LICENSE TO OPERATE SEWAGE DISPOSAL PLANT EQUIPMENT - IT WAS EXPLAINED BY THE <br />CITY MANAGER AND MR. RALPH RODERICK OF CORNELL, HOWLAND, HAYES AND MERRYFIELD THAT <br />PRIOR TO THE OPERATION OF THE SEWAGE DISPOSAL PLANT IT WILL BE NECESSARY TO SECURE <br />A LICENSE FROM A MR. ALBERT GENTER, A PATENT HOLDER, ON CERTAIN OF THE PLANT EQUIP- <br />MENT. THE EQUIPMENT INVOLVED IN THE LICENSE IS THAT USED IN THE PROCESS Of ELUTRIA- <br />TION Of THE DIGESTED SLUDGE PRIOR TO THE DRYING Of THE SLUDGE IN THE VACUUM FILTER. <br />IT WAS EXPLAINED FURTHER THAT THE PROCESS SAVES IN THE USE OF CERTAIN CHEMICALS AND <br />IS THEREFOR MUCH MORE ECONOMICAL IN THE LONG RUN. THE LICENSE FEE IS $2,000. <br /> <br />e <br /> <br />THE PROPOSED AGREEMENT BETWEEN MR. GENTER AND THE CI TY OF EUGENE7 ENDORSED BY <br />THE CITY ATTORNEY AS ACCEPTABLE IN FORM, PERTAINING TO THE USE OF THE PROCESS WAS <br />REVIEWED BY THE COMMITTEE AND IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE <br />PROPER CITY OffiCIALS BE AUTHORIZED TO ENTER INTO THE AGREEMENT fOR THE CITY OF <br />EUGENE. <br /> <br />2. MR. LOUIS W. KNOWLES, 1990 AGATE STREET REQUESTS WAIVER OF THE DUPLEX REQUIRE- <br />MENT IN ORDER TO BUILD ANOTHER RESIDENCE UNIT SEPARATE FROM HIS EXISTING RESIDENCE. <br />THIS PROPERTY BEING A CORNER LOT IS PERMITTED A DUPLEX STRUCTURE PROVIDED BOTH LIVING <br />UNITS ARE UNDER CONTINUOUS ROOF. MR. KNOWLES DESIRES A SEPARATE RESIDENCE 12 FEET <br />REMOVED TO THE EAST FROM HIS EXISTING BUILDING. THE LOT IS 80 FEET B~ 140 FEET AND <br />THE TWO STRUCTURES WOULD NOT EXCEED THE 40% COVERAGE ALLOWED. <br /> <br />THE BOARD DID NOT CONSIDER IT A HARDSHIP UPON MR. KNOWLES TO COMPLY WITH THE <br />ORDINANCE REQUIREMENTS AND DENIED THE REQUESTED WAIVER. <br /> <br />e <br /> <br />2. MR. JESS STEVENS WHO IS CONSTRUCTING A MOT~L AT 750 WEST 7TH STREET ASKS FOR A <br />WAIVER OF THE SIGN REQUIREMENT IN THE C-I LIMITED COMMERCIAL DISTRICT. SIGNS IN THE <br />C-I ZON~ ARE NOT PERMITTED TO PROJECT OVER THE PUBLIC SIDEWALK AND MR. STEVENS PLANS <br />A SIGN TO PROJECT SIX FEET BEYOND THE PROPERTY LINE AND TEN FEET ABOVE THE GROUND. <br />THERE ARE NUMEROUS TREES ALONG 7TH AVENUE WHICH OBSTRUCT THE VIEW OF THE SIGNS THAT <br />ARE REQUIRED TO STAY WITHIN THE BOUNDS OF PRIVATE PROPERTY. ALSO, TO GIVE REASONABLE <br />VISION TO THE SIGN IT REQUIRES THE REMOVAL OF TREES IN FRONT OF THE APPLICANTS PROPERTY <br />AND ADJOINING PROPERTIES TO THE WEST. THE REMOVAL OF TREES ALWAYS STIRS UP A CONTRO- <br />VERSY AND IN ORDER, TO SPARE THE TREES, MOTEL OWNERS REQUEST PERMISSION TO EXTEND SIGNS <br />BEYOND THE PROPERTY LINES. <br /> <br />THE BOARD HOWEVER FELT THAT THE SIX FOOT PROJECTION AS REQUESTED BY MR. STEVENS <br />WAS UNREASONABLE AND SUGGESTED HE RE-SUBMIT HIS REQUEST WITH A MORE REASONABLE PROJECTION <br />WHICH WOULD SERVE HIS PURPOSE AND GIVE HIM THE BENEFIT OF ADVERTISING HIS MOTEL. <br /> <br />THERE BEING NO FURTHER BUSINESS, MEETING WAS ADJOURNED." <br /> <br />I <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE REPORT Of THE BOARD OF ApPEALS BE <br />ADOPTED.
