<br />THE MINUTES OF LAST REGULAR MEETING HELD JANUARY 8, 1951 AND THE SPECIAL MEETINGS HELD ON
<br />JANUARY 10TH AND 11TH, 1951 WERE READ AND APPROVED.

<br />A REPORT OF THE CITY MANAGER - RE: REQUEST OF MR. AND MRS. LANGFELT FOR VARIANCE TO
<br />ZONING ORDINANCE; WESTMORELAND SEWERS; 1951 CONSTRUCTION PROGRAM; BILLS SUBMITTED TO STATE
<br />LEGISLATURE AND STREET LIGHTING WAS SUBMITTED AND READ AS FOLLOWS:

<br />I. THE REQUEST OF MR. AND MRS. H. A. LANGFELT OF 2790 BAKER BOULEVARD TO CONSTRUCT A
<br />SECOND HOUSE ON THEIR LOT AT THIS ADDRESS WAS REVIEWED AND THE FOLLOWING INVESTIGATION
<br />WAS MADE:

<br />A. THE LOT IN QUESTION IS 70-FEET WIDE ON BAKER BOULEVARD AND 125-FEET DEEP
<br />CONSTITUTING AN AREA OF 8,750 SQUARE FEET. THE HOUSE TO BE CONSTRUCTED WOULD
<br />BE SET BACK 16-FEET FROM THE FRONT PROPERTY LINE WHICH COMPLIES WITH FRONT YARD
<br />REQUIREMENTS OF THE R-I ZONE, AND THE SIDE YARD AND REAR YARD WOULD ALSO MEET R-I
<br />BUILDING REQUIREMENTS. THE NEW HOUSE WOULD CONSTITUTE APPROXIMATELY 1,800 SQUARE
<br />FEET, AND IT IS ESTIMATED THAT BOTH HOUSES WOULD NOT EXCEED 2,625 SQUARE FEET OR
<br />THE 30% LIMITATION UNDER THE R-I ZONE. THE HOUSE IMMEDIATELY ADJACENT TO THE
<br />SOUTH HAS A SETBACK LINE FROM BAKER BOULEVARD OF 15-FEET AND THE NEW HOUSE BEING
<br />CONSTRUCTED IMMEDIATELY TO THE NORTH OF THIS PROPERTY WILL HAVE A SETBACK LINE OF
<br />APPROXIMATELY 25-FEET.

<br />INASMUCH AS THE PETITION ACCOMPANYING THIS REQUEST CONTAINS THE SIGNATURES OF ALL
<br />OF THE IMMEDIATE PROPERTY OWNERS IN THAT AREA, IT IS RECOMMENDED THAT THE REQUEST OF
<br />MR. AND MRS. LANGFELT BE GRANTE~ PERMITTING THEM TO BUILD A SECOND HOUSE ON THIS LOT,
<br />AS IT IS BELIEVED THE PERMANENT IMPROVEMENT WILL OFFSET ANY DETRIMENTS TO THIS PROPERTY
<br />OR THE SURROUNDING PROPERTIES.

<br />2. THE WESTMORELAND SEWERS. FURTHER DETAILED INVESTIGATION IS BEING MADE RELATIVE TO
<br />THE WESTMORELAND SEWERS CONSTRUCTED BY P. S. LORD AND COMPANY IN 1948 AND 1949. THE
<br />ENGINEERING DEPARTMENT IS GOING TO MAKE A THOROUGH INVESTIGATION OF THE EXISTING MANHOLES
<br />AND EACH OF THE SEVEN LATERALS RUNNING NORTH ON CHAMBERS, PIERCE, GRANT, GARFIELD, ARTHUR,
<br />CLEVELAND AND CITY VIEW, WHICH ARE 8-INCH LINES, EACH APPROXIMATELY 2,200 FEET, ALONG
<br />WITH A GRADE OF 1% OR MORE. THIS INVESTIGATION WILL BE MADE IN AN ENDEAVOR TO ASCERTAIN
<br />HOW AND WHERE THIS GROUND WATER IS ENTERING THE SANITARY SEWE~ SYSTEM. IT IS ALSO APPARENT
<br />THAT THE FAULTY SETTING OF RINGS AND CONES IN MANHOLES WILL NECESSITATE PLASTERING AROUND
<br />THE CONES AND TOPS OF THESE MANHOLES AS IT IS EVIDENT THAT GROUND WATER IS INFILTRATING
<br />AT THESE SOURCES. THE NEW 16-INCH PRESSURE SEWER LINE FROM THE PUMP HOUSE TO THE TAYLOR
<br />STREET INTERCEPTOR SEWER WAS COMPLETED THIS FALL, BUT THE PUMP WHICH WAS ORDERED LAST
<br />JUNE DID NOT ARRIVE UN~IL DECEMBER. THIS VARIABLE PUMP, WHEN IT IS OPERATING, WILL
<br />INCREASE THE PUMPING CAPACITY OF THIS PUMPING STATION APPROXIMATELY FIVE TIMES THE
<br />PREVIOUS PUMPING CAPACITY OF THE TWO ORIGINAL PUMPS WITH CAPACITIES OF 350 AND 700 GALLONS
<br />PER MINUTE. THIS PUMP IS BEING CONNECTED AND ADJUSTMENTS ARE BEING MADE FOR OPERATION IN
<br />THE NEAR FUTURE. IT IS DESIGNED THAT THIS WILL TAKE CARE OF MAXIMUM FLOWS FROM THIS SEWER
<br />SYSTEM AT ALL TIMES IN THE FUTURE. DITCHES HAVE BEEN GRADED FROM 18TH AVENUE NORTH TO
<br />THE AMAZON IN AN ENDEAVOR TO EFFECT A FASTER RUN-OFF OF SURFACE WATER DIRECTLY FROM THIS
<br />AREA TO THE AMAZON AND THE EMERGENCY DREDGING OF THE AMAZON WEST OF THE CITY WHICH WAS
<br />COMPLETED THE EARLY PART OF DECEMBER, 1950 SHOULD FURTHER ASSIST IN MORE RAPID RUN-OFF
<br />OF THE EXCESS SURFACE WATER IN THIS AREA.

<br />THE PRESENT UNSATISFACTORY OPERATIONS OF THIS SANITARY SEWER SYSTEM HAS BEEN REPORTED
<br />TO THE ATTORNEY REPRESENTING THE P. S. LORD CONSTRUCTION COMPANY AND ALSO THE BONDING
<br />COMPANY INVOLVED. MR. LORD WAS ADVISED UNDER DATE OF JANUARY 5, 1951 THAT THIS SEWER
<br />PROJECT HAD NOT BEEN ACCEPTED BY THE CITY AND THAT UNDER HIS CONSTRUCTION CONTRACT DATED
<br />MAY I I, 1948, THEY WOULD NOT BE RELIEVED FROM THEIR RESPONSIBILITY UNTIL THIS SEWER SYSTEM
<br />WAS OPERATING IN A MANNER SATISFACTORY TO THE CITY OF EUGENE. IT IS AGREED THAT EVERYTHING
<br />POSSIBLE MUST BE DONE TO SEE THAT THIS SEWER SYSTEM DOES OPERATE PROPERLY FOR THE HEALTH
<br />AND PROTECTION OF THOSE RESIDENTS LIVING IN THIS AREA.

<br />3. THE 1951 CONSTRUCTION PROGRAM INCLUDING PETITIONS FILED FOR STREET IMPROVEMENTS,
<br />SANITARY SEWERS, AND SIDEWALKS, ALSO SIX PAVING PROJECTS AND SIX STORM SEWERS AND
<br />STREET OPENINGS, CONSTITUTING THE FIRST YEARS WORK UNDER THE TEN-YEAR CROSS-TOWN STREET
<br />PROGRAM AND ALSO THE CONSTRUCTION OF FOUR NEW BRIDGES ACROSS THE AMAZON HAVE BEEN
<br />REVIEWED BY THE PUBLIC WORKS COMMITTEE AND ARE READY FOR COUNCIL ACTION. THIS PROGRAM,
<br />INCLUDING THE NINE UNCOMPLETED JOBS FOR 1951 WILL CONSTITUTE APPROXIMATELY 44 PUBLIC
<br />WORKS PROJECTS FOR THE YEAR 1951 AND IT IS PLANNED TO HAVE THESE READY FOR CONSTRUCTION
<br />EARLY IN THE SPRING.
