<br />'~ <br />329 <br /> <br />e <br /> <br />~ <br />U; <br />00 <br /><1:. <br />~ <br />~ <br /> <br />AFTER CONSIDERABLE STUDY, IT WAS RECOMMENDED THAT THIS ORNAMENTAL LIGHTING <br />PROJECT OF THE BUSINESS SECTION BE INITIATED THROUGH PETITION OF THE PROPERTY OWNERS <br />AND BUSINESS PEOPLE DESIRING THE IMPROVEMENT IN THE'SAME MANNER AS ANY OTHER PUBLIC <br />IMPROVEMENT IS REQUESTED UNDER THE BANCROFT LAW AND UNDER SECTION 148A OF THE CHARTER <br />OF THE CITY OF EUGENE. IT WAS ALSO RECOMMENDED THAT THE RELATED COSTS SHOULD BE <br />ASSESSED AGAINST THE ABUTTING PROPERTY BENEFITrD BY THE IMPROVEMENT IN THE SAME <br />MANNER AS A STREET ASSESSMENT WOULD BE ASSESSED UNDER THE BANCROFT LAW WITH THE CITY <br />OF EUGENE PAYING tHE COST IN CONNECTION WITH ALLEY LIGHTS FOR SAFETY PURPOSES, AND <br />THE CITY WOULD PAY FOR THEIR PROPORTIONATE AMOUNT FOR THE WIDTH OF EACH ALLEY WAY <br />ABUTTING THE IMPROVEMENT. <br /> <br />I <br /> <br />e <br /> <br />2. THE REQUEST OF THE EUGENE WATER & ELECTRIC BOARD TO INSTALL UNDERGROUND VAULTS <br />FOR THEIR 12,000 VOLT NETWORK SYSTEM IN THE BUSINESS SECTION OF THE CITY WAS REVIEWED. <br />IT WAS BROUGHT OUT THAT PORTLAND, SEATTLE, SPOKANE AND BOISE HAVE INSTALLED SIMILAR <br />VAULTS UNDER THE SIDEWALK AND THAT, AFTER CONSIDERABLE STUDY, THIS SEEMS THE MOST <br />D~SIRABLE INSTALLATION 80R THE CITY OF EUGENE. MR. FRANCIS WHI TNEY, SYSTEM ENGINEER <br />FOR THE EUGENE WATER & ELECTRIC BOARD DESCRIBED THESE VAULTS A~ BEING OF REINFORCED <br />CONCRETE NINE FEET DEEP, 18 FEET LONG AND ELEVEN FEET WIDE. THEY WOULD BE COVERED <br />BY CONCRETE SLABS EXCEPT FOR A PORTION OF IRON GRrLL WORK FOR VENTI~ATING PURPOSES. <br /> <br />I <br /> <br />IT WAS GENERALLY AGREED tHAT PERMISSION SHOULD BE GRANTID THE EUGENE WATER & <br />E(ECTRIC BOARD TO INSTAL{ THESE TRANSFORMERS IN UNDERGROUND VAULTS AS REQUESTED, <br />PROVIDED THAT THEY WOULD NOT INTERFERE WITH EXISTING FOOTINGS OF PRESENT BUILDINGS, <br />UTI LI TI ES OR GENE'RAL DRAl NAGE FACI LI TI ES. I T WAS AGREED THAT THE PROPERTY OWNERS <br />ABUTTING SUCH AN INSTALLATION SHOULD BE CONTACTED TO AVOID AS MUCH INCONVENIENCE <br />AS POSSIBLE; THAT BEFORE PROCEEDING WITH THE INSTALLATION OF ANY PARTICULAR VAULT <br />THAT THE CITY OF EUGENE SHOULD BE CONTACTED RELATIVE TO PRESENT UTILITY SYSTEMS AND <br />THAT A REGULAR SIDEWALK PERMIT WOULD BE NECESSITATED THE SAME AS ANY OTHER UNDERGROUND <br />INSTALLATION, AND THAT EACH ONDIVIDUAL INSTALLATION MUST HAVE THE ~PPROVAL OF THE CITY. <br /> <br />IT WAS ALSO BROUGHT OUT THAT THE EUGENE WATER & ELECTRIC BOARD SHOULD ASSUME <br />COMPLETE RESPONSIBILITY FOR ANY LIABILITIES IN CONNECTION WITH THESE INSTALLATIONS <br />AND HOLD THE CITY HARMLESS IN CASE OF ANY ACCIDENTS OR TROUBLE ARISING FROM SAID <br />INSTALLATIONS. IT WAS BROUGHT OUT BY MEMBERS OF THE EUGENE WATER & ELECTRIC BOARD <br />THAT THESE INSTALLATIONS SHOULD BE SAFER AND EFFECT A BETTER SERVICE TO THE DOWNTOWN <br />AREA THAN THE PRESENT OVERHEAD TRANSFORMER LOCATIONS. IT WAS SUGGESTED THAT FINAL <br />APPROVAL BE WITHHELD UNTIL ATTORNEYS FOR THE WATER BOARD AND THE CITY OF EUGENE HAD <br />PRESENTED A SATISFACTORY CONTRACT IN CONNECTION WITH THE WATER BOARD'S LIABILITY. <br /> <br />.' <br /> <br />'::,.- <br /> <br />3. THE COMMITTEE NOTED THE INSTALLATION OF A CURB SIDEWALK ON THE NORTHEAST CORNER <br />OF 23RD AND UNIVERSITY BY ROBERT CROSS. THE SIDEWALK WAS BEING INSTALLED AT THE CURB <br />LINE FROM THE UNIVERSITY STREET INTERSECTION TO THE DRIVE~AY ABOUT MIDWAY OF' THE LOT, <br />AND F.ROM THE DRIVEWAY ON EAST TO THE ALLEY; IT WAS BEING INSTALLED ON THE PROPERTY <br />LINE, CONFORMING WITH THE SIDEWALK CONTINUING EAST TO THE EDISON SCHOOL. ALTHOUGH <br />iT WAS AGREED BY MEMBERS OF THE COMMITTEE THAT THIS PARTICULAR INSTALLATION OF CURB <br />SID8WALK SEEMED FEASIBLE AND NOT OBJECTIONABLE, IT WAS DiFFICULT TO RECOMMEND <br />APPROVAL BECAUSE IT WASI INGONSISTENT WITH PRESENT POLICIES OF REQUIRING EITHER <br />PROPERTY LINE SIDEW~~KS OR CURB SIDEWALKS CONSISTENTLY THROUGHOUT THE BLOCK. <br /> <br />I <br /> <br />4. THE PETITION TO RtMOVE THE OLD BARN AT 1657 WILSON STREET IN BERKELEY PAR~ <br />ADDITION WAS REVIEWED AND IT WAS RECOMMENDED THAT THE PRESCOTT CORPORATION BE GIVEN <br />30 DAYS IN WHICH TO STIPULATE WHETHER THEY WOULD BE ABLE TO COMPLETE THEIR HOUSING <br />PROJECT IN THIS AREA THIS SUMMER OR WHETHER THEY WOULD MOVE THE BUILDING MATERIALS <br />INSIDE IN ORDER TO ELIMINATE THE UNSIGHTLY BARN IN THIS AREA. <br /> <br />e <br /> <br />5. THE COMMITTEE REVIEWED THE APPLICATION OF JOHN A. TIFFANY' TO DRILL A WELL AT <br />THE EAST END OF THE TIFFANY BUILDING ON PARK STREET APPROXIMATELY 25 FEET NORTH OF <br />THE SOUTHEAST CORNER OF THE BUILDING. THE CAPACITY OF THIS WELL WOULD BE APPROXI- <br />MATELY 60 GALLONS PER MI NUTE WI TH TH'E WATER TO BE USED FOR AI R CONDI TI ONI NG PURPOSES <br />ABOUT TEN HOURS A DAY FOR THREE MONTHS IN THE SUMMER SEASON. <br /> <br />IT WAS RECOMMENDED THAT APPROVAL BE GIVEN TO DRILL THIS WELL WITH THE UNDER- <br />STANDING THAT GENERAL SAFETY PROVISIONS BE COMPLIED WI TH AND THAT AN EQUITABLE PAYMENT <br />WOULD BE MADE TO THE CITY OF EUGENE FOR SEWER SERVICE CHARGES IN ACCORDANCE WITH <br />ORDINANCE No. 8610, WHICH STIPULATED THAT ANY SEWER USERS WHO ARE NOT 'CUSTOMERS OF <br />THE C,TY'S PUBLIC UTILITY WOULD PAY SIMILAR AND JUST CHARGES AS THOSE BASED ON <br />METERED WATER CONSUMPTION FROM THE WATER BOARD. IT WAS ALSO NOTED THAT THERE ARE <br />SEVEN OTHER KNOWN WELLS IN THE BUSINESS AREA WHICH SHOULD ALSO BE CHARGED FAIR AND <br />EQUITABLE AMOUNTS FOR SEWER SERVICES IN CONNECTION WITH WATER FROM THESE WELLS DURING <br />THE SUMMER SEASON. <br /> <br />I <br /> <br />6. IMPROVEMENT PETITIONS - THE COMMITTEE REVIEWED THE PETITION FOR PAVING TYLER <br />STREET FROM 18TH TO 21ST AVENUE, CONTAINING 84.45% OF PROPERTY OWNERS ON THE EAST <br />SIDE. ALL OF THE WEST SIDE IS OWNED BY THE CITY OF EUGENE AS AIRPARK PROPERTY. IT <br />WAS BROUGHT OUT THAT THE COST OF IMPROVING THIS STREET WOULD AMOUNT TO BETWEEN $7,000 <br />AND $8,000 TO THE CITY OF EUGENE AND UNDER THE PRESENT FINANCIAL PROGRAM, THERE WERE <br />NO FUNDS AVAILABLE. THERE WAS ALSO A QUESTION AS TO F.H.A. FINANCING OF HOMES <br />ADJACENT TO AN AIRPORT." <br /> <br />e <br /> <br />~ <br />
