DISC,USSION REGARDING PROPOSED JOINT MEETING WITH EUGENE WATER & ELECTRIC BOARD <br />ON AMOUNT OF PAYMENTS TO BE MADE TO CITY IN LIEU OF TAXES - THE COMMITTEE DIS- <br />CUSSED IN BRIEF AND IN GENERAL THE PAYMENTS WHICH THE EUGENE WATER & ELECTRIC <br />BOARD HAVE BEEN MAKING TO THE CITY OF EUGENE IN LIEU OF TAXES. IT WAS POINTED <br />OUT THAT AT THIS TIME THE CITY WAS RECEIVING 6~ OF THE REVENUES DERIVED FROM <br />THE GROSS ELECTRIC RECEIPTS BUT THAT UNDER THE CURRENT AGREEMENT THIS AMOUNT <br />WOULD DROP TO 3~ ON JULY I, 1957. <br /> <br />THE COMMITTEE RECOMMENDED THAT THE COUNCIL PASS A RESOLUTION REQUESTING <br />THAT THE 6% PAYMENT MADE I.N LIEU OF T~XES WHICH ~HE CITY OF EUGENE RECEIVES <br />FROM THE EUGENE W~TER & ELEC~RIC BOARD BE CONTINUED AFTER JULY I, 1957. <br /> <br />I <br /> <br />3. DISCUSSION REGARDING AGREEMENT BETWEEN THE STATE HIGHWAY DEPARTMENT AND THE <br />CITY OF EUGENE FOR THE INSTALLATION OF TRAFFIC SIGNALS AT 6TH AVENUE AND 7TH <br />AVENUE AT GARFIELD STREET - IT WAS EXPLAINED THAT T~E STATE HIGHWAY DEPARTMENT <br />HAD PREPARED AGREEMENTS COVERING THE PROPOSED INSTALLATION ~F TRAFFIC SIGNALS <br />AT THE INTERSECTION OF 6TH AND 7TH AVENUES WITH GARFIELD STREET IN THE CITY <br />. . <br />OF EUGENE, AND THAT THE TOTAL COST TO ~HE CITY FOR THE PROJECT WI.LL BE $3500.00. <br /> <br />THE COMMITTEE WAS IN COMPLETE ACCORD THAT SUCH SIGNALS SHOULD BE INSTALL~D, <br />AND RECOMMENDED THAT THE PRO~ER CITY 9FFICIALS BE AUTHORIZED TO SIGN THE AGREE- <br />MENT. <br /> <br />4. REQUEST FOR PARKING METER CHANGE BY THE EUGENE PUBLIC LIBRARY - IT WAS EXPLAINED <br />THAT THE LIBRARY BOA~D OF THE EUGENE PUBLIC LIBRARY HAD REQUESTED THAT THE fIRST <br />PARKING METER SOUTH OF 11TH AVENUE ON THE EAST SIDE OF WILLAMETTE STREET BE RE- <br />MOVED, AND THAT THE AREA BE MADE A NO-PARKING AREA. THE BOARD INDICATED THAT <br />THIS WOULD INSURE GREATER PEDESTRIAN SAFETY AS AUTOMOBILES USING THE DRIVE-UP_ <br />BOOK RETURN WOULD NO LONGER BE REQUIRED TO BACK INTO THE PEDESTRIAN LANE IN <br />ORDER TO HAVE R06M TO UNPARK. THE TRAFFIC ENGINEER INDICATED THAT THE REMOVAL <br />OF THIS METER, BEING METER No. 669, AND THE PLACEMENT OF THE DRIVE-UP BOOK RE- <br />TURN 12 FEET SOUTH OF ITS PRESENT POSITION WOULD MAKE IT CONSIDERABLY EASIER <br />FOR AUTOMOBILES TO LEAVE THE CURB AND WOULD LIKEWISE MAKE IT POSSIBLE FOR A <br />CAR TO WAIT ITS TURN TO PLACE BOOKS IN THE DRIVE-we BOOK RETURN. <br /> <br />THE COMMITTEE RECOMMENDED THAT THE ABOVE CHANGE AS RECOMMENDED BY THE TRAFFIC <br />ENGINEER BE APPROVED. <br /> <br />I <br /> <br />e <br /> <br />5. RECOMMENDATION FOR CONTROL OF PARKING IN THE TRAFFIC CIRCLE BETWEEN 11TH AVENUE <br />.AND FRANKLIN BLVD. - IT WAS EXPLAINED THAT THE TRAFF"lC ENGINEER HAD MADE AN IN- <br />VESTIGATION INTO THE PARKING SITUATION FOUND IN THE TRAFFIC CIRCLE BETWEEN 11TH <br />AVENUE EAST AND FRANKLIN BLVD. HE POINTED OUT THAT THERE ARE TWO STREETS IN <br />THIS AREA -- ONE A SEMI-CIRCLE PROJECTING OFF OF 11TH 'AVENUE AND ONE A SEMI-CIRCLE <br />CONNECTING 11TH AVENUE TO FRANKLIN BLVD. THESE TWO STREETS ARE 19 FEET AND 21 FEET <br />WIDE, RESPECTIVELY, AND DO NOT ALLOW SUFFICIENT SPACE FOR PARKING AT THE CURB ON <br />BOTH SIDES. IT WAS INDICATED THAT IT HAD BEEN OBSERV~D THAT MO!~RISTS WERE PARK- <br />ING ON BOTH SIDES OF THESE CONNECTORS CAUSING BLOCKING AND THUS MAKING MOTORISTS <br />BACK OUT INTO TRAFFIC LANES ON FRA~KLI~ BLVD. OR 11TH STREET, OR, IF PARKED IN <br />THE AREA, TO CROSS CURBS ONTO THE LANDSC~PED AREAS. <br /> <br />To ALLEVIATE THIS SITUATION THE TRAFFIC ENGINEER RECOMMENDED THAT THE SOUTH <br />SIDE OF THE SEMI-CIRCLE OFF OF 11TH AVENUE HAVE PARKING REMOVED, AND THAT THE <br />EAST SIDE OF THE SEMI-CIRCLE BETWEEN 11TH AVENUE AND FRANKLIN BLVD. HAVE P~RK- <br />ING REMOVED. THE COMMITTEE CONCURRED IN THE RECOMMENDATION. <br /> <br />6. <br /> <br />DISCUSSION REGARDING THE PAVING OF 21ST AVENUE FROM ALDER TO POTTER STREET - <br />REPRESENTATIVES FROM THE AREA OF THE PROPOSED PAVING APPEARED BEFORE THE COM- <br />." . <br />MITTEE TO PROTEST THE PAVING OF. THE STREET, INDICATING IN GENERAL THAT THE <br />STREET SERVES ONLY AS ACCESS TO THE PEOPLE WHO LIVE ON IT; THAT ITS SEMI- <br />UNIMPROVED CONDITION MADE CAUTION A NECESSITY; AND THAT THEY DID NOT FEEL THAT <br />THE PAVING OF THE STREET WAS IMPERATIVE AT THIS TIME. <br /> <br />I <br /> <br />AFTER SOME DISCUSSION IN WHICH IT WAS POINTED OUT THAT THE COUNCIL IN THE <br />1956 CONSTRUCTION SEASON HAD ADOPTED THE POLICY OF PAVING SHORT UNIMPROVED <br />STREETS WHERE ALL SURROUNDING STREETS WERE PAVED, THE COMMITTEE RECOMMENDED <br />THAT 21ST AVENUE FROM ALDER TO POTTER STREET BE PAVED AND THAT THE NECESSARY <br />ORDINANCES INITIATING THIS PROJECT BE PASSED. <br /> <br />e <br /> <br />~ <br />
