IT IS ESTIMATED THAT COSTS OF THIS SEWER SYSTEM WILL AMOUNT TO <br />APPROXIMATELY $30,000 AND THAT ABUTTING PROPERTY ALONG 17TH AVENUE AND OTHER AREAS <br />WHICH HAVE NOT BEEN PREVIOUSLY ASSESSED FOR A SANITARY SEWER WOULD BE ASSESSED FOR THEIR <br />PROPORTIONATE SHARE COMPARABLE TO WHAT AN 8-INCH LATERAL SEWER WOULD COST AND THAT THE <br />BALANCE WOULD BE PRORATED BETWEEN THE P. S. LORD' COMPANY AND THE CITY OF EUGENE. THE <br />COMMITTEE RECOMMENDED THAT THIS PLAN, AS SUBMITTED BY THE CITY MANAGER AND CITY ENGINEER <br />BE APPROVED BY THE CITY COUNCIL AND FORWARDED TO THE STATE SANITARY AUTHORITY AND TO <br />P. S. LORD AND COMPANY FOR THEIR APPROVAL. <br /> <br />2. THE REQUEST OF MISS ADA ZINSER FOR PERMISSION TO CONSTRUCT AN ADDITION TO HER <br />DWELLING AT 763 E. 24TH AVENUE WAS AGAIN REVIEWED BY THE COMMITTEE AND IT WAS RECOMMENDED <br />THAT THE COUNCIL APPROVE THIS REQUEST PROVIDED THAT THE PROPOSED NEW ADDITION BE JOINED <br />ON TO THE EXISTING DWELLING IN SUCH A MANNER THAT IT COULD AT SOME TIME BE UTILIZED AS <br />ONE HOME AND WOULD HAVE THE GENERAL APPEARANCE OF BEING A ONE RESIDENCE STRUCTURE. <br /> <br />I <br /> <br />3. THE COMMITTEE AGAIN REVIEWED THE REQUEST BY MR. RODMAN FOR THE VACATION OF 3-1/2 <br />FEET ON 18TH AVENUE EAST BETWEEN WILLAMETTE AND OAK STREET. MR. KEITH RODMAN APPEARED <br />FOR HIS CLIENT IN THIS CONNECTION AND EXPLAINED THAT WHEN THESE LOTS AND STREETS WERE <br />LAID OUT THAT APPARENTLY THE CORNER LOT IN QUESTION WAS SHORTED 3-1/2 FEET ON WILLAMETTE <br />STREET AND THAT THE EXISTING STREET AS SHOWN ON THE PLAT SHOULD BE 62~1/2-FEET INSTEAD <br />OF THE REGULAR WIDTH OF 56-FEET. AFTER FURTHER STUDYING THIS CONDITION IT WAS RECOMMENDED <br />BY THE COMMITTEE THAT THE CITV A~TORNEY AND CITY ENGINEER FURTHER INVESTIGATE THE ACTUAL <br />OWNERSHIP OF THIS 3-1/2 FOOT STRIP BEFORE ANY DEFINITE ACTION BE TAKEN AND THAT THE <br />MATTER BE REFERRED TO THE CITY MANAGER, CITY ATTORNEY AND CITY ENGINEER FOR FURTHER <br />INVESTIGATION. <br /> <br />4. THE REQUEST OF J. A. PLUMMER THAT THE CITY OF EUGENE INSTALL A 42-INCH STORM SEWER <br />THROUGH THE EDGE OF HIS PROPERTY IMMEDIATELY ADJACENT TO THE JUNIOR HIGH SCHOOL AT <br />APPROXIMATELY 25TH AND HILYARD WAS AGAIN REVIEWED BY THE COMMITTEE. MR. PLUMMER HAS <br />AGREED TO SELL THIS tHREE ACRE TRACT IN CONNECTION WITH FUTURE PLANS FOR THE DEVELOPMENT <br />OF THE SOUTH WILLAMETTE AREA AND ALSO TO PREPARE ESTIMATES OF WHAT IT WOULD COST TO <br />INSTALL THIS REQUESTED STORM SEWER AND TO REPORT BACK TO THE COUNCIL BEFORE ANY DEFINITE <br />ACTION BE TAKEN, AND CONTACT SCHOOL BOARD NO.4, RELATIVE TO PURCHASE OF PROPERTY. <br /> <br />5. THE REQUEST OF MR. BILL STUART, 2480 ALDER STREET TO ENLARGE THE STop-N-SHOP MARKET <br />BY BUILDING A 15-FOOT BY 40-FOOT ADDITION ON THE REAR OF HIS STORE WAS REVIEWED BY THE <br />COMMITTEE. IT WAS RECOMMENDED THAT A VARIANCE BE GRANTED TO PERMIT MR. STUART TO ENLARGE <br />HIS STORE DUE TO THE FACT THAT IT IS LOCATED IN A BLOCK WHICH IS ALREADY 75% COMMERCIAL <br />AND THAT THE ADDITION WOULD BE AN IMPROVEMENT TO THE BUILDING AND AN ASSET TO THE <br />NEIGHBORHOOD. <br /> <br />6. THE REQUEST OF MRS. ANNA RICE TO ESTABLISH A TRAILER COURT AT 1355 WALNUT STREET <br />WAS REVIEWED. MRS. RICE STATES SHE WOULD LIVE IN THE BALSHIZER HOUSE AND HAVE A TRAILER <br />COURT IN THE REAR, UTILIZING THE SHOWERS, TOILETS AND LAUNDRY ROOM IN THE BALSHIZER <br />HOUSE. CITY ORDINANCE No. 8672 PROHIBITS ANY TRAILER COURTS IN THE CITY OF EUGENE, HOW- <br />EVER, THE CITY MANAGER WAS INSTRUCTED TO DETERMINE THE SANITARY ASPECTS OF THIS PROPOSAL <br />RELATIVE TO HOOKING THE TRAILERS ON TO T~E SANITARY SEWER. THE CITY MANAGER WILL MAKE A <br />REPORT ON T~IS AFTER COMPLETE INVESTIGATION. <br /> <br />I <br /> <br />7. IMPROVEMENT PETITIONS. <br /> <br />(I) PAVI NG 33RD F"ROM WI LLAMETTE TO HI LYARD STREET - 30.54%. I T WAS RECOMMENDED <br />THAT THIS PROJECT BE WITHHELD PENDING THE INSTALLATION OF THE LARGE STORM SEWER DOWN <br />THE CENTER OF THE STREET. <br /> <br />(2) PAVING TWO ALLEYS BETWEEN 13TH AND 14TH FROM OAK TO PEARL - 63.28%. IT WAS <br />RECOMMENDED THESE ALLEYS BE PAVED PROVIDED ADEQUATE DRAINAGE COULD BE AFFORDED. <br /> <br />IT WAS RECOMMENDED THAT THE FOLLOWING THREE PROJECTS BE AUTHORIZED: <br /> <br />(I) PAVING ALLEy BETWEEN 6TH AND 7TH FROM BLAIR TO VAN BUREN - 60.41%. <br />(2) CONCRETE SIDEWALK ON BOTH SIDES OF PATTERSON FROM 18TH TO 19TH AVENUE <br />(REQUEST OF" ADJACENT PROPERTY OWNERS). <br />(3) PAVING 13TH FROM CHAMBERS TO GRANT - 72.42%. <br /> <br />ORDINANCES ARE PREPARED AND READY FOR FIRST READING ON THE ABOVE FIVE IMPROVEMENT <br />PROJECTS. <br /> <br />IT WAS RECOMMENDED THAT THE FOLLOWING PROJECTS WHICH HAVE ALREADY HAD FIRST READING, <br />BE GIVEN SECOND, THIRD AND FINAL READINGS: <br /> <br />(I) PAVI NG 24TH PLACE FROM WI LLAMETTE TO HI GH - 63.47%. <br />(2) PAVING CHAMBERS FROM 11TH TO 13TH - 79.01%. <br />(3) CONCRETE SIDEWALK ON MCKINLEY STREET & MCKINLEY COURT - 34.42%. <br />(4) PAVING 13TH FROM ADAMS TO CHAMBERS STREET - 51.70% (WITHOUT PUBLICALLY-OWNED <br />PROPERTY). <br /> <br />I <br /> <br />;.,...... <br /> <br />""",,,,"'r.
