A ~UMBER OF TH~ MILL OWNERS HAVE RECENTLY INSTALLED EQUIPMENT WHICH WILL RESULT IN <br />THE PRODUCTION OF MORE HOG FUEL WITH SUBSEQUENT REDUCTION IN THE AMOUNT OF MATERIAL BEING <br />BURNED. THESE RECENT IMPROVEMENTS CAN BE EXPECTED TO RESULT IN SOME REDUCTION IN- AREA <br />FALLOUT. THERE IS ALSO A MARKET FOR CLEAN SLAB FOR CONVERSION INTO CHIPS SO THAT SOME <br />MI LLS NOW SEND PART OF T,HEI R WASTE TO CHIPPERS. <br /> <br />6. THE TEN MILLS IN THE AREA OF MOST IMMEDIATE CONCERN ARE SO CLOSE TOGETHER THAT IT <br />HAS NOT BEEN POSSIB~E WITH THE PRESENT LIMITED AREA SAMPLING TO DETERMINE WHETHER PARTICULAR <br />MILLS ARE CONTRIBUTING MOR~ TO THE PROBLEM THAN OTHERS. <br /> <br />THE COMMITTEE, TO DATE, HAS CONCENTRATED ON THE DEVELOPMENT OF INFORMATION TOWARD THE <br />CORRECT.ION OF THE IMMEDIATE PROBLEM REFLECTED IN THE CITI~ENS PETITION. THE SURVEY WHICH <br />HAS BEEN OONDUCTED AND. THE NEW FACILITIES WHICH ~RE BEING INSTALLED BY SOME MILL OWNERS <br />WILL NOT RESULT IN A COMPLETE SOLUTION TO THE PROBLEM BUT THEY ARE STEPS, IN THE RIGHT <br />DIRECTION. THE COMMITTEE FEELS THAT THEIR NEXT CONTRIBUTION TO THE SOLUTION OF BOTH THE <br />IMMEDIATE AND THE OVERALL PROBLEM'WILL BE TO ATTEMPT TO ESTABLISH STANDARDS OF AIR POLLU- <br />TION CONTROL. IT IPPEARS.DjFFICULT TO SUGGEST SPECIFIC STEPS FOR INDIVIDUALS TO TAKE TO <br />REDUCE THE AMOUNT OF AIR POLLUTION THEIR ACTIVITIES CREATE UNTIL SOME STANDARDS ARE <br />ESTABLISHED SO THAT-THE INDIVIDUAL WILL KNOW HOW MUCH OF A REDUCTION HE WILL BE EXPECTED <br />TO MAKE. MORE EXTENSIVE. SAMPLING AND RECORDS OF MILL CONDITIONS SHOULD BE MAINTAINED TO <br />ASSIST IN THE DEVELOPMENT 'OF STANDARDS AND TO MORE CLEARLY ESTABLISH THE SPECIFIC PROBLEM <br />SOURCES. THE COMMITTEE' THEREFORE RECOMMENDS THE FOLLOWING FOR CITY COUNCIL CONSIDERATION <br />AS THE NEXT STEP: <br /> <br />I. THAT THE CITY WITH THE COOPERATION OF THE STATE AIR POLLUTION AUTHORITY, COmTINUE TO <br />COLLECT SAMPLES .PARTICULARLY IN',THE AREA PRESENTING AN IMMEDIATE PROBLEM. THE SAMPLES <br />SHOULD BE OF SUFFICIENT NUMBER TO INDICATE IMPROVEMENT, IF ANY, IN THE AREA,AND, TO'THE <br />EXTENT POSSIBLE, TO EST~BLISH MORE"SPECIFICALLY THE INDIVIDUAL SOURCES OF AIR POLLUTION. <br />I <br />2. THAT THE CITY MAINTAIN A PERIODIC CHECK AND RECORD OF CHANGES IN MILL OPERATION AND <br />SLAB AND SAWDUST DISPOSAL SO THAT SUCH CHANGES CAN BE CORRELATED WITH AREA SAMPLING RESULTS. <br /> <br />IN VIEW OF THE .GENERAL RECOGNITION OF THE PROBLEM IN THE MILL AREA AND THE COOPERATIVE <br />ATTITUDE, ,THERE IS REASON TO HOPE THAT THE MILL OPERATORS EITHER INDIVIDUALLY OR COLLECTIVELY <br />WILL CONTINUE TO MAKE REASONA~LE EFFORTS TO IMPROVE"THIS PARTICULAR SITUATION WITHOUT <br />WAITING FOR FORMAL ESTABLISHMENT OF STANDARDS. WITH THE INAUGERATION OF SOME CITY STAFF <br />WORK SO THAT THE BASIC STUDIES CURRENTLY CARRIED ENTIRELY BY THE STATE CAN BE EXPANDED, <br />AND WITH CONTINUED COMMITTEE STUDY,-THERE IS EVERY REASON TO EXPECT THAT PROGRESS WILL BE <br />MADE ON BOTH THE IMMEDIATE AND THE LONG RANGE PROGRAM OF ESTABLISHING A PROPER LEVEL OF <br />AIR PURITY." <br /> <br />IT WAS MOVED BY MR. HENRY DODGE WERE SUBMITTED AND READ AS FOLLOWS: <br /> <br />"THE BOARD OF ApPEALS'.HELD A REGULAR MEETI NG AT THE CI TY HALL FEBRUARY 9, I ~55 <br />CONSIDER THE FOLLOWING REQUESTS FOR WAIVER OR PROVISIONS OF THE ZONiNG ORDINANCE. <br />PRESENT: MR. VAALER, MR. MORRIS, MR. MOYER, AND MR. BALZHISER. ' <br /> <br />TO <br />MEMBERS <br /> <br />I. REQUEST OF MRS. E. MADSEN WHO OWNS PROPERTY AT 23 WEST 24TH AVENUE BEING THE NORTHEAST <br />CORNER OF PORTLAND AND 24TH STREETS AND IS ZONED,AS SINGLE FAMILY WITH DUPLEX PROVISION FOR <br />CORNER LOTS. <br /> <br />MRS. MADSEN HAS REQUESTED PERMISSION TO CONSTRUCT A SEPARATE HOUSE ON THE REAR OF HER <br />LOT IN LIEU OF ~ONVEATING THE EXISTING RESIDENCE TO A DUPLEX UNIT. <br /> <br />THE PROPERTY IS 70 ,FEET BY 119 FEET IN DIMENSION AND 8,330 FEET IN AREA. ALLOWI~G A <br />30% COVERAGE OF LOT AREA WOULD ALLOW 2,499 SQUARE FEET OF BUILDING. AREA OF EXISTING <br />BUILDING PLUS PROPOSED GUEST HOUSE WOULD EQUAL 2,194 SQUARE FEET; THEREFORE THE COVERAGE <br />WOULD NOT EXCEED THE 30% ALLOWANCE. <br /> <br />SINCE THERE IS A DIFFERENCE IN ELEVATION BETWEEN THE EXISTING RESIDENCE GROUND LEVEL <br />AND THE AREA PROPOSED FOR THE GUEST HOUSE OF APPROXIMATELY FOUR FEET IT IS NOT TOO PRAC- <br />TICAL TO CONNECT THE TWO BUILDINGS WITHOUT PUTTING THE ,GUEST HOUSE TOO HIGH ABOVE GRADE. <br /> <br />THE BOARD AGREED THAT THE DIFFERENCE IN ELEVATION OF,THE LOT WOULD MAKE IT IMPRAC- <br />TICAL TO DEVELOP A DUPLEX AND RETAIN THE ARCHITECTURAL CHARACTER OF THE EXISTING BUILDING; <br />ALSO THAT PROPERTY ~WNERS AT 22 AND 26 WEST 24TH STREET VOICED APPROVAL OF THE PROJECT AND <br />AGREED IT WOULD NOT BE DETRIMENTAL TO THE AREA.
