<br />AN ADJOURNED MEETING OF THE COMMON COUNCIL OF THE CITY OF EUGENE WAS CALLED TO ORDER ON
<br />JANUARY 25, 1951 AT 5:00 P.M. BY MAYOR V. E. JOHNSON, WITH THE FOLLOWING COUNCILMEN PRESENT:
<br />CRUMBAKER, SMITH, KOPPE, SIEGENTHALER AND BOOTH.
<br />
<br />THE COUNCIL CONSIDERED THE REPORT OF THE FI~ANCE COMMITTEE WHICH WAS SUBMITTED AND READ
<br />AS FOLLOWS:
<br />
<br />"A MEETING OF THE FINANCE COMMITTEE WAS HELD THURSDAY NOON, JANUARY 25,1951 AT THE
<br />OSBURN HOTEL WITH THE FOLLOWING PRESENT: CHAIRMAN, BOOTH; COUNCILMEN CRUMBAKER AND
<br />SIEGENTHALER; MAYOR JOHNSON; CITY MANAGER AND CITY RECORDER.
<br />
<br />THE CITY MANAGER OUTLINED REQUESTS FROM VARIOUS CITY DEPARTMENTS RELATIVE TO PAY
<br />RAISES IN CONNECTION WITH THE PRESENT HIGH COST OF LIVING. WAGES WERE REVIEWED WITH
<br />SIMILAR POSITIONS IN SALEM, ROSEBURG, BEND, OREGON CITY AND MEDFORD. EACH OF THESE
<br />CITIES HAS AFFORDED RAISES FOR THEIR MUNICIPAL EMPLOYEES EFFECTIVE JANUARY FIRST OF
<br />THIS YEAR.
<br />
<br />IT WAS BROUGHT OUT BY THE CITY MANAGER THAT A $15.00 A MONTH RAISE COULD BE GIVEN
<br />EACH EMPLOYEE OF THE CITY AND A $25.00 RAISE FOR ALL DEPARTMENT HEADS, BY EACH DEPARTMENT
<br />ASSUMING THIS ADDITIONAL EXPENSE AS MUCH AS POSSIBLE AND THAT THE DIFFERENCE, APPROXI-
<br />MATING $3,500 BE TAKEN FROM THE EMERGENCY FUND WHICH WOULD LEAVE A BALANCE IN THE
<br />EMERGENCY FUND OF $3,400.
<br />
<br />IT WAS UNANIMOUSLY RECOMMENDED BY THE FINANCE COMMITTEE THAT THESE RAISES BE
<br />APPROVED BY THE CITY COUNCIL TO BECOME EFFECTIVE IMMEDIATELY AND THAT THE CITY MANAGER
<br />BE REQUESTED TO CALL A SPECIAL MEETING OF THE CITY COUNCIL AT 5:00 P.M. JANUARY 25, 1951
<br />FOR FINAL CONSIDERATION OF THIS RECOMMENDATION. THIS ACTION IS DEEMED NECESSARY TO
<br />ASSIST CITY EMPLOYEES IN MEETING THE PRESENT HIGH COST OF LIVING.
<br />
<br />RESOLUTION - RE: CITY EMPLOYEE SALARY INCREASES WAS SUBMITTED AND READ AS FOLLOWS:
<br />
<br />"WHEREAS, PRESIDENT HARRY S. TRUMAN HAS DECLARED THE UNITED STATES OF AMERICA TO
<br />BE IN A STATE OF NATIONAL EMERGENCY, AND
<br />
<br />WHEREAS, INFLATIONARY TENDENCIES IN THE MONETARY STRUCTURE OF THE UNITED STATES
<br />HAVE CAUSED PRICES OF FOOD COMMODITIES TO RAISE TO A POINT AT THE PRESENT TIME WHERE'
<br />THE VALUE OF THE DOLLAR IS NOW ONLY .43 CENTS IN COMPARISON TO THE VALUE OF THE DOLLAR
<br />IN 1939, IN RELATION TO ITS POWER IN PURCHASING FOOD COMMODITIES, AND
<br />
<br />WHEREAS, PRIVATE BUSINESS IS IN A POSITION TO INCREASE SALARIES AND WAGES AND ALSO
<br />TO RAISE THE PRICES OF THEIR PRODUCTS, BUT THAT MUNICIPALITIES ARE BOUND UNDER THE BUDGET
<br />LAWS OF THE STATE OF OREGON TO SET WAGES ONE YEAR IN ADVANCE, BUT THAT COST OF LIVING
<br />PRICES HAVE MATERIALLY INCREASED SINCE THE ADOPTION OF THE 1950-5' BUDGET BY THE CITY
<br />OF EUGENE, AND
<br />
<br />WHEREAS, MUNICIPAL SERVICES, INCLUDING FIRE, POLICE, HEALTH AND SANITATION, ARE
<br />ENDANGERED BY REASON OF COMPETITION FOR EMPLOYEES AND PERSONNEL, AND
<br />
<br />WHEREAS, IT IS NECESSARY FOR THE CITY OF EUGENE TO RAISE THE WAGES OF MUNICIPAL
<br />EMPLOYEES IN ORDER TO MAINTAIN THE POLICE, FIRE, HEALTH AND SANITATION FACILITIES OF THE
<br />CITY,
<br />
<br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF EUGENE THAT AN
<br />EMERGENCY IS HEREBY DECLARED TO EXIST, AND THAT IT IS NECESSARY TO RAISE THE SALARY OF
<br />ALL CITY EMPLOYEES $15.00 PER MONTH AND ALL HEADS OF DEPARTMENTS $25.00 PER MONTH,
<br />COMMENCING THE 25TH DAY OF JANUARY, 1951, QN ORDER TO COVER THE COST OF LIVING INCREASE
<br />IN PRICES, AND THAT THE CITY MANAGER AND CITY RECORDER-TREASURER ARE HEREBY AUTHORIZED
<br />AND DIRECTED TO MAKE THE INCREASE IN SAID SALARIES AND WAGES, AND TO PAY SAID SALARIES
<br />AND WAGES OUT OF THE VARIOUS DEPARTMENTAL BUDGETS, SO FAR AS POSSIBLE, AND THAT ANY
<br />EXCESS REQUIRED SHALL BE PAID OUT OF THE EMERGENCY FUNDS OF THE CITY OF EUGENE BUDGETED
<br />FOR THE FISCAL YEAR 1950-51.
<br />
<br />THE ABOVE RESOLUTION WAS ADOPTED BY UNANIMOUS ROLLCALL VOTE, BY THE COMMON COUNCIL
<br />OF THE CITY OF EUGENE, AT A SPECIAL MEETING EXPRESSLY CALLED FOR THE PURPOSE OF CON-
<br />SIDERING THE QUESTION OF INCREASE OF SALARIES AND WAGES FOR MUNICIPAL EMPLOYEES ON THE
<br />25TH DAY OF JANUARY, 1951.

<br />IT WAS MOVED BY SMITH, SECONDED BY CRUMBAKER THAT THE RESOLUTION BE ADOPTED AND THAT
<br />THE COST OF LIVING INCREASE AS ABOVE OUTLINED BE GIVEN CITY EMPLOYEES. MOTION CARRIED AFTER
<br />ROLLCALL VOTE.
