CARL WENDT, GENERAL MANAGER OF CITY TRANSIT LINES GAVE A DETAILED REPORT OF <br />THE PRESENT CONDITION OF THE CITY TRANSIT LINES OPERATION~ IN EUGENE AND SALEM. HE <br />ADVISED THAT THELAST'FOUR MONTHS AS SHOWN, RESULTS HAVE ACTUALLY JEOPARTIZED CON- <br />TINUED BUS SERVICE BECAUSE OF THE REDUCT10N IN VOLUME OF TRANSIT LINES BUSINESS. HE <br />SHOWED THAT WITH A REDUCTION OF INCOME AND LOSS OF REVENUE THAT THEY HAVE HAD AN <br />INCREASE IN OPERATIONS FROM GASOLINE, DRIVER'S WAGES, MECHANICS AND GENERAL OPERATING <br />EXPENSE AND THAT THEY HAD DEFERRED A REQUEST FOR A RATE INCREASE AS LONG AS POSSIBLE. <br />HE ADVISED THAT THEY COULD NOT FINANCE NEW EQUIPMENT WITH THE PRESEN1 RATE STRUCTURE <br />AND THAT ALL OTHER CITI ES OF THIS SIZE OR LARGER HAVE FARES NOW OF '5~ OR MORE (EXCEPT <br />SALEM WHICH IS ALSO BEING REQUESTED TO RAISE THEIR FARES CONCURRENTLY WITH THOSE OF THE <br />CITY OF EUGENE). THIS RATE INCREASE AS OUTLINED BY MR. WENDT WOULD RAISE THE CASH FARE <br />FOR ADULTS FROM 12 TO 15~ FOR BUS FARES; 8 RIDE TICKETS FOR $1.00 WHICH RAISES THE <br />PRESENT'RATE FR'OM 11-1/4~ TO 12-1/2~, WITH I/.2 FARE FqR CHILDREN, 5 TO 12 YEARS - 8~ <br />(PRESENT 6n - SCHOOL RATE, 20 RIDES FOR $1.50 (PREVIOUSLY $1.20). <br /> <br />IT WAS RECOMMENDED BY MEMBERS OF THE COMMITTEE THAT THE CITY COUNCIL APPROVE <br />THESE INCREASES IN BUS RATES AND THAT THE CITY ATTORNEY PREPARE AN ORDINANCE FOR A <br />REGULAR HEARING TO BE HELD JUNE 22, 1953 WITH PROPER NOTIFICATIONS IN THE EUGENE <br />REGI STER GUARD. <br /> <br />2. THE COMMITTEE AGAIN REVIEWED THE PROPOSED TELEVISION ORDINANCE FOR THE CI TY or <br />EUGENE. MR. WILLIAM ELKINS, REPRESENTING THE TELEVISION PEOPLE GAVE HIS OPINION OF <br />THE ORDINANCE AND SUGGESTED VARIOUS CHANGES. PHILLIPS POINTED <br />OUT THAT ALL THE OLDER BUILDINGS WERE BUILT TO THE ALLEY AND HE FELT IT WAS PENALIZING <br />HIM TO REQUIRE HIS STRUCTURE TO SET BACK AS IT WOULD BE THE ONLY 40 FOOT LOT IN THE <br />BLOCK TO BE SO AFFECTED. <br /> <br />THE BOARD DECIDED THAT7THE SETBACK SHOULD BE'MAINTAINED AND FURTHER VOTED TO REFER <br />THE MATTER TO THE PLANNING COMMISSION. THE REQUEST WAS DENIED. <br /> <br />2. MR. AND MRS. THOMAS I. CHAPMAN .OF 2381 FAIRMOUNT BOULEVARD, THROUGH THEIR ARCHITECT, <br />REQUEST WAIVER OF THE REQUIRED 20 FOOT SETBACK FOR GARAGES. THEY PROPOSE TO CONSTRUCT <br />A SINGLE CAR GARAGE ON McMORRAN DRIVE WHICH WILL BE CLOSER TO THEIR EXISTING GARAGE ON <br />FAIRMOUNT BOULEVARD. THE PROPOSED GARAGE IS rOR THE SAME ALIGNMENT AND LEVEL OF THE <br />RESIDENCE FOR THE EXPRESS BENErlT or MR. CHAPMAN WHO, DUE TO A RECENT ILLNESS, FINDS <br />IT A PHYSICAL IMPOSSIBILITY TO NEG~TIATE THE GRADE FROM THE GARAGE ON FAIRMOUNT BLVD. <br />TO HIS RESIDENCE. THE GARAGE AS PLANNED WOULD HAVE A SETBACK or 9 FEET 6 INCHES FROM <br />THE PROPERTY LINE AND WOULD REQUIRE A 25 FOOT APRON FOR THE DRIVEWAY ENTRANCE. <br /> <br />THE CHAPMAN RESIDENCE BEING THE ONLY ONE ON THE NORTH SIDE OF McMORRAN DRIVE, <br />THERE WOULD BE NO OBSTRUCTION TO OTHER RESIDENTIAL PROPERTIES. THERE BEING NO STREET <br />PARKING ON THE DRIVE, THE BOARD GRANTED THE REQUEST WITH THE PROVISION THAT THE GARAGE <br />ON FAIRMOUNT BOULEVARD BE REMOVED. THIS STIPULATION MEETS WITH OBJECTION FROM THE <br />OWNERS AS,THE STRUCTURE IS BUILT ENTIRELY OF CONCRETE I,NCLUDING THE FLOORS, WALLS AND <br />ROOF.
