<br />2.~ PETITION F'OR ANNEXATION OF' LAUREL HILL. THE COMMITTEE CONSIDERED THE PETITION F'OR
<br />ANNEXATION OF' THE LAUREL HILL DRIVE AR~A 'TO THE CI,TY OF' EUGENE. THE AREA IN QUESTION IS
<br />A 52.58 ACRE TRACT EAST OF' AUQUSTASTREET AND SOUTH OF' HIGHWAY 99. THE PETITION IS
<br />SIGNED BY ELEVEN PERSONS LIVING IN THE AREA, WHICH THE COMMITTEE WAS ASSURED IS THE
<br />MAJORITY OF' THE RESIDENTS AND LEGAL VOTERS IN THE AREA PROPOSED FOR ANNEXATION. THE
<br />COMMI'TTEE HEARD MR. STEWART McLAUGHLIN WHO APPEARED TO BE THE ONLY' RESIDENT OF' THE AREA
<br />WHO OBJECTS TO THE ANNEXATION. HIS OBJECTION WAS MAINLY THAT THE ANNEXATION MOVE WAS
<br />TO BENEF'IT THE SUBDIVIDER WHO DESIRED TO DEVELOP BUILDING SITES.

<br />IT JS THE, FEELING OF THE COMMITTEE THAT THIS IS A REASONABLE ANNEXATION AND THAT
<br />THE WELF'ARE OF' THE PETITIONERS SHOULD BE,CONSIDERED, ESPECIALLY SINCE THEY HAVE MADE
<br />SEVERAL ATTEMPTS TO BECOME ANNEXED TO THE CITY FOR THE PURPOSE OF' RECEIVING ALL CITY
<br />SERVI CES,. I,T IS THERErORE THERECOMMENDATI ON OF' THE COMMI TTEE THAT THE COUNC I LACCEPT
<br />THIS PETITION AND PASS THE NECESSARY ORDINANCES TO AUTHORIZE AN ANNEXATION ELECTION.

<br />3. WEST 18TH AVENUE ASSESSMENT - tHE CO~MITTEE MET WITH THE SPECIAL CITIZEN'S ~OMMITTEE
<br />APPOINTED BY WEST SIDE RESIDENTS AND GAVE DISCUSSION TO THE SIEGENTHALER REPORT 'AS WELL
<br />AS TO THE PROBLEM OF' ASSESSING FOR THE COST OF' THE WEST 18TH AVENUE PAVING. THE .SPECIAL
<br />CITIZEN'S COMMITTEE POINTED OUT THEIR OBJECTIVES, AND INDICATED THAT THEY HAD F'ULL
<br />AUTHORITY TO NEGOTIATE WITH THE COU~CIL ON THE PROPOSED ASSESSMENT.

<br />IT WAS THE F'EELING OF' THE COMMITTEE THAT PERHAPS A SMALLER AND MORE REPRESENTATIVE
<br />COMMITTEE SHOULD BE APPOINTED TO STUDY THIS PROBLEM, AND THERE~ORE RECOMMENDS THAT THE
<br />COUNCIL AUTHORIZE THE MAYOR TO APPOINT A COMMITTEE Of' CERTAIN MEMBERS OF' THE CITY COUNCIL,
<br />THE PLANNING COMMISSION, AND LAY CITIZENS TO STUDY THE PROBLEM OF' STREET ASSESSMENTS AND
<br />REPORT BACK TO THE COUNCIL.
