IT IS POSSIBLE THAT THE <br /> ADDITIONAL COST OF PUBLIC WORKS INFRASTRUCTURE (I.E. <br /> STREETS, SEWERS, ETC.) FOR PUBLIC AGENCIES COULD <br /> INCREASE UP TO 10%, DEPENDING ON THE AMOUNT OF <br /> PREFABRICATED MATERIAL PROVIDED AND WHAT THE COURTS <br /> DECIDE REGARDING THE MEANING OF "NONSTANDARD." FOR A <br /> PUBLIC BUILDING, HOWEVER, WHERE ALL OF THE MATERIALS <br /> ARE PREFABRICATED, AND IN MANY CASES COULD BE <br /> CONSIDERED NONSTANDARD (E.G.
