THE TRAILER ORDINANCE IS DISCRIMINATORY AND ITS"PROVISIONS ARE NEEDLESSLY <br />HARSH. As YOU ARE WELL AWARE, AN INCREASING NUMBER OF AMERICANS ARE MAKING THEIR <br />HOMES IN TRAI'LERS'. IT IS,TO SAY THE LEA'ST, SHORTSIGHTED AND UNWISE FOR THIS <br />COMMUNITY TO ADOPT UNREALISTIC LEGISLATION DESIGNED TO. PLACE OBSTACLES IN THE WAY <br />OF A TREND WHICH IS NOT ONLY LOCAL BUT NATIONWIDE. <br /> <br />HERE IN EUGENE TRAILERS ARE HOMES FOR MANY YOUNG COUPLES JUST GETTING STARTED <br />IN LirE. THEY ARE ALSO 'HOMESF'OR MANY ELDERLY PEOPLE WHO UNTIL LAST MONTH BE- <br />LIEVED THAT THEY COULD LIVE OUT THE BALANCE or THEIR DAYS IN THEIR OWN HOMES, <br />CLOSE TO RELATIVES AND FRIENDS. <br /> <br />2. THE TRAI LER ORDI NANCE GRANTS A MONOPOLY TO THE LANE COUNTY TRA"ILER COURT <br />ASSOCIATION, A PRESSURE GROUP rROM OUTSIDE THE CITY OF EUGENE. THE LANE COUNTY <br />TRAILER COURT ~SSOCiATIO~ ORI~I~A~LipROPOSED AND DRAFT~D THE TR~ILER' ORDINANCE <br />AND GAVE ITCONTINUOUS~ STRONG SUPPORT' UNTI~' THE' ORDINANCE' WASE~ACTED INTO LAW. <br />IT IS POSSIBLE, Of COURSE, THAT THE LANE COUNTy~TRAILER COURT ASSOCIATION HAS <br />BEEN THINKING ONLY OF' THE WELFARE OF THE P['OPLE OF EUGENE, 'OF MAIN'TAIN'INGRESI- <br />DENTI AL PROPERTY VALUES, AND OF KEEPI NG RESI DENTI A'L AREAS I N GOOD ORDER AND IN <br />GOOD APPEARANCE. IT IS MORE LIKELY, HOWEVER, THAT THE LANE COUNTY TRAILER COURT <br />ASSOCIATION IS CONCERNED-ONLY W'ITH ESTABLISHrNG I'TSELF AS A MONOPOL:Y. "fOR NOW <br />EUGENE CITIZENS WHO MAKE THEIR HOMES IN 'TRAILERS' MUST EITHER GET OUT or TOWN, <br />OR LIVE IN NOISY, UNDESIRABLE INDUSTRIAL AREAS, OR SUBMIT TO A GRASPING MONOPOLY <br />WHICH WILL CHARGE ALL THAT THE TRAFPIC WILL BEAR. <br /> <br />3. THE TRAILER ORDINANCE WAS ENACTED BY A MAYOR AND A, CITY COUNCIL WHICH, <br />FOR ALL PRACTICAL PURPOSES, NO LONGER REPRESENTED THE WILL OF THE PEOPLE OF <br />EUGENE. THAT IS, THE ORDINANCE WAS PASSED ALMOST TWO MONTHS AFTER THE VOTERS Of <br />EUGENE HAD SEEN i~T TO ELECT A NEW MAYOR AND ~EW MEMBERS TO THE CITY ~OUNCI~. <br />IT WAS PASSED ONLY'A fEW DAYS BEf"ORE THE NEW MAYOR TOOK OFF'ICE AND THE CITY <br />COUNCIL UNDERWENT SEVERAL CHANGES. THE NEW MAYOR AND THE PRESENT CITY COUNCIL <br />SHOULD BE CALLED UPON AT THIS TIME TO EXPRESS THEIR VIEWS ON A CONTROVERSIAL <br />ORDI NANCE PASSED AT THE ELEVENTH HOUR BY THE'I R :PREDECESSORS.
