ADMINISTRATIVE ORDER NO. 57-17-03-F
of the
City Manager of the City of Eugene
AMENDMENT OF THE FEE SCHEDULE FOR SILVA CONCERT HALL,
SORENG THEATER AND LOBBY, AND REPEAL OF
ADMINISTRATIVE ORDER NO. 57-16-04-F.
The City Manager of the City of Eugene rinds as follows:
A. Section 2.020 of the Eugene Code, 1.971 authorizes the City Manager of the City
of Eugene to determine and set fees and charges to be imposed by the City for services, goods,
use of municipal property, and licenses and permits.
B. In accordance with the procedures of Section 2.020 of the Eugene Code, 1971,
Administrative Order No. 57-16-04-F was issued on June 27, 2016, establishing the Silva
Concert Hall, Soreng Theater, bobby, and Cuthbert Amphitheater Fee Schedule ("the Fee
Schedule"), as set forth in Exhibit A attached to that Administrative Order,
C. On June 5, 2017, 1 issued Administrative Order No. 57-17-03 proposing to amend
the Fee Schedule in order to recapture costs involved with administering the programs and
providing the described services. Notice of the proposed amendments, which contained the
current and proposed fee amendments, was attached as Exhibit A to that Administrative Order.
D. The Notice was sent to the Mayor and City Councilors, and was made available to
any persons who had requested such notice. On June 6, 2017, the Notice marked as Exhibit A
was posted at two locations at City Hall, and the Notice marked as Exhibit 13, which contained
those fees proposed to be $250 or more, was published in the Register Guard Newspaper. Notice
provided that written comments would be received for a period of 15 days from the date of
posting and publication. No comments were received within the time or in the manner provided
in the Notice.
E. In determining the fees, I have considered the applicable policies, enactments and
directives of the City Council, the amount charged for these services by the City in the past, the
full costs of providing these services supported by the fees, the amounts charged by other
comparable providers, and the revenue needs of the City as determined by the adopted City
budget.
On the basis of these findings, I order that:
1. The fees set forth in Exhibit A attached to this Order are the fees to be charged for
the described services effective July I., 2017.
Administrative Order — Page I of 2
