ITS PROPERTY WOULD BE ADVERSELY
<br />EFFECTED.
<br />
<br />2- IT IS THE OPINION OF THIS BOARD THAT THE INTEREST OF THIS ASSOCIATION WOULD
<br />BE ADVERSELY EFfECTED BY THE OPENING OF AN ADDITIONAL ALLEY, SINCE THE ASSOCIATION
<br />IS ADEQUATELY SERVED BY PUBLIC WAYS ON THREE OF THE FOUR SIDES or ITS PROPERTY.
<br />
<br />3- THE BOARD BELIEVES THAT THE CONSTRUCTION OF THE PROPOSED APARTMENT BUILDING
<br />BY LANE TOWERS INC. WOULD BE BENEfiCIAL TO THIS ASSOCIATION AND ALSO OF GREAT BENEfiT
<br />TO THE CITY OF EUGENE.
<br />
<br />4. THE BOARD DOES NOT FEEL THAT IT SHOULD ATTEMPT TO VALUE THE SEVEN (7) FEET
<br />REQUIRED BY LANE TOWERS INC., NOR THAT THE VALUE OF THAT SEVEN FEET IS NECESSARILY THE
<br />SAME AS THE WEST SEVEN FEET OF ITS PROPERTY.
<br />
<br />5- THAT THIS RESOLUTION BE SUBMITTED TO THE COMMON COUNCIL OF THE CITY OF EUGENE."

<br />IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE COMMUNICATION BE RECEIVED AND
<br />PLACED ON FILE. MOTION CARRIED.
<br />
<br />THE CITY MANAGER ADVISED THAT MR. A. L. BUCKNER, STATE DIRECTOR OF F.H.A. AND MR. FRANK
<br />SCHRODER, CHIEF UNDERWRITER VERBALLY APPROVED BY TELEPHONE ON JANUARY 11TH AT 9:30 A.M. A
<br />THREE FOOT SET-BACK ON OLIVE STREET FOR THIS APARTMENT HOUSE. MR. SCHRODER SAID THEY WOULD
<br />PREFER A fiVE FOOT SET-BACK BUT WOULD APPROVE A THREE FOOT SETBACK.
<br />
<br />IT WAS MOVED BY BOOTH, SECONDED BY CRUMBAKER THAT THE CITY WAIVE THE TEN FOOT SET-BACK
<br />ON OLIVE STREET IN FAVOR OF THE LANE TOWER APARTMENTS, FHA PROJECT No. 126-42071 AND ESTABLISH
<br />A THREE FOOT SETBACK FROM OLIVE STREET FOR THE PROJECT IN ORDER TO RETAIN THE FULL FOURTEEN
<br />FOOT ALLEY IN THE REAR. MOTION CARRIED.
<br />
<br />MR. WILLIAM FORT, ATTORNEY REPRESENTING MR. COATES SAID THIS ACTION WAS SATISFACTORY
<br />TO MR. COATES.
