STA TE HIGHWAY REQUEST FOR FRANKLIN BOULEVARD LIGHTS - THE MATTER OF I NSTALLI NG I <br /> FOUR, 2000 LUMEN MERCURY VAPOR UNITS FROM THE END OF THE PRESENT LIGHTING TO .THE EAST I <br /> CITY LIMITS ON FRANKLIN BOULEVARD AS REQUESTED BY THE STATE HIGHWAY QEPARTMEMT WAS <br /> BROUGHT UP AND INASMUCH AS THIS WAS A. PORTION OF A PROJECT INWHICH THE CITY OF SPRING- <br /> FIELD WILL INSTALL LIGHTS TO THEIR WEST CITY LIMITS AND THE STATE HI GHWA'y WI LL INSTALL <br /> SIMILAR UNITS ALONG THE REMAINING PORTION OF THE HIGHWAY BETWEEN THE TWO CITIES, THE <br /> COMMI:rTEE RECOMMENDS. RESIDENTIAL STREET LIGHTS - THE CITY MANAGER REPORTED THAT THE PRESENT DAY STANDARD <br /> FOR .A CORNER S TR E E T LIGHT IS A 6000 LUMEN INCANDESCENT LIGHT AT AN AVERAGE COST OF <br />;er $150.00 AND IS USED AND RECOMMENDED BECAUSE OF ITS AIBILITY TO SPREAD THE LIGHT ALONG <br /> THE STREET IN PREFERENCE TO THE MERCURY VAPOR UNIT AT AN AVERAGE COST OF $275.00 PER <br /> UNIT WHICH GIVES A STRONG INTENSITY DIRECTLY UNDER THE LI GHT. THE COMMI TTEE DISCUSSED <br /> il THE MATTER THOROUGHLY AND RECOMMENDS THAT THE CITY MANAGER BE AUTHORIZED TO INSTALL <br /> , <br /> 'I TWENTY-ONE, 6000 INCANDESCENT LIGHTS AT VARIOUS INTERSECTIONS THROUGHOUT THE CITY WHICH <br /> ARE PRESENTLY WITHOUT LIGHTS AND MAKE CERTAIN ADJUSTMENTS OF LIGHTS ON ARTHUR AND CLEVE- <br /> LAND STREETS SOUTH OF 18TH AVENUE. <br /> I <br /> .6. REQUEST FOR THE ESTABLI SHMENT OF 30-M I NUTE PARKING ZONES - THE CITY MANAGER REPORTED <br /> THAT REQUESTS HAD BEEN RECEIVED FOR THE ESTABLISHMENT OF 30-MINUTE PARKING ZONES I N FRONT <br />I OF THE BUSINESS,PROPERTIES LOCATED AT 643 TO 651 EAST 13TH AVENUE. (SAUNDERS CLEANERS <br /> " AND MARLATT HEATING COMPANY) AND 495 WEST 8TH AVENUE (KEN'S MARKET). THE REQUEST IS <br /> II MADE BECAUSE OF TROUBLE WITH ALL DAY PARKERS. IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THIS PROPOSAL BE <br /> APPROVED. <br />e 8. TRAFFIC SIGNAL LIGHT - 13TH AVENUE AT OLl VE AND I I TH AVENUE AT POLK - THE CITY <br /> MANAGER PROPOSED THAT THE CENTRAL TRAFFIC SIGNAL LIGHT AT THE INTERSECTION OF 13TH AVENUE <br /> AND OLIVE STREET BE REPLACED WITH FOUR CORNER CONTROLLED INSTALLATIONS AND SYNCHRONIZED <br /> WI TH OTHER INSTALLATIONS ON OLIVE STREET. THAT THE CENTRAL TRAFFIC SIGNAL LIGHT THUS <br /> REMOVED BE INSTALLED AT THE INTERSECTION OF I I TH' AVENUE AND Po L K S T R E. E T . RESTRICT PARKING WEST SIDE OF FILMORE STREET - BECAUSE FILMORE S~REET BETWEEN WEST <br /> I I TH AVENUE AND THE DEDICATED RIGHT OF WAY OF WEST BROADWAY IS ONLY TWENTY FEET IN WIDTH <br /> IT WAS PROPOSED THAT PARKING ON THE WEST SIDE OF FILMORE WITHIN THIS SECTION BE PROHIBITED. <br /> THE COMMITTEE RECOMMENDS THAT THIS PROPOSAL BE APPROVED. <br /> 10. REQUESTED STOP SIGNS AT 23RD AVENUE AND UNIVERSITY STREET - A REQUEST FOR STOP SIGNS <br /> AT THE, I NTERSEC T ION OF. 23RD AVENUE AND UNIVERSITY STREET WAS INVESTIGATED AND REPORTED BY <br /> THE TRAfFIC ENGINEER. THE COMMITTEE RECOMMENDS THAT THE REQUEST BE DENIED. tI <br />I <br /> IT WAS MOVED BY SIEGENTHALER, SECONDED BY OWEN THAT THE REFERENCE IN [TEM No. I 01" THE <br /> REPORT TO THE "EMERGENCY FUND" BE CHANGED TO READ "CIVIC EMERGENCY FUND".
