IT IS RECOMMENDED THAT THE PROJECT BE GIVEN APPROVAL AND <br />THE CITY MANAGER BE INSTRUCTED TO CONTACT OTHER PROPERTY OWNERS ALONG 17TH AVENUE <br />OF WALNUT STREET TO AGATE STREET TO DETERMINE IF THE PROJECT CAN BE EXTENDED. <br /> <br />I <br /> <br />WAS <br />THAT <br />WEST <br /> <br />~ <br /> <br />2. COMMUNICATION FROM GRACE LUTHERAN CHURCH - RE: ALLEY VACATION. THIS REQUEST FOR <br />THE VACATION OF THE EAST/WEST ALLEY BETWEEN 17TH AND 18TH AVENUE AND ALDER AND HILYARD <br />STREET WAS READ AND CONSI'DERED. ALSO, THE SITE WAS VISITED BY THE COMMITTEE. IT IS <br />THE RECOMMENDATION OF THE COMMITTEE THAT THE APPLICANTS BE NOTIFIED THAT THE CITY DOES <br />NOT VACATE STREETS AND ALLEYS EXCEPT IN RARE INSTANCES WHERE IT IS CLEARLY UNAVOIDABLE <br />AND WHEN IT IS NOT TO THE DETRIMENT OF OTHER PROPERTY OR TO THE INTEREST OF THE CITY. <br />IT IS ALSO RECOMMENDED THAT THE APPLICANT FURNISH THE COUNCIL WITH THE PLAN OF INTENDED <br />USE OF THE PROPERTY IN QUESTION. <br /> <br />3. REQUEST OF LANE COUNTY FOR A 20 FOOT RIGHT OF WAY ALONG SOUTH ,SIDE OF BOND ROAD. <br />THE COMMUNICATION AND MAP WERE REVIEWED BY' THE COMMITTEE. THE REACTION OF THE COMMITTEE <br />IS FAVORABLE TO THE REQUEST BUT THE COMMITTEE PREFERS TO CONSIDER IT IN CONNECTION WITH <br />THE C.A.A. STUDY OF THE MAHLON SWEET AIRPORT. IT IS THE RECOMMENDATION THAT IT BE <br />REFERRED TO THE AIRPORT COMMITTEE FOR I TS CONSIDERATION. <br /> <br />e <br /> <br />4. REQUEST OF HAROLD WELLS FOR PURCHASE OF CITY PROPERTY. THIS REQUEST FOR PURCHASE <br />OF .6 ACRE ADJACENT TO THE RIGHT OF WAY OF THE AMAZON DIVERSION DITCH WHICH WAS FORMERLY <br />PART OF THE SHRECK PROPERTY, WAS "READ AND DISCUSSED. IT WAS NOTED THAT THIS IS A PIECE <br />OF A LARGER TRACT OF 6 ACRES PURCHASED BY THE CITY 'FROM MR. SHRECK FOR $2,500.00 FOR THE <br />AMAZON DITCH RIGHT OF WAY. IT WAS AGREED THAT THE CITY HAD NO FURTHER USE FOR THE SMALL <br />NARROW STRIP BUT THE COMMITTEE FEELS THAT THE CITY SHOULD ATTEMPT TO RECOVER THE AMOUNT <br />WHICH IT INVESTED IN THE PR6~ERTY. IT IS THEREFORE THE RECOMMtNDATION OF THE COMMITTEE <br />THAT THE CITY OFFER THE PROPERTY TO MR. WELLS AT THE COST FIGURE OF $250.00. <br /> <br />I <br /> <br />5. COMMUNICATION FROM OREGON STATE HIGHWAY COMMISSION - RE: ENGINEERING STUDY ON <br />WASHINGTON-JEFFERSON OVERHEAD. THE COMMUNICATION AND THE ACCOMPANYING AGREEMENT <br />AUTHORIZING A RECONNAISSANCE SURVEY TO BE UNDERTAKEN BY THE HIGHWAY DEPARTMENT WAS <br />REVIEWED AND DISCUSSED. <br /> <br />IT WAS NOTED THAT THE COST OF THE SURVEY, ESTIMATED AT $2,500.00, IS TO BE BORNE <br />BY THE STATE AND THE CITY ON A FIFTY-FIFTY BASIS. <br /> <br />f <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE CITY ENTER INTO THIS AGREEMENT <br />WITH THE STIPULATION THAT THE STATE CONTACT THE CITY PRIOR TO INCURRING ANY EXPENSE <br />WHICH WOULD AMOUNT TO A SUBSTANTIAL INCREASE OVER THE ESTIMATE OF $2,500.00. <br /> <br />6. ApPRAISALS ON PROPERTY UNDER FERRY STREET OVERPASS - Two APPRAISALS ON THE VALUE <br />OF THE FERRY STREET OVERPASS PROPERTY WERE 'DISCUSSED BRIEFLY BY THE COMMITTEE. IT WAS <br />THE DECISION OF THE COMMITTEE THAT FURTHER CONSIDERATION OF THE SUBJECT SHOULD BE <br />DEFERRED UNTIL MR. BOALS OF iHE EUGENE WATER & ELECTRIC BOARD CAN BE CONSULTED." <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY OWEN THAT THE CITY MANAGER BE AUTHORIZED TO FURNISH <br />TITLE INSJRANCE TO MR. HAROLD WEJLS ON'THE SALE OF THE PROPERTY ALONG THE AMAZON RIGHT OF WAY <br />FOR A TOTAL PRICE OF $262.50 TO NET THE' CITY $250.00 ON THE SALE OF THE SALE OF THE PROPERTY. <br />MOTION CARRIED. <br /> <br />I <br /> <br />IT WAS MOVED BY KOPPE, SECONDED BY BOOTH THAT THE BALANCE OF THE REPORT OF THE PUBLIC <br />WORKS COMMITTEE BE ADOPTED.
