<br />ON MAY 9, 1951 WAS CALLED TO ORDER BY HIS HONOR, MAYOR V. E. JOHNSON WITH THE FOLLOWING
<br />COUNCILMEN PRESENT: CRUMBAKER, BOOTH, GODLOVE, KOPPE, AND SIEGENTHALER. COUNCILMEN
<br />ALLEN, SMITH AND WATSON WERE ABSENT.

<br />THE FOLLOWING LETTER WAS STUDIED AND IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH
<br />THAT THIS LETTER BE APPROVED AND THAT THE CITY MANAGER BE INSTRUCTED TO PRESENT IT TO THE
<br />ATTORNEY FOR THE SPRINGFIELD UTILITY BOARD WITH THE REQUEST THAT A MEETING BE SET WHEREIN
<br />OFFICIALS OF THE CITY OF EUGENE AND REPRESENTATIVES OF THE SPRINGFIELD UTILITY BOARD COULD
<br />DISCUSS IN DETAIL THE VARIOUS ASPECTS OF A JOINT SEWAGE DISPOSAL PROGRAM. MOTION CARRIED.

<br />TREATMENT HAS BEEN REVIEWED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF EUGENE.
<br />MEMBERS OF THE PUBLIC WORKS COMMITTEE AND OTHER EUGENE CITY OFFICIALS WILL BE AVAIL-
<br />ABLE TO MEET WITH THE JOINT SPRINGFIELD COMMITTEE AT ANY TIME.

<br />QUANTITY ESTIMATES COVERING THE OUTFALL LINE FROM THE PRESENT SPRINGFIELD OUTFALL TO
<br />A CONNECTION WITH THE EUGENE SYSTEM. COSTS ON THIS OUTFALL LINE ARE ESTIMATED BY OUR
<br />ENGINEERS AS FOLLOWS:

<br />2. THE CITY OF EUGENE WILL CONVEY WITHOUT CHARGE TO THE CITY OF SPRINGFIELD (UNLESS
<br />TERMINATED BY EITHER CITY UPON THREE YEARS WRITTEN NOTICE) SPRINGFIELD SEWAGE NOT TO
<br />EXCEED I I C.F.S. FROM THE POINT OF INTERCEPTION OF THE SPRINGFIELD TRUNK SEWER WITH
<br />THE EUGENE SYSTEM NEAR 6TH AND HIGH STREET TO THE SEWAGE DISPOSAL PLANT.

<br />3. THE AMOUNT OF SEWAGE WHICH THE CITY OF SPRINGFIELD MAY DISCHARGE INTO THE EUGENE
<br />SYSTEM AT THE POINT OF INTERCEPTION NOT TO EXCEED I I C.F.S. THIS IS BASED UPON THE
<br />CAPACITY OF THE SPRINGFIELD OUTFALL LINE OF 24" WHICH WOULD AFFORD A POPULATION
<br />EQUIVALENT OF 15,000 PEOPLE, WHICH WE UNDERSTAND, IS THE SAME CAPACITY AS THE PRO-
<br />POSED DESIGN FOR THE SPRINGFIELD SEWAGE DISPOSAL PLANT AT THE SOUTHWEST CORNER OF
<br />GARDEN WAY ON THE WILLAMETTE RIVER.

<br />4. THE ANNUAL COST WOULD INCLUDE THE OPERATING COST PLUS 2% INTEREST ON THE INVEST-
<br />MENT OF THE PLANT PLUS 2% DEPRECIATION ON THE COST OF ALL UNITS OF THE PLANT EXCEPT
<br />THE MECHANICAL EQUIPMENT AND 7% DEPRECIATION ON THE COST OF MECHANICAL EQUIPMENT. THESE
<br />COSTS WILL BE PRORATED TO THE CITIES BASED UPON THE METERED QUANTITY OF SEWAGE TREATED.
<br />THE CITY OF EUGENE DOES NOT ANTICIPATE SPRINGFIELD PAYING ANY AMMORTIZATION COSTS OF
<br />THE PLANT.
<br />
<br />5. WITH REFERENCE TO #5, WE WOULD LIKE TO MENTION THAT THE ENGINEERS HAVE NOT
<br />PREPARED ANY PRELIMINARY PLANS, ESTIMATES OR REPORTS ON THE PROPOSED SEWAGE TREATMENT
<br />FACILITIES OTHER THAN THOSE COVERED IN THE METROPOLITAN STUDY.
<br />
<br />THE PLANT WILL, HOWEVER, PROVIDE FOR A RAW SEWAGE PUMPING STATION, GRIT REMOVAL
<br />AND SEWAGE GRINDING FACILITIES, PRIMARY SETTLING BASINS, FOLLOWED BY CHLORINATION
<br />AND SEPARATE SLUDGE DIGESTION FACILITIES. THE SLUDGE WOULD BE DEWATERED AFTER
<br />DIGESTION BY MEANS OF VACUUM FILTRATION. WHILE OUR PRELIMINARY STUDIES INDICATE THAT
<br />SOME SAVING CAN BE MADE BY THE INSTALLATION OF POWER GENERATING EQUIPMENT, FURTHER
<br />INVESTIGATION INTO THIS MATTER WILL NEED TO BE MADE BEFORE FINAL DECISION ON THE USE
<br />OF POWER GENERATING EQUIPMENT WILL BE MADE.
<br />
<br />THE PRELIMINARY ESTIMATE FOR THE COST OF CONSTRUCTING THE SEWAGE TREATMENT
<br />FACILITIES IS APPROXIMATELY $600,000. THE ANNUAL OPERATING COST NOT INCLUDING
<br />INTEREST OR DEPRECIATION IS ESTIMATED AT $40,000.

<br />6. THE CITY OF SPRINGFIELD WOULD CONTROL ALL SEWAGE AND SEWER CONNECTIONS UP TO
<br />THE SOUTHWEST CORNER OF GARDEN WAY AND THE CITY OF EUGENE WOULD CONTROL AND APPROVE
<br />ALL CONNECTIONS TO THE OUTFALL LINE WEST OF GARDEN WAY TO THE POINT OF CONNECTION
<br />WITH THE EUGENE SYSTEM.
