IT WAS NOTED <br />THAT T~E CONDITION OF THE FA~RGROUNDS HAb BEEN CLEANED' UP AND PAINTED AND H~D A MUCH <br />BETTER APPEARANCE THAN A YEA~ AGO. THE MANAGER OF THE FAIRGROUNDS ADVISED THAl UNDER <br />THE PRESENT CONTRACT THE FERTILIZER WAS HAULED AWAY THREE TiMES A WEEK; HOWEVER SHE <br />AGREED TO"HAVE THI~ CONTRACT RtVISED WHEREIN THEY WOULD HAUL THE FERTILIZER AWAY EVERY <br />DAY. IT WAS SUGGESTED THAT A CHECK BE MADE WITH THE COUNTY HEALTH'DEPARTMENT TO ASSURE <br />THAT PROPER SANITARY CONDITIONS WERE MAINTAINED AT ALL TIMES. MR. ROBERT HALL' OF Bi.. YTHE' AND CO., <br />PORTLAND WAS ASKED to COME TO EUGENE AND ANALYZE VARIOUS FINANCING PROGRAM AND BONDING <br />PROCEDURES. MR. HALL FIRST MENTIONED THAT A PARTIAL SOLUTION TO THE PARKING PROBLEM <br />WAS A VERY SIMPLE ONE - THAT OF RAISING THE RATES ON PRESENT PARKING METERS THROUGHOUT <br />THE CENTRAL BUS I NESS AREA. HE STATED THE OBJECT I V E S Of t HIS WOULD BE: (I ) TO Ell M I NATE <br />PRESENT LONG TIME PARKERS (METER FEEDERS WHO LEAVE THEIR CARS PARKED AT THE CURB ALL DAY <br />LONG, THEREBY OCCUPyiNG VALUABLE SPACE FOR SHORT TIME SHOPPERS). (2) By RAISING THE <br />PRESENT METER RATES TO FIVE'CENTS'FOR THIRTY MINUTES AND TEN CENTS FOR ONE HOUR, THAT <br />IT WOULD ENCOURAGE THE DEVELOPMENT Of OFF-STREET PARKING FACILITIES BY PRIVATE CAPITAL. <br /> <br />.' <br /> <br />I <br /> <br />IN GOING INTO THE FINANCING AND BONDING OF OFF-STREET PARKING FACILITIES, MR. HALL <br />SUGGESTED THE FOLLOWING PROGRAM AS BEING MOST EQUITABLE AND DESIRABLE IN ORDER TO MAKE <br />THE BONDS S~LEABLE: (IJTHAT ONE-HALF OF THE COST OF THE LOTS AND IMPROVEMENTS BE <br />ASSESSED AGAINST THE CENTRAL BUSINESS PROPERTY BENEFITED WITHIN A RADIUS WHICH COULD <br />BE ESTABLISHED AS DIRECTL~ BENEtlTED BY SUCH AN IMPROVEMENT. HE SUGGESTED THAT THIS <br />BE SET UP ON A BASIS OF SQUARE FOOTAGE BY ZONES WHEREIN THE ZONES WOULD BE BASED ON <br />FRONT FOOTAGE OF LOT AND ALSO UPON'DlsTANCE FROM THE PARKING LOT. (2) THAT THE OTHER <br />HALF OF THE COST Of THE LOTS AND IMPROVEMENTS WOULD BE PAYABLE FROM PARKING METER FUNDS <br />BOTH ON STREET AND OFF-ST'REETJ. HALL RECOMMENDED THAT INSTEAD OF PLEDGING ANY PARTICULAR AMOUNT THAT THE CITY <br />pLEDGE THE ENTIRE REVENUES FROM THE ON-S~REET PARKING METER FUNDS WHICH WOULD FURTHER <br />ASSURE THE CONTINUITY AND EXPANSION OF THIS PROGRAM. HE STATED THAT If ONLY AN AMOUNT <br />OF $25,000 WERE PLEDGED THAN THE SA~E OF BONDS FOR ADDITIONAL' IMPROVEMENTS AT A LATER <br />DATE WOULD BECOME MORE DIFFICULT; HOWEVER, IT WAS AGREED THAT A STIPULATED AMOUNT SUCH <br />AS $25,000 PER YEAR COULD BE PUT INTO THE OFF-STREET PARKING FUND TO ASSURE THE CONTINUED <br />EXPANSION OF THIS PROGRAM. <br /> <br />MR.' IT <br />WAS BROUGHT OUT THAT IN THE EUGENE PARKING STUDY THE CORE OF THE BUSINESS AREA BETWEEN <br />THE PERIOD OF 10:00 A.M. AND 6:00 P.M.
