ON THE FAIRMOUNT, COLLEGE CREST AND W. 11TH <br />STREET ROUTES, FROM THE PRESENT HALf HOURLY SERVICE TO HOURLY SERVICE. THE RIVER <br />ROAD ROUTE NOW OPERATING EVERY 45 MINUTES AFTER 7:00 P.M; TO OPERATE HOURLY AfTER <br />THAT TIME. <br /> <br />5. THE COMMITTEE REVIEWED THE PROPOSED RESOLUTION.AS SUBMITTED BY THE STATE HIGHWAY <br />DEPARTMENT OF THE STATE OF OREGON REQUESTING THE COUNCIL TO ADOPT THE RESOLUTION GUARAN- <br />TEEING THAT NO ENCROACHMENTS WILL BE PERMITTED ON THE RIGHT-OF-WAY OF THE PROPOSED CON- <br />STRUCTION OF TH~ PACIFIC HIGHWAY FROM JUDKINS POINT TO GOSHEN, AND AGREED NOT TO IMPOSE <br />UNREASONABLE LIMITATIONS OF SPE~D ON SAID HIGHWAY NOR IMPOSE ANY REGULATIONS OF TRAFFIC <br />WHICH WILL OPERATE TO DISCRIMINATE AGAINST TRAFFIC UPON SAID HIGHWAY BY G~VING UNDUE <br />PREfERENCE TO TRAFFIC UPON OTHER INTERSECTING STREETS OR AVENUES. <br /> <br />THE COMMITTEE RECOMMENDED THAT THE COUNCIL PASS SUCH RESOLUTION AND FORWARD SAME <br />TO THE STATE HIGHWAY OFFICIALS FOR THEIR USE IN OBTAINING FEDERAL AID FOR THE IMPROVE-' <br />MENT OF SAID PROJECT. <br /> <br />6. PARKING METER HOODS. FURTHER STUDY WAS MADE OF THE USE OF PARKING METER HOODS FOR <br />CONSTRUCTION WORK AND DELIVERY IN THE DOWNTOWN DISTRICT. IT WAS RECOMMENDED BY THE <br />COMMITTEE THAT AN ORDINANCE BE PR~PARED COVERING THE FOLLOWING PROVISIONS: <br /> <br />I. TEMPORARY CONSTRUCTION PERMITS. PARKING METER HOODS WOULD BE APPROVED AND <br />ISSUED THROUGH THE BUILDING DEPARTMENT AT THE SAME TIME AND AS A PART OF THE <br />BUILDING PERMIT, WITH A MINIMUM FEE OF 30i PER DAY FOR EACH PARKING METER <br />HOOD, AND THAT A DEPOSIT OF $10.00 PER BAG SHOULD BE COLLECTED AT THE SAME <br />TIME AS THE FEE PRIOR TO ISSUING THE. PERMIT, THE $10.00 TO BE REFUNDED UPON <br />THE RETURN OF THE HOOD IN PROPER CONDITION AND THE PROPER SETTLEMENT FOR THE <br />TIME USED.- <br /> <br />2. WORK PERMITS. PARKING METER HOODS TO BE ISSUED TO SUCH OCCUPATIONS AS <br />PLUMBERS, ELECTRICIANS, EMERGENCY APPLIANCE REPAIRMEN, TELEPHONE COMPANY <br />AND OTHER UTILITY CONCERNS, OFFICE AND BUILDING MAINTENANCE, FLOOR SANDERS, <br />WAXERS, WINDOW CLEANERS AND ALLIED OCCUPATIONS. SAID PARKING METER HOODS <br />TO BE ISSUED BY THE CITY RECORDER'S OFFICE UPON PROPER IDENTIFICATION AS <br />RELATED TO THE ABOVE RESTRICTED OCCUPATIONS UPON AN ANNUAL BASIS OF $50.00 <br />PER HOOD PER YEAR, $25.00 fOR ONE-HALF YEAR. <br /> <br />3. DELIVERY PERMITS. PARKING METER HOODS WOULD BE ISSUED BY THE CITY RECORDER'S <br />OFFICE UPON PROPER APPLICATION TO THOSE REGULARLY ENGAGED IN DELIVERIES OR <br />PICK-UPS FOR USE BY COMMERCIAL VEHICLES WHICH ARE PLAINLY DESIGNATED AS SUCH, <br />BY EITHER PAINTED SIGNS OR OTHER DEVICES WHICH WILL CLEARLY INDICATE THE <br />COMMERCIAL USE OF THESE VEHICLES. THESE PARKING METER HOODS TO BE ISSUED <br />UPON AN ANNUAL BASIS OF $50.00 PER HOOD PER YEAR, OR $25.00 PER HOOD FOR <br />ONE-HALF YEAR. <br /> <br />IN RECOMMENDING THE ISSUANCE AND USE OF THESE HOODS, IT WAS SUGGESTED BY THE <br />COMMITTEE THAT THE CHARGES FOR THESE HOODS APPLY TO THE SAME TIME AS THE METERS ARE IN <br />EfFECT AND THAT THE HOODS USED fOR CONSTRUCTION PERMITS OR WORK PERMITS WOULD NOT BE <br />USED ON METERS IN THE 12-MINUTE ZONES OR LOADING ZONES. IT WAS SUGGESTED THAT COPIES <br />OF THIS ORDINANCE BE SUBMITTED TO THE BUILDING TRADES fOR THEIR OPINION AND SUGGESTIONS. <br />IT WAS SUGGESTED THAT THE REPORT BE ADOPTED AND THE ORDINANCE BE GIVEN A FIRST READING <br />AND SUBMITTED TO THE BUILDING TRADES FOR THEIR OPINION PRIOR TO fiNAL PASSAGE. <br /> <br />7. FURTHER REVIEW AND STUDY WAS MADE PERTAINING TO THE STATE'S PARTICIPATION AND <br />SHARE OF THE PROPOSED CONSTRUCTION OF A SEWAGE TREATMENT PLANT FOR THE CITY OF EUGENE. <br />IT WAS BROUGHT OUT THAT UNDER HOUSE BILL No. 271 NOW UNDER CONSIDERATION BY THE STATE <br />LEGISLATURE THAT THE STATE WOULD APPROPRIATE THE SUM Of $152,637.60 FOR THE PURPOSE' <br />OF PAYING THE UNIVERSITY'S SHARE OF THE SEWAGE DISPOSAL PLANT. THIS BILL WOULD AUTHORIZE <br />THE STATE BOARD Of HIGHER EDUCATION TO ENTER INTO A CONTRACT WITH THE CITY OF EUGENE BY <br />WHICH THE STATE WOULD CONTRIBUTE THIS PROPORTION OF THE COST OF THE SEWAGE DISPOSAL <br />PLANT BASED UPON ENROLLMENT Of THE UNIVERSITY OF OREGON OF 5,183 AGAINST THE POPULATION <br />OF THE CITY OF EUGENE OF 35,672. UPON THIS BASIS THE STATE OF ORiGON WOULD PAY 15.43% <br />OF THE CONSTRUCTION OF THE SEWAGE TREATMENT PLANT AND OUTFALL LINE. IT IS INTERESTING <br />TO NOTE THAT BACK IN 1942 THE CONSULTING ENGINEERS HAD ESTIMATED THE UNIVERSITY'S SHARE <br />OF THE PROPOSED SEWAGE PLANT CONSTRUCTION TO BE 15%. <br /> <br />OTHER METHODS OR COMPARISONS WITH RELATION TO DETERMINING THE JUST SHARE fOR THE <br />STATE TO PAY WERE REVIEWED PERTAINING TO THE POPULATION EQUIVALENTS Of THE PEOPLE IN <br />EUGENE, UNIVERSITY ENROLLMENT AND INDUSTRIAL DEVELOPMENT TOTALING 93,000 FOR THE FUTURE, <br />INVOLVING A CAPACITY OF 130 C.F.S. ALSO THE CONSUMPTION Of WATER Of THE CITY AND THE <br />UNIVERSITY IN 1950 AND THE ASSESSED VALUATION Of THE UNIVERSITY AS A BASIS UPON WHICH <br />TO SET AN EQUITABLE AMOUNT FOR THE UNIVERSITY TO PAY.
