Mr. Jones stated that the <br />revenue collected from these fees would be deposited into the City's Road Fund -- <br />whereby any expenditures are consistent with the Constitution. Ms. Bettman said she <br />could not support the bill as the City has not been disciplined with the money it does have <br />for Operations, Maintenance and Preservation (OMP). She reasoned that the <br />implementation of this bill would only reward bad behavior. <br /> <br />Mr. Jones asked if Ms. Bettman could support the bill if the State's language stipulated <br />the money was specifically for OMP. Ms. Bettman said she could support such language; <br />however, she was unsure if the committee could make such a stipulation. <br /> <br />Mr. Pap~ reasoned that opposing the bill due to the City's bad behavior is <br />counterproductive. He pointed out that disciplines can be changed and a worthwhile bill <br />should not be penalized. Ms. Bettman pointed out that this bill would increase taxes and <br />she could not agree to raise taxes to bring about more revenue for ODOT and the County <br />and the City to build new projects. <br /> <br />Ms. Taylor commented that this bill would be a good source of revenue and is a one-time <br />expenditure. She said she could support a motion to amend the language to stipulate the <br />money is dedicated to OM&P. <br /> <br />Mr. Pap~ disconnected from the meeting. <br /> <br />Ms. Brooks stated that staff can relay a message to the Legislature that if the bill will not <br />include an amendment that the revenue can only be dedicated to OM&P, the City cannot <br />support it. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to add an <br /> amendment to HB 2731, that the revenue received from <br /> proposed fees must be dedicated to Operations, <br /> Maintenance, and Preservation, and further, that if such <br /> amendment cannot be included in the bill, the City will <br /> oppose HB 2731. APPLIES TO STATE, COUNTY, AND CITY ADOPT-A- <br /> HIGHWAY PROGRAMS. - (Priority 2 - Opposed) <br /> <br />Ms. Bettman questioned if the costs to provide the signage and administering the program <br />supercede the expense of it. Mr. Jones responded that the only program he is aware of is <br />a small portion of the City's bicycle paths. He said he is not aware if it is <br />programmatically required that the support the City receives from the individuals who <br />adopted that particular section of the bath path at least equal the cost of the signs.
