A REQUEST WAS <br />PLACED BEFORE THE COMMITTEE BY THE CITY MANAGER AND TRAFFI~ ENGINEER FOR THE DESIGNATION <br />OF LINCOLNiSTREET FROM 11TH AVENUE TO 13TH AVENUE AS A THROUGH STREET. IT WAS EXPLAINED <br />THAT THIS WOULD SIMP.LY BE A CONTINUATION OF LINCOLN STREET AS AN ARTERIAL OR THROUGH <br />; <br />STREET FOR TWO MORE BLOCKS TO THE SOUTH. <br /> <br />I <br /> <br />THE REASON FOR THE REQUEST IS THAT THE CITY WILL BE INSTALLING TRAFFI:C SIGNALS AT <br />11TH AND LINCOLN STREETS VERY SHORTLY AND THAT WHEN THE SIGNAL IS INSTALLED. THE LOGICAL <br />TERMINUS OF THE THROUGH STREET WOULD BE 13TH AVENUE INSTEAD OF 11TH AVENUE. <br /> <br />IT IS-RECOMMENDED THAT LINCOLN STREET BETWEEN I ITH AND 13JH AVENUE-BE SO DESIGNATED." <br /> <br />IT WAS MOVED BY MR. WATSON, SECONDED BY MR. BOOTH THAT THE REPORT OF THE PUBLIC SAt-ETY <br />COMMITTEE BE ADOPTED. MOTION CARRIED. <br /> <br />10 A REPORT OF'THE JUDICIARY AND PRINTING COMMITTEE HELD FEBRUARY 10, 1955 - RE: NEW LOGGING <br />ROAD RIGHT OF WAY ON THE 0 & C FOREST LANDS IN OREGON WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"PRESENT: COUNCILMEN WATSON, SHISLER, KOPPE, OwEN, HEARER, AND BOOTH; CITY MANAGER; <br />CITY ENGINEER; ACTING AIRPORT MANAGER; AND CITY RECORDER. <br /> <br />e <br /> <br />, <br /> <br />THE MEMBERS OF THE JUDICIARY AND PRINTING COMMITTEE MET THURSDAY NOON, fEBRUARY 10TH, <br />FOLLOWING ANOTHER COMMITTEE MEETING TO DISCUSS THE SUBJECT OF LOGGING ROAD RIGHT OF WAY <br />REGULATIONS REFERRED TO IT BY THE COUNCIL. <br /> <br />IT WAS EXPLAINED BY MR. OWEN THAT A REVISION OF THE RuLES AND REGULATIONS ON USE OF <br />o & C LAND FOR LOGGING ROAD RIGHTS OF WAY IS BEFORE CONGRESS AND THAT THE OPERATION OF THE <br />PROPOSED CHANGES WOULD WORK A HARDSHIP ON CERTAIN INTERESTS AND AFFECT THE GENERAL ECONOMY <br />OF THE AREA. IT WAS FURTHER EXPLAINED BY MR. OwEN THAT SOME VERY RECENT DEVELOPMENTS HAVE <br />TAKEN PLACE SINCE THE LAST COUNCIL MEETING AND THAT IT WOULD BE HIS SUGGESTION THAT THE <br />MATTER BE LAID ON THE TABLE FOR THE PRESENT. <br /> <br />I <br /> <br />THIS IS THEREFORE THE RECOMMENDATrON OF THE COMMITTEt." <br /> <br />IT WAS MOVED BY MR. OwEN THAT THE REPORT OF THE JUDICIARY AND PRINTING <br />COMMITTEE BE ADOPTED. ,MOTION CARRIED. <br /> <br />II <br /> <br />A REPORT OF THE PUBLIC SAFETY, HEALTH & RECREATION, AND PUBLIC WORKS COMMITTEE MEETING HELD <br />ON fEBRUARY 14, 1955 - RE: BIDS ON SOUTH SIDE FIRE STATION; AMAZON PROJECT THROUGH THE LANE <br />COUNTY FAIRGROUNDS; RIGHT OF WAY FOR GARFIELD STREET BETWEEN 7TH AND 14TH AVENUES; CONCESSION <br />IN SKINNER'S BUTTE PARK FOR 1955; AND USE 'OF INDOOR PARK AND RECREATION FACILITIES WAS SUBMITTED <br />AND READ AS FOLLOWS: <br /> <br />. <br /> <br />, "PRESE NT: COUNC I LME N' .KOPPE, OWE N, WA TSON, 'HARTMAN, AND SH ISLER; CITY MANAGER; CITY <br />ATTORNEY; CITY ENGINEER; DIRECTOR OF PARKS AND RECREATION; AND CITY RECORDER. <br /> <br />A NUMBER OF ITEMS OF BUSINESS WERE CONSIDERED BY THE COMBINED COMMITTEES. <br /> <br />I. BIDS ON SOUTH SIDE FIRE STATION - A TABULSTION OF THE ELEVEN BIDS RECEIVED ON THE <br />SOUTH SIDE fiRE STATlON WAS CONSIDERED BY THE COMMITTEES, AND THE RECOMMENDATION OF THE <br />ARCHITECT AND THE CITY MANAGER WAS RECEIVED AND DISCUSSED. <br /> <br />I <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE AWARD BE MADE TO ARNT REE & SON <br />IN THE AMOUNT OF $19,381.00 IN LINE WITH THE RECOMMENDATION OF THE ARCHITECT AND THE CITY <br />MANAGER. <br /> <br />2. AMAZON PROJECT THROUGH THE LANE COUNTY FAIRGROUNDS - THE CITY MANAGER EXPLAINED THAT <br />THE CITY HAD IN 1953 REQUESTED THE ARMY ENGINEERS TO REVIS~ THE AL~GNMENT AND CROSS-SECTION <br />OF THE AMAZON THROUGH THE FAIRGROUNDS TO ACCOMMODATE THE CITY AND LANE COUNTY. THE ARMY <br />ENGtNEERS ACCEDED TO THE REQUEST IN CONSTRUCTION OF THE DITCH BUT RESERVATIONS WERE MADE BY <br />THEM AT THE TIME CONCERNING CAPACITY OF THE CHANNEL IN THE EVENT OF CONSTRUCTION OF THE <br />RECOMMENDED 'CONCRETE ~INED CHANNEL. THE "RESERVATION WAS THAT IF THE CHANGE WAS MADE THAT <br />THE LOCAL INTERESTS WOULD HAVE TO BEAR THE COST OF CHANNEL WIDENING OR LINING 'TO PROVIDE <br />THE ADDITIONAL CAPACiTY NECESSARY TO ACCOMMODATE INCREASED FLOW EXPECTED FROM THE COMPLETED <br />PROJEC T. <br /> <br />e <br /> <br />IT WAS EXPUAINED FURTHER fHAT A LETTER FROM THE ARMY ENGINEERS DATED JANUARY 31, 1955, <br />REQUESTS A STATEMENT OF ASSURA~CE FROM THE CITY AND LANE COUNTY THAT THEY WILL JOINTLY <br />COMPLETE THE SEC~ION IN THE FAIRGROUNDS TO OBTAIN THE ADDITIONAL CAPACITY NECESSARY WHEN <br />THE PROJECT IS COMPLETED. <br /> <br />THE MATT~R WAS GIVE~-GENERAL DISCUSSION AND IT IS THE RECOMMENDATION OF THE COMMITTEES <br />THAT A LETTER BE WRITTEN GIVING SUCH ASSURANCE ON THE PART OF THE CITY OF EUGENE. <br /> <br />I <br /> <br />3. RI GHT OF WAY' FOR GARF iELD ST,'REET BETWEEN 7TH AND 14TH AVENUES - THE MATTER OF THE <br />WIDTH OF THE RIGHT OF WAY THAT SHOULD BE'ESTABLISHED FOR GARFIELD STREET BETWEEN 7TH ~ND <br />14TH AVENUES WAS DISCUSSED. IT WAS EXPLAINED BY THE CITY MANAGER AND ENGINEER THAT THIS <br />STREET WOULD BE A MAJORN-S ARTERIAL AND THAT THE RIGHT OF WAY SHOULD BE AT LEAST 80 FEET <br />IN WIDTH. <br /> <br />e <br /> <br />~ <br />
