THE FIRST I TEM WE WISH TO PROTEST <br /> I S THE REZONING FOR CENTRAL BUSINESS OF THE AREA BETWEEN WILLAMETTE AND HIGH, 15TH <br /> AVENUE AND WITHIN A HALF A. BLOCK OF 19TH AVENUE. THE LEAGUe; OF WOMEN VOTERS AT ITS <br />.. ANNUAL MEMBERSHIP MEETING, MARCH 25TH, 1953 WENT ON RECORD AS ITEM 3 OF IT'S PLATFORM, <br /> AS FAVORING COUNTY AND CITY ZONING AND PLANNING AND BELIEVE THAT THE CITY COUNCIL SHOULD <br /> " OBSERVE THE RECOMMENDATIONS OF ITS PLANNING COMMISSION. ON CHECKING THE ZONING MAP OF <br /> 1 THE CITY WE FIND THAT THERE ARE OVER 60 BLOCKS WHICH ARE ALREADY ZONED FOR CENTRAL <br /> BUSI NESS. WE HAVE INVESTIGATED THESE BLOCKS AND FIND THAT NEARLY TWENTY OF THEM ARE <br /> t NOT I N USE FOR THIS PURPOSE AT THE PRESENT TIME. THEY COULD BE SO UTILIZED AND ADD AN <br /> ADDITIONAL ONE/THIRD TO THE PRESENT CENTRAL BUSINESS AREA. WE FIND ALSO THAT THE PLANNI NG <br /> " COMMISSION HAS APPROVED AN ADDITIONAL 6 BLOCKS FOR CENTRAL BUSINESS WHICH WILL COME UP <br /> I <br /> FOR YOUR APPROVAL TONIGHT. WE BELIEVE THAT IF YOU GRANT THIS ADDITIONAL AREA AS APPROVED <br /> BY THE PLANNING COMMISSION,THIS SHOULD BE MORE THAN SUFFICIENT FOR THE BUSINESS INTERESTS <br />I OF EUGENE. IT REPRESENTS A 10 PERCENT INCREASE IN ZONED AREA OR 15 PERCENT INCREASE IN, <br /> ,I AREA ACTUALLY USED FOR BUSINESS. THE AREA. UNDER CONSIDERATION IS NOW ZONED FOR MULTIPLE <br /> FAMILY DWELLINGS. <br /> ADEQUA TE HOUSING IS VERY, IMPORTANT TO THE ECONOMIC STABILITY OF ANY COMMUNITY. To <br /> REZONE THIS AREA WOULD BE A VIOLATION OF FAITH WITH THE PERSONS WHO HAVE BUILT THERE. <br /> WHILE WE FEEL THAT THE SCHOOL ADMINISTRATORS CAN SPEAK MORE EFFECTI VE.LY THAN WE ON ,THE <br /> NEXT POINT, WE BELIEVE THAT I T WI LL ALSO JEOPARDIZE THE SUCCESSFUL OPERATION OF THE NEW <br /> HIGH SCHOOL. WE WISH TO POINT OUT, AS CITIZENS, WE HAVE INVESTED NEARLY $4,000,000 IN .. <br />e THIS HIGH SCHOOL AND FEEL THAT WE HAVE THE RIGHT TO DEMAND THE CITY COUNCIL PROTECT THIS <br /> INVESTMENT. <br /> THE SECOND ITEM WE ARE PROTESTI NG I S THE ADOPTION OF THE REVISED BENNETT REPORT, <br /> WITH ITS LIBERALIZATION OF THE ZONING VARIANCE CLAUSE. MR. CHARLES BENNETT WAS ASKED TO <br /> STUDY THE EUGENE SITUATION AFTER CITIZENS HAD PROTESTED THE TOO LIBERAL USE OF THE <br /> VARIANCE CLAUSE OF THE ZONING CODE BY THE CITY COUNCIL TO, IN EFFECT, SPOT ZONE EUGENE. <br /> HIS REPORT IF ADOPTED WOULD HAVE DONE MUCH TO TIGHTEN THE ZONING CODE AND RELIEVE THE <br /> :1 CI TY COUNCIL OF MUCH PRESSURE FOR SPOT ZONING. THE REVISION OF HIS REPORT I S A. DE N I A L <br /> ii <br /> OF THE CI TI ZENS' DESIRE TO HAVE THE PROTECTION OF A ZONING CODE WHICH CANNOT BE CHANGED <br /> 'I <br /> I AT THE WHIM OF EACH COUNCIL SESSION. <br /> THE LEAGUE OF WOMEN VOTERS, AS ITEM 6 OF ITS PLATFORM STANDS FOR CITIZENS PARTICI- <br /> PATION I N GOVERNMENT, IT BELIEVES THAT THE BEST I NTEREST OF ALL THE CITIZENS CAN BE PROTEC- <br /> TED THROUGH THE USE OF THE PLANNING COMMISSION, WHICH IS DEVOTED TO THE STUDY AND RECON- <br />I CILIATION OF ALL THE VARIOUS NEEDS,OF THE CITY THROUGH EFFECTIVE PLANNING AND ZONING. I <br /> AT A SPECIAL BOARD MEETING OF THE LEAGUE OF WOMEN VOTERS THIS WEEK THE AGENDA FOR <br /> TONIGHTS CITY COUNCIL MEETING WAS STUDIED. AFTER MUCH CONSIDERATION OF ALL THE ITEMS <br /> I THE BOARD VOTED UNANIMOUSLY TO ASK THE CITY COUNCIL TO VOTE NEGATIVELY ON THESE TWO <br /> ITEMS.
