Ms. Bettman asked why Planning Director Susan Muir characterized the bill, related to standards for <br />establishing farm dwellings in exclusive use zones, as mild. Mr. Yeiter said that was because it did not <br />allow housing to the extent other bills did. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Priority 2. <br /> The motion passed, 2:1; Mr. Papd voting no. <br /> <br />HB 2625 <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to change the status of the bill to Priority 2, <br /> Support. <br /> <br />Responding to a question from Mr. Papd, Mr. Hill said the current minimum corporate tax was $10, and the <br />bill in question would increase that in a relatively progressive manner. The new minimum tax on revenues <br />of less than $100,000 annually would be $100; the new minimum tax on revenues of $1 million or more <br />would be $5,000. <br /> <br />Mr. Papd opposed the bill as it did not take into account whether a firm was making a profit. <br /> <br />Mr. Hill noted that staff had taken a neutral position on the bill because the City had no policy addressing an <br />increase in State revenues at such a magnitude. <br /> <br />Ms. Bettman supported the bill, even if it was only to give a message to the legislature about the imbalance <br />between what businesses pay and what residents pay. <br /> <br />Mr. Papd clarified that the only companies paying the minimum tax were those not making money. <br /> The motion passed, 2:1; Mr. Papd voting no. <br /> <br />Responding to a question from Mr. Papd, Mr. Heuser said if the bill was in the Senate, it might have a <br />chance. The Republican caucus had been very effective in holding the line against new taxes. Ms. Bettman <br />asked about the fate of ~Connect Oregon."
