THE COMMITTEE, DESIRING TO LIMIT REGULATIVE <br /> ORDINANCES TO SUBJECTS AND ACTIVITIES THAT PRESENT A REAL HAZARD TO PUBLIC SAfETY, <br /> GAVE fULL CONSIDERATION TO THE PROPOSED ORDINANCE. THE TRAGIC EXPERIENCES Of NUMER- <br /> OUS COMMUNITIES, ESPECIALLY THE THREE SEPARATE INCIDENTS IN AUGUST TAKING THE LIVES <br /> Of ELEVEN CHILDREN, WERE RECALLED. IT WAS NOTED ALSO THAT QUITt A NUMBER Of CITIES <br /> HAVE RECOGNIZED THE ABANDONED ICEBOX OR SIMILAR DEVICE AS A REAL MENACE AND HAVE <br /> ALREADY ENACTED LEGISLATION DESIGNED TO REDUCE THIS DANGER. <br /> IT IS THE RECOMMENDATION Of'THE COMMITTEE THAT AN ORDINANCE SIMILAR 'TO THE NIMLO <br /> MODEL ORDINANCE ENACTED I N THE I NTEREST Of THE PUBLIC SAfETY Of THE COMMUNITY. IT IS I <br /> BELIEVED ADVISABLE TO DELETE THE WORDS "OUTSIDE Of ANY BUILDING OR DWELLING" fROM BOTH <br /> SECTIONS 8-1501 AND 8-1502 Of THE MODEL ORDINANCE. I <br /> 2. LIMITED PARKING ON WEST 11TH AVENUE BETWEEN LINCOLN AND LAWRENCE STREET.
