IT WAS NOTED IN THE <br />COMMITTEE'S REPORT THAT THERE ARE NO RECREATION AREAS OR FACILITIES AVAILABLE TO THE <br />CHILDREN LIVING IN THE AREA FROM WILLAMETTE STREET TO CHAMBERS AND FROM 13TH AVENUE TO 3RD <br />AVENUE. ALSO, THERE IS AN EVIDENT NEED FOR BASEBALL FIELDS ANa SOFTBALL FIELDS IN THIS <br />AREA. THIS IS ONE OF THE MOST DENSELY POPULATED AREAS IN EUGENE, AND THE NEED FOR <br />RECREATION FACILITIES IS EVIDENT. AFTER MUCH DISCUSSION AND CONSIDE~ATION, THE BOARD <br />UNANIMOUSLY APPROVED THE FOLLOWING RECOMMENDATIONS WHICH IT FEELS WOULD' NOT ONLY PROVIDE <br />FOR THE NECESSARY RECREATION FACILITIES NEEDED IN THIS AREA, BUT SUCH A PLAN IF ADOPTED <br />WOULD BE A GREAT SAVING TO THE TAXPAYERS OF EUGENE. <br /> <br />I. THAT THE CITY COUNCIL TAKE WHATEVER STEPS ARE N~CESSARY TO ACQUiRE THE OLD LINCOLN <br />SCHOOL SITE LOCATED AT 10TH AND MONROE STREET, AND FUNDS FROM THE TEN YEAR PARK DEVELOP- <br />MENT PROGRAM BE USED TO DEVELOP THI S AREA AS A NE I GHBORHOOD PLAYGROUND. J TIS FURTHER <br />RECOMMENDED THAT THIS PROJECT BE GIVEN IMMEDIATE CONSIDER.ATION AND THE ARE.A BE ACQUIRED <br />AND DEVELOPED AS SOON AS POSSIBLE~ <br /> <br />2. RECOMMENDS THAT THE CITY COUNCIL DEDICATE AND DEVELOP A PARK AREA NOT LESS THAN <br />TEN ACRES IN SIZE IN THE AIRPARK AREA NORTH OF 18TH AVENUE AND EAST OF CHAMBERS STREET. <br /> <br />3. THE RECREATION COMMISSION NOT ONLY APPROVES, BUT WISHES TO ~O ON RECORD AS ~PPROVING <br />AND COMMENDING THE EUGENE CITY COUNCIL AND SCHOOL DISTRICT #4 FOR THEIR RECENT ACTION <br />TAKEN TO' JOIN~LY STUDY A PROPOSED PLAN TO DEVELOP AND OPERATE JOINTLY SCHOOL AND PARK <br />... ". <br />AND RECREATION AREAS AND FACILITIES IN TH~ AIRPARK AREA NORTH OF 18TH AVENUE AND EAST <br />OF CHAMBERS STREET THE AIRPARK HOUSING PROJECT AT 13TH AND CHAMBERS AND THE OLD LINCOLN <br />SCHOOL SITE. SUCH A PLAN IS NOT ONLY IN DIRECT ACCORD WITH ITEMS I AND 2 OF THIS REPORT, <br />BUT IS ALSO INCLUDED AS PART OF THE TEN YEAR PARK DEVELOPM~~T PROGRAM STUDIES AS CARRIED <br />OUT BY THE EUGENE RECREATION COMMISSION AND THE EUGENE CITY PLANNING COMMISSION. <br /> <br />THE EUGENE RECREATION COMMISSION OFFERS ITS ASSIST~NCE TO THE CITY OF EUGENE IN <br />EVERY WAY POSSIBLE IN THE PLANNING FOR PARK AND RECREATION FACILITIES IN THIS SECTION <br />OF EUGENE." <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY OWEN THAT THE COMMUNICATION BE RECEIVED AND PLACED IN <br />A FILE ON THE SUBJECT. MOTION CARRIED. <br /> <br />COMMUNICATION FROM CHARLES DREW - CAA - RE: EUGENE AIRPARK WAS SUBMI TTED AND READ AS <br />fOLLOWS: <br /> <br />"I HAD HOPED TO WRITE TO YOU BEFORE THIS,RESPECTI~G OUR JOINT VISIT TO YOUR <br />EUGENE AIRPARK AT THE TIME OF MY LAST TRIP TO EUGENE SEVERAL WEEKS AGO. <br /> <br />UPON MY RETURN TO SEATTLE, I HAD THE USUAL AMOUNT OF WORK WHICH HAD ACCUMULATED <br />WHILE I WAS IN OREGON, AND THAT WAS FOLLOWED BY THE UNEXPECTED NECESSITY OF SPENDING <br />ALMOST A WEEK IN Los ANGELES. AGAIN, UPON RETURNING FROM THAT TRIP J HAVE HAD THE <br />PROBLEM OF TRYING TO CITCH UP ON THE WORK IN THE OFFICE. <br /> <br />FROM A REVIEW OF PREVIOUS CORRESPONDENCE AND VARIOUS REFERENCES TO YOUR EUGENE <br />AIRPARK AS TO WHETHER OR NOT THE CITY SHOULD TRY TO CONTINUE ITS EXISTENCE ON THE <br />PRESENT SITE, CONSIDER ITS RELOCATION ON A POSSIBLE SITE ACRO?S THE RIVER, OR DISCONTINUE <br />ITS OPERATION, SELL THE PROPERTY AND TRANSFER THE SMALL PLANE OPERATIONS NOW CONDUCTED <br />OfF THAT STRIP TO YOUR LARGE AIR CARRIE~ MAHLON SWEET FI~LD, IT WOULD APPEAR THAT YOU <br />HAVE ENOUGH INfORMATION UPON WHICH TO BASE YOUR DECISION. <br /> <br />THE PROJECTED GROWTH OF THE CITY AND THE ADJOINING URBAN AND SUBURBAN A~EAS, <br />TOGETHER WITH PRESENTLY PROJECTED IMPROVEMENT OF THE DIRECT ACCESS FROM MAHLON SWEET <br />FIELD TO THE HEART OF EUGENE AND CONNECTIONS TO SPRINGFIELD, ETC., WILL IN A RELATIVELY <br />SHORT TIME OVERCOME THE PRESENT ADVANTAGE THAT THE AIRPARK HAS RESPECTING ACTUAL DISTANCE <br />FROM THE CENTER OF THE CITY. ALSO, THERE ARE AS YOU STATE THE. FACTS THAT THE UNIVERSITY <br />OF OREGON HAS OFFICIALLY OBJECTED TO THE POSSIBLE RELOCATION OF THE CITY AIRPARK ACROSS <br />THE RIVER FROM THE UNIVERSITY, AND THAT EVEN IN THAT COMPARATIVELY UNDEVELOPED AREA <br />THERE HAVE BEEN OBJECTIONS VOICED FROM THE fEW PEOPEE IN THE VICINITY -- ALTHOUGH NOT <br />VERY NEAR -- WHO HAVE REASON TO BELIEVE THEY COULD COME TO SOME HARM THROUGH THE LOCA- <br />TION OF AN AIRPORT NEARBY. <br /> <br />IN ADDITION THERE IS NOT VERY MUCH QUESTION BUT WHAT MAHLON SWEET FIELD COULD HANDLE <br />FOR A LONG TIME TO COME ALL OF THE OPERATIONS THAT COULD .CONCEIVABLY BE CONDUCTED FROM <br />.. . <br />THE PRESENT CITY AIRPARK WITHOUT OVERCROWDING; AND, IN FACT, ADDITIONAL UTILIZATION OF <br />MAHLON SWEET BY ANY TYPE OF AIRCRAFT WOULD APPEAR DESIRABLE ~T THIS TIME, AS ITS USE <br />ALMOST SOLELY BY SCHEDULED AIR CARRIER -- ALTHOUGH A REAL SERVICE TO THE CITY BOTH IN <br />PASSENGERS AND IN MAIL -- IS QUITE LIMITED. AS TO THE NUMBER OF OPERATIONS. <br /> <br />FURTHER, THERE IS' WITHOUT ANY QUESTION LAND WITHIN THE APP~OACH TO THE ILS RUNWAY <br />FROM THE NORTH IMMEDIATELY ADJACENT TO THE PRESENT NORTH BOUNDARY OF MAHLON SWEET FIELD <br />WHICH SHOULD BE ACQUIRED BY THE CITY OF EUGENE PRIOR TO ANY POSSIBLE DEVELOPMENT WHICH <br />WOULD MAKE ITS ACQUISITION MORE EXPENSIVE AND MIGHT OTHERWISE BECOME A SERIOUS DETRIMENT <br />TO A FULL UTILIZATION OF THE PRESENT LENGTH RUNWAY, AND ALSO IT COULD BE EXPECTED THE <br />PRESENT RUNWAY SHOULD BE EXTENDED IN LENGTH TO MEET THE REQUIREMENTS OF CHANGING EQUIP- <br />MENT IN THE FUTURE. <br /> <br />~ <br />
