<br />THE COMMITTEE DISCUSSED THE PROPOSED FRANCHISE AS SUBMITTED TO MAYOR WHITE BY
<br />. THE CITY TRA~SIT LINES.-THE COMMITTEE RECOMMENDED, THAT SECTION 2,BE AMENDED BY
<br />STRIKING THE WORDS "SIMILAR TO OR". LIKEWISE, IT WAS RECOMMENDED THAT AN ADDITION
<br />TO THIS SECTION BE MADE GIVING THE CITY TRANSIT LINES THE fiRST RIGHT OF REfUSAL
<br />TO, PROVIDE 'BUS SERVICE TO NEWLY ANNEXED AREAS; ,AND IN THE EVENT OF SUCH REFUSAL,
<br />OTHER'SERVICE COULD BE PROVIDED TO SUCH AREA.

<br />IT WAS RECOMMENDED THAT SECTION 7 BE STRICKEN IN ITS ENTIRETY.
<br />
<br />IT WAS RECOMMENDED THAT SECTION 9, LINE 6, BE AMENDED BY STRIKING THE WORDS
<br />"PERMIT INSPECTION AND EXAMINATION, UPON REQUEST BY THE" AND INSERTING THE WORDS
<br />"fURNISH THE CITY WITH'CERTlfIED COpy". .

<br />SECTION II. IT WAS RECOMMENDED THAT THE fEES BE CHANGED FROM $25.00 TO $1.00.

<br />SECTION 12. IT WAS RECOMMENDED THAT THE INSURANCE COVERAGE BE NOT LESS THAN
<br />$20,000 FORPR'OPERTY DAMAGE, AND NOT LESS THAN $100,000 AND $300,000 PUBLI C L I ABI LI TY
<br />INSURANCE fOR PERSONAL INJURIES, AND THAT,A CERTIFICATE BE FURNISHED THE CITY'HOLD-
<br />ING THE CITY FREE AND HARMLESS FROM ANY LIABILITY CONNECTED WITH THE CITY TRANSIT

<br />SECTION 13. IT WAS RECOMMENDED, THAT A THREE-QUARTER VOTE OF THE COUNCIL BE
<br />REQUIRED BEFORE A FRANCHISE COULD BE CANCELLED.

<br />SECTION:13, PARAGRAPH A. ,jTWAS' SUGGESTED THAT EACH.C1TY MIGHT.ESTABLISH THEIR
<br />OWN STANDARDS AS TO WHAT WOULD CONSTITUTE A FAIR. RATE OF RETURN ON THE INVESTMENT.
<br />THE SUGGESTED STANDARDS WERE 6% AND 10%.

<br />I. DiSCUSSION OF PROPOSED FRANCHISE, CITY TRANSIT LINES - THE PROPOSED ORDI~NCE
<br />GRANTING A FRANCHISE TO THE CITY TRANSIT LINES WAS DISCUSSED SECTION BY SECTION
<br />BY THE COMMITTEE. THERE WAS ONLY' ONE RECOMMENDED CHANGE IN THE ORDINANCE AS
<br />DRAWN, THAT BEING IN SECTION I IN WHICH IT WAS RECOMMENDED THAT THE STARTING
<br />DATE OF THE FRANCHISE BESET AT MARCH 15, 1957 IN LIEU' OF APRIL I, 1957. THERE
<br />WAS OTHER DISCUSSION WITH RESPECT TO CERTAIN SECTIONS BUT NO FURTHER RECOMMENDA-
<br />TIONS WITH RESPECT TO CHANGES IN THE ORDINANCE WERE MADE.

<br />THE COMMITTEE RECOMMENDED THAT THE PROPOSED ORDINANCE BE PASSED ON FIRST, READ-
<br />ING AT'THE COUNCIL MEET~NG ON FEBRUARY 25, 1957. IT WAS LIKEWISE SUGGESTED
<br />THAT THE FRANCHISE'BE ADVER~ISED AS SOON As POSSIBLE AND THAT AN ADJOURNED
<br />MEETI NG OF THE COUNC I L BE HELD ON MARC,H 14, 1957 FOR FINAL PASSAGE OF THE
<br />ORDINANCE.
