OREN KING, CITY MGR., ASKED PERMISSION TO BRIEFLY DE~CRIBE ACTIVITIES of <br />THE CITY IN CONNECTION WITH OVERALL PARKING PROGRAM FOR CENTRAL BUSINESS DISTRICT; <br />HE STATED THAT COUNCIL COMMIT[EE HAS ORDERED NEW PARTS FOR PARKING METERS IN DOWN- <br />TOWN AREA, WITH INTENTION OF CONVERTING MANY OF THESE FROM PRESENT 5i PER HOUR RATE <br />TO 5i PER HALF-HOUR, OR. 10i PER HOUR, TO DI SCOURAGE "METER PLUGGI NG," TO PROVI DE <br />TURNOVER OF CURBSIDE SPACES IN PRINCIPAL DOWNTOWN AREA FOR SHOPPERS. <br /> <br />e <br /> <br />MR. KING DESCRIBED THE AREA IN WHICH INCREASED METER RATES WOULD BECOME <br />EFFECTI VE FROM 6TH 'TO II TH STREET ON WI LLAMETTE, AND FROM OAK TO Oll VE STREETS ON <br />EAST AND WEST BROADWAY; REVIEW OF METERS IN OTHER PORTIONS OF THE CENTRAL DOWNTOWN <br />AREA WILL ALSO BE MADE, WITH SHIFT OF SOME OF THESE TO SHORTER TIMES, AS THOSE NEAR <br />BANKS, LIQUOR STORE, ETC., WHILE STILL OTHERS MAY HAVE TIME LENGTHENED, PERHAPS TO <br />2 HOURS. <br /> <br />I <br /> <br />MR. KING ALSO STATED THAT THE CITY COUNCIL IS PROCEEDING WITH ITS STUDY OF <br />FORMULATING A BOND ISSUE FOR ACQUISITION OF LOCATIONS FOR OFF-STREET PARKING LOTS, <br />AND THAT ANNOUNCEMENT OF THESE PLANS WILL BE MADE SHORTLY. HE SAID THE COUNCIL <br />WOULD APPRECIATE AN EXPRESSION FROM THE RETAIL MERCHANTS COMMITTEE IN SUPPORT OF <br />THE REASONS FOR THE CHANGE IN METER RATES, AIMED AT IMPROVING THE PARKING CONDITIONS <br />IN THE CENTRAL DOWNTOWN AREA. <br /> <br />MOTION WAS MADE BY JACOBS, SECONDED BY RITCHIE, TO THE EFFECT THAT THE RETAIL <br />MERCHANTS COMMITTEE APPROVED THE LINE OF THINKING OF THE CITY COUNCIL WITH RESPECT <br />TO NEED FOR INCREASE IN PARKING METER RATES ON CERTAIN DOWNTOWN STREETS, AS A MEANS <br />OF I NCREASI NG TURNOVER RATE OF SUCH CURBSI DE PARKI NG SPA.CES. THE MOTION CARRI ED." <br /> <br />'. <br /> <br />2. THE COMMITTEE REVIEWED A MODEL ORDINANCE DEFINING, REGULATING AND LICENSING TRANSIENT <br />AND ITINERANT MERCHANTS FOR THE PURPOSE OF ENGAGING IN A TEMPORARY BUSINESS OF SELLING OR <br />DEALING GOODS WITHIN THE CITY, USES OR OCCUPIES ANY BUILDING OR PRESENT BUSINESS FOR THE <br />PURPOSE. THE MAIN OBJECTIVE I N SETTING UP SUCH AN ORDINANCE WOULD BE TO LICENSE AND <br />REGULATE ITINERANT MERCHANTS WHO LOCATE IN AN ESTABLISHED STORE, THEREBY COMPLYING WITH <br />LOCAL STIPULATIONS UNDER THE PRESENT ORDINANCE, AND PROCEED TO SOLICIT THE CITY FOR A <br />SHORT TIME AFTER WHICH THEY HAVE MOVED TO ANOTHER CITY. THE STUDY OF THIS PROPOSED <br />ORDINANCE WAS LEFT FOR FURTHER CONSIDERATION. <br /> <br />I <br /> <br />3. THE COMMITTEE AGAIN REVIEWED THE BIDS FOR THE PAVING OF CHAMBERS STREET FROM 13TH <br />TO 18TH AVENUE. IT WAS NOTED THAT 17 PROPERTY OWNERS CONSTITUTING ALMOST 100% ON THE <br />WEST SIDE OF CHAMBERS STREET HAD SIGNED A PETITION REQUESTING THE HEAVY DUTY ASPHALTIC <br />PAVING AT $8.50 PER FRONT FOOT INSTEAD OF THE CONCRETE PAVING AT AN ESTIMATED COST OF <br />$9.45 PER FRONT FOOT. <br /> <br />INASMUCH AS THE CITY ENGINEER AND CITY MANAGER STATED A PROPER SUBGRADE EXISTED AND <br />THAT THE ASPHALTIC CEMENT PAVING WOULD CONSTITUTE A SATISFACTORY JOB, I T WAS RECOMMENDED <br />BY THE COMMiTTEE T~AT THE BID BE AWARDED TO T~ C. WILDISH AT THEIR LOW BID OF $31,252.75. <br /> <br />e <br /> <br />4. THE COMMITTEE REVIEWED THE REQUEST OF MR. E. N. RHOADS FOR A VARIANCE PERMITTING <br />THE CONSTRUCTION OF AN OFFICE BUILDING AT THE NORTHEAST CORNER OF JEFFERSON STREET AND <br />8TH AVENUE FOR THE PURPOSE OF HOUSING THREE OR FOUR PHYSICIANS OR PENTISTS. IT WAS NOTED <br />THAT THIS CORNER IS IN THE R-3 ZONE APPROXIMATELY 100 FEET SOUTH OF THE PRESENT C-I <br />LIMITED COMMERCIAL DISTRICT WHICH PERMI TS THIS TYPE OF USE. IT WAS RECOMMENDED THAT <br />THIS REQUEST BE INCLUDED IN CONNECTION WITH OUR PRESENT OVER-ALL VARIANCE AND ZONING <br />STUDY. <br /> <br />5. THE COMMITTEE DROVE OVER TO THE SPRINGFIELD SEWAGE TREATMENT PLANT TO STUDY THE <br />REQUEST OF THE SPRINGFIELD UTILITY BOARD FOR A TEN FOOT'EASEMENT (30 FEET FOR CONSTRUCTION) <br />FOR THE INSTALLATION OF A 30-INCH OUTFALL LINE ACROSS CITY PROPERTY FROM THE SPRINGFIELD <br />SEWAGE TREATMENT PLANT TO THE WI LLAMETTE RI VER. <br /> <br />IT WAS RECOMMENDED THAT PRIOR TO GRANTING THIS EASEMENT, THAT THE SPRINGFIELD UTILI TY <br />BOARD OBTAIN NECESSARY APPROVAL OF THE U. S. ARMY ENGINEERS AS WELL AS THE STATE SANI TARY <br />AUTHORITY IN CONNECTION WI TH THE LOCATION OF THIS OUTFALL LINE, AS WELL AS PROPER <br />DIFFUSION OF THE EFFLUENCE INVOLVED. <br /> <br />I <br /> <br />IT IS PARTICULARLY IMPORTANT THAT THIS OUTFALL LINE BE INSTALLED AT THE PROPER <br />DEPTH AND EXTEND FAR ENOUGH INTO THE RIVER SO THAT PROPER DIFFUSION MAY TAKE PLACE AT <br />ALL TIMES, EVEN DURING LOW WATER. <br /> <br />e <br /> <br />BEFORE GRANTING THIS EASEMENT IT WAS SUGGESTED THAT EUGENE AND SPRINGFIELD AGREE <br />UPON PROPER RIP-RAPPING ALONG THIS NORTH BANK FOR PROTECTION OF PROPERTY OF BOTH EUGENE <br />AND SPRINGFIELD. ALSO BEFORE GRANTING THIS EASEMENT, COMPLETE PLANS OF THIS OUTFALL <br />LINE SHOWING THE OUTFALL DIFFUSER PIPE AND GENERAL BANK PROTECTION I NVOLVED, AS WELL AS <br />LOCATION OF THE OUTLET IN THE PROPER LOCATION TO ASSURE SANITARY OPERATIONS THE YEAR <br />AROUND. <br /> <br />~ <br />
