PETITION FOR PAVING THE ALLEY rROM ALDER TO KINCAID BETWEEN 22ND AND 23RD AVENUE - <br />THE COMMITTEE INSPECTED THIS PROJECT AND NOTED THAT BOTH SIDES OF THE ALLEY WERE BUILT <br />UP WITH IMPROVEMENTS AND THAT 74.87% OF THE PROPERTY WAS REPRESENTED ON THE PETITION. <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE COU~CIL AUTHORIZE AND PROCEED <br /> <br />WITH THIS PROJECT. <br /> <br />5. PETITION FOR PAVING THE ALLEY BETWEEN 5TH AND 6TH AND FROM CHARNELTON'TO LINCOLN <br />STREET - THE COMMITTEE OBSERVED THAT THE EAST ONE-HALF OF THE ALLEY SERVED BUSINESS <br />PROPERTIES BUT THAT THE WEST ONE-HALF OF THE ALLEY WAS IN THE REAR or RESIDENTIAL <br />PROPERTIES. THE PETITION SHOWED AN OWNERSHIP OF 47.49% OF oTHE PROPERTY AS BEING IN <br />FAVOR "OF THE IMPROVEMENT. IT WAS THE FEELING OF THE COMMITTEE THAT THIS PETITION <br />SHOULD BE HELD AT THE PRESENT TIME UNTIL MORE OF THE PROPERTY OWNERS DESIRED THE IMPROVE- <br />MENT. THIS RECOMMENDATION IS MADE TO THE COUNCIL. <br /> <br />e <br /> <br />6. PETITION FdR PAVING THE ALLEY BETWEEN PEARL STREET AND HIGH STREET FROM 6TH AVENUE <br />TO THE ALLEY BETWEEN 6TH AND 7TH AVENUE - THE SITE OF THIS PROPOSED PAVING WAS ALSO IN- <br />SPECTED BY THE COMMITTEE. THE PETITION REQUESTING THE IMPROVEMENT CONTAINED SIGNATURES <br />REPRESENTINGo62.5% OF THE ABUTTING PROPERTY. AFTER RECEIVING ASSURANCE FROM THE CITY <br />MANAGER AND THE CITY ENGINEER THAT THIS PAVING COULD BE INSTALLED WITHOUT CREATING ANY <br />PARTICULAR DRAINAGE PROBLEM IT WAS RECOMMENDED BY THE COMMITTEE THAT THE COUNCIL APPROVE <br />THE PROJECT AND PROCEED WITH THE IMPROVEMENT. <br /> <br />1 <br /> <br />7. REQUEST FOR SEGREGATION OF ASSESSMENT LIEN - THE APPLICATION FOR SEGREGATION OF <br />ASSESSMENT LIEN SUBMITTED BY HENRY M. AFTER <br />STUDY AND DISCUSSION OF VARIOUS MATTERS THAT WERE REFERRED, A NUMBER OF RECOMMENDATIONS <br />WERE FORMULATED. THE SUBJECTS DISCUSSED AND THE RECOMMENDATIONS ARE AS FOLLOWS: <br /> <br />1 <br /> <br />I. A CITY PLANNING COMMISSION LETTER - RE: ANNEXATION - THE LETTER or THE"CITY <br />PLANNING COMMISSION AND RECOMMENDATION UNDER DATE OF APRIL 9, 1954 WAS READ AND DISCUSSED <br />BY THE COMMITTEE. THE COMMITTEE RECOGNIZES THE PROBLEM CREATED BY THE ANNEXATION OF A <br />PORTION or A WATER DISTRICT. IT FEELS, HOWEVER, THAT IT WOULD BE UNWISE TO ARBITRARILY <br />ADOPT A POLICY ASSUMING THE OBLIGATIONS OF A PORTION OF A WATER DISTRICT ON ANNEXATION <br />TO THE CITY, TO APPLY IN ALL FUTURE" ANNEXATIONS. IT rEELS THAT THE SUBJECT SHOULD BE <br />DISCUSSED FURTHER. <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THIS PROPOSAL BE SENT TO THE EUGENE <br />WATER AND ELECTRIC BOARD FOR STUDY, AND THAT A JOINT MEETING WITH THE WATER BOARD OR <br />DESIGNATED OFFICIALS BE ARRANGED TO DISCUSS THIS PROBLEM. <br /> <br />e <br /> <br />2. REQUEST TO INSTALL A WATER WELL FOR THE EUGENE HOTEL - THE REQUEST O~ C. "E. GORDINIER <br />& SON TO DRILL A WATER WELL FOR THE EUGENE HOTEL WAS CONSIDERED AFTER INSPECTING THE SITE <br />AND DISCUSSING THE PROJECT WITH THE MANAGER OF THE EUGENE HOTEL AND HIS ENGINEER. THE <br />PROBLEM IS TO CONSTRUCT THE WELL SO THAT THE PIPE AND THE PUMP COULD BE REMOVED FROM THE <br />WELL FOR SERVICING OR REPLACEMENT. THIS MAKES IT NECESSARY THAT THE WELL BE CONSTRUCTED <br />JUST OUTSIDE THE WALL OF THE PROPOSED ADDITION TO THE HOTEL SO THAT THE PIPE AND .PUMP <br />COULD BE REMOVED OUTSIDE Of THE WALL. IT WAS fiNALLY DECIDED ArTER DISCUSSION or THE <br />MATTE~ WITH THE ENGINEER OF THE HOTEL THAT THE BEST SITE FOR THE WELL WOULD BE AT THE <br />SOUTHEAST CORNER OF THE PRESENT HOTEL STRUCTURE. <br /> <br />IT IS THE RECOMMENDATION or THE COMMITTEE THAT THE EUGENE HOTEL BE GIVEN PERMISSION <br />TO INSTALL A WELL AT THE SOUTHEAST CORNER OF THEIR PRESENT BUILDING ON THE ESTREME oWEST <br />EDGE OF THE ALLEY PROVIDED THAT ANY DAMAGE TO THE ALLEY BE REPAIRED AND PROVIDED FURTHER <br />THAT THERE BE NO OBSTRUCTION TO ALLEY TRArFIC DURING THE INSTALLATION Or THE WELL. <br /> <br />1 <br /> <br />< < <br />3. WATER USER CHARGE ON WATER WELL INSTALLATIONS - IN CONNECTION WITH THE EUGENE HOTEL <br />WATER WELL PROJECT, THE COMMITTEE DISCUSSED THE WHOLE PROBLEM or THIS DISCHARGE OF WELL <br />WATER FROM AIR-CONDITIONING SYSTEMS INTO THE CITY SEWERS. IT WAS BROUGHT OUT THAT THE <br />CHARTER AND ORDINANCES OF THE CITY PROVIDE FOR A CHARGE ON THE SAME BASIS AS THE CHARGE <br />MADE TO USERS Of WATER FROM THE CITY'S SYSTEM. IT IS THE RECOMMENDATION OF THE COMMITTEE <br />THAT THE CITY MANAGER BE REQUESTED TO SURVEY THIS SITUATION AND PROVIDE FOR A CHARGE FOR <br />DISCHARGE or WATER INTO THE CITY'S SEWER SYSTEM. <br />~ <br /> <br />e <br /> <br />4. REQUEST or MR. EVONIUK FOR A WAIVER - THE COMMITTEE VISITED THE S(TE Or THE BUILD- <br />ING WHICH MR. EVONIUK PROPOSES TO CONVERT INTO RESIDENTIAL USE. IT NOTED THAT THE BUILD- <br />ING IS LOCATED ON A LOT 3D' X 100' AND HAS ACCESS ONLY TO AN ALLEY, AND THAT THE LOT WAS <br />CREATED BY TAKING THE REAR 30 FEET OF TWO 50 FOOT LOTS WHICH FRONT ON McMILLAN STREET. <br /> <br />~ <br />
