RONALD STREET BETWEEN 36TH A,ND 37TH AVENUE WAS REVI EWED. <br />THE CITY MANAGER ADVISED THAT SANITARY SEWERS FROM THIS AREA WOULD HAVE TO DRAIN <br />TO THE EAST INTO THE NEW TRUNK LINE SEWER BEING DESIGNED TO SERVE T~E SOUTH H~(YARD <br />AND SOUTH AMAZON AREA AND THE TRUNK LINE SERVING THIS AREA WOULD HAVE TO GO THROUGH <br />A GREAT DEAL OF VACANT PROPERTY AT THIS TIME. <br /> <br />IT WAS RECOMMENDED THAT THIS ,PROJECT BE WITHHELD UNTIL THE CITY WAS ABLE TO <br />INSTALL TRUNK LINES TO SERVE THIS AREA. <br /> <br />2., THE COMMITTEE REVIEWED THE FOLLOWING APPLICATIONS FOR VARIANCES: <br /> <br />A. REQUEST OF MRS. MAE H. FRY TO BUILD A DUPLEX ON LOT 2, BLOCK 3, AMON AND <br />MENNIS ADDITION ON EAST 24TH AVENUE WAS AGAIN REVIEWED AND WITHHELD FOR FURTHER STUDY. <br /> <br />B. THE REQUEST OF GALE ROBERTS FOR A VARIANCE OF THE THREE FOOT SETBACK LINE <br />IN THE EAST/WEST ALLEY BETWEEN 11TH AND 12TH AVENUE AND LINCOLN AND LAWRENCE STREET <br />WAS STUDIED. INASMUCH AS NO OTHER PERMANENT TYPE ~UILDINGS HAVE BEEN CONSTRUCTED TO <br />THE REAR PROPERTY LINE IN THIS AREA, IT W~S RECOMMENDED THAT THE VARIANCE BE DENIED. <br /> <br />3. THE CITy,MANAGER ADVISED THAT HE HAD REQUESTED THE SOUTHERN PACIFIC COMPANY TO <br />INSTALL WIG-WAG SIGNALS AT THE ,CROSSING OF THE SOUTHERN PACIFIC TRACKS WITH JEFFERSON <br />STREET. THE INSTALLATION OF TRAFFIC SIGNALS ON JEFFERSON STREET AND THE ESTABLISHMENT <br />OF THIS STREET AS A NORTH/SOUTH CROSS TOWN ARTERIAL HAS CONCENTRATED A GREAT DEAL OF <br />TRAFFIC AT THIS CROSSING AND IT WAS FELT THAT WIG-WAG SIGNALS SHOULD BE INSTALLED AT <br />THE EARLIEST POSSIBLE DATE. <br /> <br />THE SOUTHERN PACIFIC OFFICIALS HAVE ADVISED THAT COSTS OF THE SIGNAL WOULD AMOUNT <br />TO APPROXIMATELY $4,500 AND STATED,THAT THEY,WOULD INSTA~~ THEM IF THE CITY WOULb PAY <br />ONE-HALF OF THE COST.. <br /> <br />IT WAS RECOMMENDED BY THE COMMITTEE THAT THE CITY COUNCIL AUTHORIZE THE CITY'S <br />PARTJCIPATION IN THE INSTALLATION OF THESE SIGNALS ON A 50-50 BASIS PROVIDED THAT THE <br />COST WOULD NOT EXCEED $2,250 AND PROVIDED THAT THE SOUTHERN PACIFIC COMPANY WOULD <br />INSTALL, OPERATE AND MAINTAIN SAID SIGNALS." <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE REPORT OF THE COMMITTEE BE ADOPTED. <br />MOTION CARRIED. <br /> <br />A REPORT OF THE HEALTH & RECREATION AND FINANCE COMMITTEES WAS SUBMITTED AND READ AS <br />FOLLOWS: <br /> <br />"A MEETI NG OF THE HEALTH & RECREAT! ON AND FI NANCE COMMI TTEES WAS HELD ON FEBRUARY <br />9, 1953 WITH THE ,FOLLOWING, PRESENT: MAYOR JOHNSON; COUNCILMEN BOOTH, CRUMBAKER, SIEGEN- <br />THALER, WATSON AND ,OWEN; CITY MANAGER; CITY RECORDER AND PARKS SUPERINTENDENT. <br /> <br />I. IN REVIEWING THE 256 ACRES OF PARKS IN THE EUGENE PARK SYSTEM, IT WAS NOTED THAT <br />UNIVERSITY PARK, CONSISTING OF 2.58 ACRES AND EUGENE MEMORIAL SWIMMING POOL, CONSISTING <br />OF FIVE ACRES HAVE NOT BEEN OFFICIALLY DEDICATED FOR THE SOLE PURPOSE OF PARK AND <br />RECREATIONAL PURPOSES. IT WAS RECOMMENDED THAT THE CI~Y COUNCIL AUTHORIZE PROPER <br />PROCEEDINGS BE INSTITUTED WHEREIN THESE PARKS WOULD BE DEDICATED PERPETUALLY FOR THE <br />USE OF PARKS AND RECREATIONAL PURPOSES. IT WAS ALSO RECOMMENDED IN CONNECTION WITH <br />ALL AREAS INCLUDED IN THE PARK AND RECREATION SYSTEM RELATIVE TO THE PERMANENT DEDICA- <br />TION FOR PARKS AND RECREATIONAL PURPOSES, THAT FURTHER STUDY BE MADE. <br /> <br />2. THE COMMITTEE REVIEWED THE REQUEST FROM J. O. LINDSTROM, BUSINESS MANAGER or THE <br />UNIVERSITY OF OREGON TO EXTEND THE EXISTING LEASE OF SKINNER'S BUTTE HOUSING PROJECT <br />FOR AN ADDITIONAL THREE YEARS TO EXPIRE ON JUNE 30, 1959. THIS REQUEST WAS BASED UPON <br />THE FACT THAT THE UNIVERSITY IS CONFRONTED WITH THE EXPENDITURE OF APPROXIMATELY <br />$4,200.00 IN THE COST OF REPLACING THE PRESENT WOOD' SHINGLES THROUGHOUT.THIS PROJECT. <br /> <br />INASMUCH AS THE' PRESENT LEASE BETWEEN THE UNIVERSITY AND THE CITY DOES NOT EXPIRE <br />UNTIL JUNE 30, 1956 AND PROVIDES FOR A FIVE YEAR EXTENSION, RENEWABLE UPON THE JOINT <br />AGREEMENT BY THE UNIVERSITY OF OREGON AND THE CITY OF EUGENE, IT WAS RECOMMENDED THAT <br />THE PRESENT LEASE NOT BE CHANGED. <br /> <br />..... <br />
